VOLUME 98 NUMBER 26 OFFICIAL NEWSPAPER FOR SPIRIT LAKE AND DICKINSON COUNTY IOWA THURSDAY JUNE 27 1968 VOTERS DECIDE SCHOOL PROPOSAL JULY 3 Architects Drawing of Proposed New Addition Look to Questions and Answers About School Bond issue Voters in the Spirit Lake School District will vote next Wednesday July a on a bond issue which would finance construction of new additions to the high school and industrial arts build ings and improvements to the athletic field Polling place for the entire district will be at the Spirit Lake City Hall with voting from noon to 7 pm The proposal must car ry by a GO percent majority for approval The major portion of the funds are needed for construction of the high school addition to house a language arts and social studies complex Designed on a new con cept in education the 10sided building would be a learning re sources center with each class room unit around the outside opening onto the center The center considered an inte gral part of the classroom pro gram would contain the audio visual aids carrels or individual study booths and library ref material Demountable walls between classrooms would add flexibility to size providing either single or double space Plans call for nine additional classrooms a seminar room periodical room two teacher offices audiovisual storage room a guidance office and restrooms Additions to the Industrial Arts department would provide sep arate metals auto mechanics and welding rooms woodworking and finishing rooms a separate room for drafting classes and one multipurpose classroom in addition a locker room Continued on Page 6 With the high school bond issue election less than a week away Superintendent of Schools Richard Schuchert has picked a number of questions most frequently asked about the pro gram for discussion and explanation a con of last weeks question and answer article in The Beacon The first concerns the cost of the expansion Q What will this cost for an average home owner in the school district A I hav always been as honest with people as is possible concerning matters associated with your schools and I am not trying to hedge or duck a legitimate and important question now However because of the re appraisal of property that is currently going on and because of the shifting of the tax burden from one segment of the community to another it is impossible to give an answer with any degree of accuracy If we use present valuations and applied the increased millage to an average home the additional cost should be from to per year Average farmland would pay about 24 to 30 cents additional per acre As our valuation increases this cost would be borne by a relatively greater total community wealth and the millage would show a corresponding decrease 0 Q Do plans provide room for special educa tion students A Plans of the building program call for a room to be set aside for use of the county for the secondary special education program 0 Q What other bonded indebtedness present ly exists against the school district A The final payment on the Ilsley and In Arts buildings issue will bo paid July 1 The high school issue will run nine more years the Kindergarten issue seven more years Total bonded indebtedness of the district as of July 1 1968 is The bonding limit of the district is approximately 0 Q Will more buildings be needed at a later date A Certainly in a growing and dynamic community more of everything churches stores and schools will be required Also to be considered is possible reorganization which is surely coming If this occurs the additional high school facilities will certainly be needed whereas elementary and junior high requirements could be shifted elsewhere to operate most efficiently and economically all buildings in the district would have to be utilized to the fullest 0 Q Why do we need the high school sion instead of elementary or junior high A The need for more high school facil is critical now By the time the building is completed if the bond issue is approved the need will be more critical Construction of a new junior high or elementary plant would mean the duplication of highly expensive de such as an auditorium a sium and one of the finest science labora tories of any junior high school in Iowa In the event of reorganization we are assured that the high school will remain in Spirit Lake which is more than we can say about the re mainder of the educational program 0 Q Is it a good time to build A The same question could have been asked 10 years ago Costs since that time are up 35 and there is sources are urged to coop erate by getting their copy in early so that Beacon staff members may enjoy the na tional holiday with rela lives and friends MEXICO CITY monthlong tour of Mexico by a group of Spirit Lake High Spanish students and their Clifford w moved into Us final week and they are due back home Saturday The story of their first few days along with a few pictures was air mailed to Spirit Lake and here is how the tour is pro gressing Dear Viva Mexico After 37 fun filled hours on a bus our dreams came true We arrived at Loredo Texas at June 11 changed bases and went through Customs which took two hours Everything went smooth until Suzanne Russell left her birth certificate notarized letter and health certificate at the of desk Most kind they were returned to Senor Hinder man before leaving Then our journey into Mexico began with a bus ride to Monterey We caught two taxis and what a ride to the railroad station We hoarded the train at 6 pm and arrived in Mexico City at am Wednesday June 12 Again we boarded our taxis and had another thrilling ride to the Hotel Metropol where we are spending six days Immediately after checking in our tours started With Senor our guide we the Alameda Park and Continued on Page 5 FEDERAL ASSISTANCE OFFER Council Takes Look at Street Improvements The Spirit Lake City Council took a look at the 300 block street system Tuesday night and heard a recommendation to initiate aper manent surfacing program in place of seal coating maintenance Public Works Director Ralph Allen told the council that main tenance costs under the present methods over a 30 year period would cost for section of streets Permanent surfacing of 10 blocks would cost approximately he pointed out which not only constitutes a savings but would provide a satis factory surfacing for traffic for many years at minimum main tenance Allen warned that maintenance costs are rapidly increasing un der the present system and that the trend will continue unless some action is taken to construct streets with permanent sur facing Of the 300 blocks in the city some 260 are seal some type of temporary sur facing 40 blocks are unimproved gravel surfaced He noted that some streets which have had gravel added periodically over the years have a fairly substan tial base which would probably support a two or black top mat to provide a permanent surfacing at a third less in cost Allen said tentative plans for the 1969 street improvement pro gram call for resurfacing of Hill Avenue from 18th south to the city limits 19th street between Gary and Ithaca Avenues black topping the city parking lot at Ith aca and 19th and resurfacing of Ithaca between 19th and Lake Such work will drastically re duce maintenance he explained adding that these expenses could very easily increase to a point where we wouldnt be able to cover all the streets In other business the Council voted to purchase a new truck chassis and garbage collecting box at a total cost of about One bid was received for the truck chassis and the con tract was awarded to Lake Motors Inc for a Dodge tractor for The garbage packing mechanism and 20 yard box will be mounted on Continued on Page 6 A through the damaged farm and resort areas of Dickinson County with considerable progress ap parent now two weeks after the disaster Assistance for home owners farmers and businessmen who re damage from the tornado is being made available through at least three federal agencies representatives of which are es temporary offices in the area At the same time the Dickin son County Extension Service has called a special meeting on Farmstead Planning for farm ers hit by the tornado ing will be Tuesday July 2 at 8 pm at the County Extension fice in Spirit Lake Doyle Gorden Extension tor said state and area special ists in farmstead planning will be at the meeting to give farm own ers recommendations and ideas on rebuilding modern facilities for todays farming They will include Dale Hull Iowa State Uni versity Extension agricultural engineer and Devon Andrus Ex tension livestock specialist for northwest Iowa Farm owners in Dickinson and Emmet counties who received building loss or damage from the storm may be eligible for disaster loans according to Rob ert Schneider of Spencer Farmers Home Administration supervisor for that area The interest rate on disaster loans is 3 and repayment may be scheduled up to 33 years To be eligible an individual must be a citizen of the United States be unable to obtain from other lenders the credit required and possess the legal capacity to
