the young in strollers the elders with the aid of crutches They were the living Around them by the thousands lay their sons their daughters their ancestors sleeping beneath a forest of marble and waving American They came this Memorial Day to pay tribute to those dead at Santa Fes National Cemetery Despite the brisk breeze refreshing after a weekends gray skies and soggy weather they turned out several hundred strong They were joined by units of the Veterans of Foreign Wars the American Legion the various military branches the Bataan Veterans Organization the Order of the Heart the Gold Star Mothers the American Forum various ROTC groups the Santa Fe High School Band and many more People crossed their arms against the wind and stood listening silently to Mayor Art Trujillo read the Memorial Day Proclamation for the city so that sacrifices such as we honor today will never be necessary And they listened to Sen Harrison Schmitts representative Wayne Ciddio reading President Carters proclamation and declaration of May 28 to June 3 as National Vietnam Veterans Week must remember honestly realistically and with humility The sacrifices they made in that conflict have been made doubly difficult by the national confusion as to what was highest They stirred only slightly as six New Mexican Vietnam veterans received Presidential outstanding The New Roybal GUARDED PUEBLO Sand bags line the banks of the creeks passing through Taos Pueblo Visitors to the historic pueblo on Memorial Day weekend found the creek running fast and high with the threat of rain in nearby mountains ever present Waters higher but controlled ESPANOLA The Rio Grande reached its highest levels yet this spring during the past two days but flooding appeared to be controlled in all populated areas affected by the large runoff due to heavy winter snowfall and spring rains The Army Corps of Engineers measured 9i625 cubic feet of water per second flowing at the Bridge this morning The bridge lies between Espanola and Los Alamos The rates of flow Sunday and Monday were cubic feet per second and cubic feet per second respectively The flood peak in 1973 was only cubic feet per second Since then Corps of Engineers officials said the levees along the Rio Grande have been built up substantially The states emergency prepared ness officer says there should be enough workers and equipment in the areas of Taos County to handle the situation The work that has been done should not deteriorate as it did last week when we got heavy said jal Lovato of the state Planning Office Gov Bruce King issued an emergency declaration last Friday covering Taos County He took the action after heavy area swelled the flow in the Rio at Taos and the Red River in the Red River and Questa areas Most of the problem was due to heavy Lovato said Monday The rain did accelerate the snow runoff but it was the rain itself which created the most urgent problem Its stable Lovato said The water has moved out of the regular water courses but has not expanded further The water courses Gas Crunch of 979 takes holiday too By The Associated Press Americans were prepared to scrounge scramble and wait for gasoline over the Memorial Day weekend but most found that the Great Gas Crunch of 79 had taken a holiday It may not have been cheap and in some places was available only at the end of long lines but police and tourist groups throughout the country reported gasoline supplies adequate in most areas Some officials said bad weather over much of the nation kept wouldbe travelers at to home Others noted heavy use of public tran for example some Amtrak riders had to stand in the aisles on trains taking them home Monday Whatever the reasons the number of traffic deaths over the weekend also appeared to fall below predictions The National Safety Council had projected between 500 and 600 people would die in car accidents over the weekend that ended at midnight Monday By early today the figure was just Drivers entered the holiday steeled against the nightmare of an empty tank with no place to fill up Most found their fears unwarranted Oscar Miranda of Phoenix packed a 55gallon drum of gasoline in the back of his truck when he went camping near the town of Show Low in White Mountains When he arrived he found plenty of gas I didnt want to get up there and not be able to get Miranda said I should have bought all that gas in Show Low and carted it back to Dick Clancy a realtor who bought a service station in Richmond to make room for an office building gave away gallons of gas stored in underground pumps to help people in a In Kansas two Good Samaritans loaded with emergency supplies of gas patrolled the roads for hours in search of stranded motorists whose cars had run dry But they found no takers community achievement awards and watched in awe as four New Mexico Air National Guard jets streaked low overhead Recognition for the Vietnam era veteran is long said Tony Lopez who has was a traumatic period in our See MEMORIAL DAY on Page A8 Hispanic hopeful favors amnesty for aliens By ART LATHAM The New Mexican Staff Benjamin Fernandez 1S0 presidential candidate favors 100 percent amnesty for all un documented aliens in this country as of Jan Fernandez billed as the first Hispanic presidential can spoke at a press conference at the Inn at Loretto Memorial Day and later at services at the National Cemetery Aliens who receive amnesty as of 1980 as opposed to President Carters proposed to undocumented aliens in the United States as of 1970 would receive the full protection of the Constitution under Fernandezs program But the Republican Presidential hopeful said we should slam the