Be Fully Enforced CITY RUMBLE WE have been told there is growing sion among Santa Rosa city employees over the new reign al Cily Hall It just ain't like it was when JOHN COURY was said one employee A delegation ol them have asked us lo take a glance at their grievances TIME CLOCK Basically the recently installed time clock which all city employ ees except the police depar I merit musl punch in and CONS A time Well certainly there are pros and cons on it as there is on just about We have one at the News office lhat I bought from the lale RAY ROBINSON many years ago and it paid for itself in less than three months time You know on our old penciled time sheets no employee ever came in at 8.13 or left al were working from til or so their lime sheets said If worked it was on their lime sheet Yes when we had a number ol hourly em ployees I thought our time clock was one ol the best investments we ever made OVERTIME While none of the City employees greeted the lime clock with open arms some thought that when they put in extra time would gel paid for it But things haven't worked lhat way City employees say are held lo 40 hours with City Hall keeping close tab They say one of the lance drivers had cumulated a number of hours month and was given two days off for Easter lo cut down on his hours DOING JOB Some say that re- them to 40 hours on the clock in stead of a salary like they used to get is pro them from gel- ling their job done in the tion Department Keep ing the garbage trucks running is apparently a constant battle Now if a truck breaks down the employees lime ticks Continued on Page 6 The Police Department will begin immediate strict en of City ordinances pertaining lo children under the age of 18 years and dogs said Police Chiel Joe E Martinez Under Ordinance No 132 A passed in all children under 18 must be off the streets alleys and other public places by p.m unless accompanied by a ent or other adult en by the parents to accompany him An exception lo the ordinance may he made if a minor is returning home from a place ol employment after p.m Chief Martinez explained In lhat case he advised the child must carry a note from his parents listing his employer and giving permission for being out al lhat time Responsibility for ob- serving the ordinance lies with Hie parents or guardians ol minor dren he added Any parent or guardian child violates IhD law will be fined for first offense and for any second or subsequent Ordinance No 143 pertaining to dogs sets several guidelines for pel owners all ol which will be strictly enforced police chief said That ordinance states thai it shall be unlawful for any owner of dogs whether or not they are licensed or lo permit their animals to run al large within city limits All dogs must be restrained and confined within pro of owner or controlled by a leash It is also unlawful to keep a dog that howls or barks lo extent of causing in- convenience fort or loss of sleep to nearby residents either al night or during the day According to City Clerk Rita Sanchez the animal of fleer will pick up any dogs in violation ol the ordinance and hold them for two days so may be reclaimed by their owners Alter the two day period she said animals will be disposed of Ordinance No 143 further slates that any dog owner convicted of violating law shall be lined a sum ol not less than nor more than 1100 and may be imprisoned for not less than five nor more than ten days Chief Martinez ad- vised all and dog owners lo abide by the ordinances and warned lhat beginning today both will be en- forced lo the day was set aside each year lo honor all the mothers ol the world Credit or founding Mother's Day in the United Stales is ally accorded to Anna M Jarvis but some sort of vance of mothers con lo family life was held long before her birth in many parts of world In early En- gland Mother's Day was called Mothering and the slavs and people in some other have long observed ilar days The recorded suggestion that an an day be set aside to honor mothers was made by Julia Ward Howe in 1872 It was her idea lhat everyone ob serve a Mother's Day on June 2 as a dedication to peace For several years she held a yearly Day meeting in Boslon In 1887 Mary Towles Sasseen a Kentucky school teacher began holding Mother's Day celebrations in her com and in 1904 a campaign to make Mother's Day a national observance was ed by Frank E Hering ol South Bend Indiana The true mother of Mother's ever was Anna Jarvis who wholeheartedly set herself to task ol bringing national re cog toa day observing mothers A native of Grafton West Virginia she moved in 1904 to delphia Pennsylvania where her Mrs Anna Reeves Jarvis died on May 9 1905 On first anniversary of her mother's death Miss Jarvis held an in- memorial vice for her with a lew friends The following year a church service for Mrs Jarvis was held in Grafton As result ol her untiring delphia observed a Day on May 10 1908 Miss Jarvis then became a sort ol missionary tor idea writing literally thou sands of letters and in persons pleading for a regular observance of Mother's Day In 1913 Pennsylvania declared il a state noli day and lhat same year her efforts were finally rewarded when the US Congress recommended that the second Sunday in May be set aside as a national holiday ing mothers The first nationwide Day was proclaimed by
