oclock Monday afternoon 26 votes had been cast at the East Waterloo election held in the office of H B White Only one ticket is in the field that of W W McFarlane and H B Cropper for reelection as tors for three years that if less than 100 votes have been cast at oclock another ticket will be presented A bond issue of for school purposes is a proposition being voted upon H B White is acting as clerk J W Wilby and Chas Brown as judges and D R Weaver and F S Merriau are acting as registrars In Waterloo Independent The annual meeting of the inde pendent school district of Waterloo was held Monday in the building on West Fourth formerly occupied by George S Yenney grocery c W Campbell and M C Vaughan who are members of the board at the present be reelected as there is but one ticket out March Tbe railroad made an important concerning live stock freight rates last Saturday The announcement was the the investigation and the complaint ot the Corn Beit Meat Producers asso and it WM to the effect that as soon as the schedules can be pre pared the commission Will promulgate a new rate of freight on cattle for dis tances from 5 to 300 miles which will be about 16 per cent lower than the present rates In their statement the commission erg say that the rates which have been in effect for seven teen years were fair when they were established but should be reduced jit this time They say the result of the hearing was the proof that it was more expensive to transport live stock by rail than almost other commodity and that it is a fact expenses of oper ating railroads have largely increased not only in the advance in Jhe price of labor but in the advance in price of material entering into the construc tion of railway equipments Nearer Illinois Despite these facts however the find that there is too great a difference between the live tock rates in Iowa and in Illinois As suming that in justice to the roads the Iowa rates should be slightly high er than those of Illinois the commis sion does not think tHat a difference of per cent in favor pi Illi as compared with Iowa is fair or just ion with the schedules the have a differential of about 5 per cent in favor of the Iowa about right This differential based upon Illinois schedules would reduce the Iowa rate for distances from to 300 miles about cent This reduction the com missioners announce will be made as soon as the schedules can be prepared Commission Statement In commenting decision which they arrived at say We are not unmindful of get railroad situation and of the fact that much legislation has been passed throughout States which will affect the railroads We dont want to injure thein financially We believe that it is fully as portant to have the roads double track their lines install sy and increase the et of the equipment and many other things to the end tation may be made cheaper but in the light of all the proofs submitted to us when fairly considered we are unanimously of the opinion that the eneral conclusions have ar rived at and here suggest are as near ly just and right they le made aff this the conditions Consider Care of Stock The commission also considered the question of feeding in transit on point the complainants charged that stock shippers in Nebraska were ac corded that privilege Which was de nied hi Iowa The commission hold that they have no jurisdiction in finis matter it being Interstate traffic but they railroads to make the same conces sions to the shippers of Iowa as they do those in Nebraska This announcement of the lowering of the stock rates is taken as an indi cation that the railroad commission in tends to thoroughly revise all Iowa reight rates which may be shown to be in any way excessive inthe hear ngs which will begin next Tuesday It is expected hearings and the subsequent work of revision will oc cupy the attention of the commission for several months Railroad Bills to be Heard The house committee on railroads has announced a final hearing early next week on all the remaining rail road bills are ten bills now before the committee upon which the representatives of roads have asked to be heard This hearing will end the railroad memorial day DUBUQUE POLICE RECOGNIZE OLD IN MAN CHESTER SUSPECTS SERVED LONG TERM Men in at Manchester Are George and Barney Tough Manchester March The two men held under suspicion of being implicated in the Masonville bank robbery have been identified by the police of Dubuque as Geprge Hen derson and Barney Hansen both of whom have a record as offenders with charges of various kinds registered against them Hansen was sentenced to the peni with a boy named Lee for holding up and killing Molar man Lochner of Dubuque robbed the sisters home of SL Marya school near Dubuque some time ago and was given the alternative of get ting out of town or serving sentence He chose the former and was escorted across the river into Illinois where the Jo Davies county awaited him and he was given a sentence of three months for stealing clothing at a hotel in Galena Although Hansen served a term in the penitentiary he ployed about Dubuque for the Manufacturing com pany The men have both been pho and their identity estab as being dangerous characters to be at large Evidence of the bank robbery were found on Han sens person and the authorities be lieve they will be able to convict him Henderson the older of menT surly and refuses to say any thing regarding the robbery even though given a good sweating When the men were the great est difficulty wais experienced in get ting a good likeness of him it requir ing the combined efforts of three strong men to hold him in subjection photographer could mug him The third party has not been taken into custody at this time and a