inference that might be drawn from Mr I Booth's letter that I had failed to take sides i Congress in its disagreement with the I President upon tlie proper plan of struction would be false Nor have I been j silent on that subject as friends with whom I jam in well know Since the rupture between tlie President and Con- I have made no public speeches I had neither occasion or opportunity Most that time I have been from lie State and no gentleman with whom J conversed in or out of it upon he subject of the political situation has ever been left in doubt in regard to my position I have never believed or intimated that the rebel States should be restored to tho Union States without the most ample guarantees lor tlie future and I regard the conditions offered by the proposed article of amendment to the Federal Constitution as liberal in tho extreme far more liberal in my judgment than any rebel expected at the close of thei war We're I a member of Congress no ceded State would by my vote ever obtain until at least they adopted That the public that these views made for the occasion I beg to say that before I left the and on the 20th May 1865 I was invited to attend a mass meeting of planters paroled rebels and ex-slaveholders at La Grange in the State of Tennessee a city about fifty miles east of Memphis on the Memphis and Charleston Railroad and near the border of the State of Mississippi The meeting was largely at- tended and was addressed by me in a speech of an hour's duration wherein I told the audience that in my opinion before they could would or should be restored to the Union and political rights they would have to give satisfactory guarantees for tho future and these guarantees I named that they would have to secure to 1st The right to testify in courts of law where rights of white or colored men were involved 2d The Tight of education 3d The right to buy sell and hokl real estate 4th The right of suffrage Or in other words perfectly equal rights before the law The speech published full in the Memphis Bulletin May 31 and re- published in the La Crossc Republican ly after I believe this was the first speech in a seceded State where such conditions precedent were insisted on as to be complied with before those who had been in rebellion could be restored to litical rights or I cannot ask you to publish the speech but I make tho following brief extract which will show to some extent its general You must pardon me for having dwelt at length upon this to you I know un- pleasant subject Because I know its tance to you is the reason why I have thus dwelt upon it with a view to urging you to do promptly and cheerfully that which I believe is for your immediate advantage to do and which you sooner or later will do The sooner it is done the