door shut Fernandez 54 proposed a four point program to deal with the problem of the United States estimated more than 12 million un documented Mexican and other workers Every person in the seeking Benjamin Fernandez employment must have a foolproof social security card as much as I hate to call for he said We must fine employers who knowingly use undocumented laborers we must fine and imprison importers of aliens and we must give the Department of Immigration whatever it needs in the way of budget and equipment to patrol the Fernandez said And in the long term we must study the feasibility of a common market concept between the Mexico and he said on Page A8 have overflowed but the water is not advancing further to the point it would threaten homes or other He said the water flow diminished slightly Monday but there was still a lot of water spread out outside the normal water courses It seems we might be in for some nice weather for the next few days and this will give us some time to shore things Lovato said He said Taos County officials have the authority to contract for use of private equipment to augment the equipment available The Army Corps of Engineers also has contracted for loaders bulldozers and dump trucks Lovato said They are quite he seid Kings emergency declaration enabled National Guard personnel and equipment to be used in the battle to control the high water in Taos County It also made up to in state funds available to help pay the costs of the flood control efforts The way Lovato put it The state will try to support the county to the extent they make an overexpenditure of their Meanwhile the Interstate Stream Commission reported there was in creased flow in the Rio Grande Monday due to the heavy rains in northern New Mexico during the weekend Phil Mutz of the Interstate Stream Commission staff said the Rio Grande flow at the Mexico line was measured Monday morning at cubic feet per second The flow at Embudo which is about 70 miles downstream was cubic feet per second Dias Cloudy and cooler Skies will be partly cloudy Texas lAP District Judge John H Wood Jr was shot and killed outside his apartment this morning on the citys north side police said The judge was pronounced dead on arrival at at Northeast Baptist Hospital police said The judge was found face up police said He apparently was shot with a rifle possibly from about 10 feet away Early reports said the assailant may have been a sniper Police quickly Officials disagree on flight theory CHICAGO AP Two federal safety officials one in Washington the other here at the crash scene disagree over whether American Airlines Flight 191 was doomed when an engine fell off One expert says it was impossible to control the aircraft once the engine separated while another says loss of the engine alone would not have crippled the plane fatally Investigators said Monday that flight data recorded on the jumbo jet Shows the crew was trying to correct the problems before it crashed Friday near OHare International Airport killing at least 273 persons More on inspection on Page A5 As a in of engine mounting bolts on all got underway in turned up a second broken part from the engine assembly of the airliner They said it was not clear what role if any it played in the nations worst air disaster The dispute over whether the big jet could have been maneuvered to safety without its engine surfaced Monday between Langhorne Bond head of the Federal Aviation Administration and Elwood Driver vilE president of the National Transportation Safety Board Bond said in Washington that it would have been impossible for the pilot to land the crippled plane at OHare once the engine separated He said the plane was doomed from the moment it left the runway There is no certification procedure for flying without a whole engine he said There is no pilot deal with that eventuality no aircraft has ever been in the air under those circumstances There is no reason to think that once that engine came off the airframe that it would But Driver said maintain a will fly with two engines after the third has separated The proof of it is that it did go from ground zero to 600 feet and it did not leap up there on rubber Driver said I dont want to get into a fight with Langhorne Bond but hes in Washington and we are here in Driver said at a news conference that readouts from the planes digital flight data recorder showed the two remaining engines of the plane con to develop normal takeoff power for about 33 seconds after the engine fell ij said the recorder indicated the air crew was trying so do the best it could to correct the unusual attitude of the aircraft and investigators would now attempt to determine why they failed The second broken engine par found in the wreckage was the pylon aft bulkhead flange a part that secured the rear portion of the strut leading from the jet engine to the wing The discovery followed the finding on Sunday of a broken 3inch bolt that officials believed to be responsible for the separation of the engine from the jets left wing It is not known if the broken bolt caused the flange to break or if the broken flange caused the bolt to snap FAA officials said Driver said that in the next phase of the investigation all three of the planes engines will be sent to Tulsa for examination The FAA ordered the inspection or replacement of engine mounting bolts on all 134 owned by operators and said all jets not in spected by 3 today must be grounded In other developments Cook County Medical Examiner Dr Robert Stein said there had been positive iden of 12 of the victims He said their names would be released after relatives are notified