search made in Dubuque it being Ue that he tHere with the andis in hiding among his friends Hansen Bemoans His Luck Dubuque March Han sen the younger of the two men held at Manchester for the robbery of the Masonville bank has broken his si lence He discussed his situation with a Dubuque newspaper man down during the conversation His stories were disconnected and he looked the picture ef despair as he ru again to the Hansen said that while he did not rob the bank at Masonville perhaps the old man meaning Henderson did He said he was going to Waterloo to look for work He admitted he had a job in Dubuque but he was de of getting away from tie knock that recent newspaper refer ences to his prison career had devel The fact is he has been living In Dubuque for nearly ten years since he was pardoned out of Anamosa He declares he left Dubuque Thursday morning on a Great Western train that he got off at Oneida and started to walk to Manchester and there met Henderson The two were tired he said and decided to seek shelter in the barn in which they were captured Hansens wife said to a detective that her left home Thursday morning the morning of the robbery and Insisted on dwelling on this feat ure of the case explained she put up his dinner for him and then went back to bed he having told her he might go to Peoria to look over a job Mr Ryan one of Hansons employ ers stated positively iie had not been at the foundry since Wednesday morn ing It Is believed the entire plot was concocted in Dubuque by and executed by Hansen and Hender son and a third party whom the police where a crowd is congregating the participants must move on or to Jail they go There will be enough officers together to take any prisoner and any interference may mean injury and the jail Must Not Call Scab The shouting of at nonunion men will constitute an offense until after this trouble blows over The law will consider it the same as inciting the crowd to riot Five victims were gathered up Saturday afternoon for calling scab and information has been sworn put against several others A fine of is the favorite sentence of the this offense and a jail sentence when fine paid Stuck One Mart Frank Bird is serving a sentence of one month in jail for insulting and threatening an officer He made a re mark that cannot be printed and was put in jail He bond for his appearance and as he was again warn the parents to keep children off the street at night for they may be killed or injured should rioting break loose Parents will be held responsible for acts committed by their children and this warning is considered sufficient notice for guar dians to care for their charges Union Officials Taken One of the head officers of the street railway mens union was arrested on the charge of REUNITED IN MARRIAGE Nashua People Learn of Wedding in Si Paul Nashua March The people ot surprised to learn Sunday that Mr Thomas Tracy and Mrs Nellie Tracy were re united in marriage at the tist parsonage in St Paul Friday Thomas Tracy was married to Miss Nellie Sample both of this city some nine or ten years ago They lived to gether a few years when they separat ed and at the time of their separation it was thought that Mr Tracy was mentally unbalanced At that time they were Hying together in Chicago but soon after they both returned to the home of their parents in Nashua Some few years later he was taken to the hospital at Independence for treatment but since his return borne has apparently been la good health He is a bright Intelligent young man and It is thought his mental derange Clerks Today marks a change in the guest at three of Waterloos hotels and men who have been several years at one place have taken up employment in different Ed Hall who for a number of years has congenial day clerk at the Hummel hotel has gone a little town near Kansas City to enter busi ness for himself B S Whitney who has been night clerk at the Irving for some time will succeed Mr Hall Previous to employment at the Irving Mr Whitney worked nights at the Hummel for over two years Fred J Hardesty who has been night clerk at the Tremont hotel for the past two years has accepted a similar position with Irving His place will be filled by Ross Brown former hotel clerk at tie Gilbert in Charles City East High Lost at Rapids basket bail team representing the East Waterloo high school went to Cedar Rapids Saturday morning and were defeated that evening by the members of the Cedar Rapids team Brown and French Waterloo made two baskets each during the half and in the second made more conces sions Personnel of Committee The committee that waited upon C D Cass was composed of J J Mac Leay local organizer of the American Federation of Labor J H Howard president of the Central Labor union J L Potter the striking and member of the street rail way mens union and G Stupka a striking motorman also a member of the recently organized union C D Cass represented the company The general manager sprung an innova tion by inviting a reporter from each of the three newspapers to be present and listen to arguments Mr Cass wished everything open and above board and the union committee was in favor of the plan The session lasted two and onehalf hours from oclock until Five Demands Made J J MacLeay presented the wishes of the striking employes very con as follows 1 That the W C F and N com pany establish a regular pay day with out the necessity of employes dis counting checks 2 That the company grant its em ployes the constitutional right to or ganize when they see fit 3 That all of the strikers and tbo men discharged while the union was being organized be reinstated 4 That if any employe is ed hereafter the company will show cause for dismissal 5 That the company
