Teng of the Peoples Republic of China is due to arrive in Washington today for an state visit that will mark the beginning of a new era in American relations with China Like most state visits Tengs will be a symbolic representation of an earlier diplomatic decision the agreement between Washington and Peking to normalize diplomatic relations after 23 years of enmity and seven coolness The Teng visit first ever to the United States by a Chinese com munist political leader promises to be one of the most spectacular and widely watched events the world has ever witnessed Nearly reporters and cameramen from around the world applied for credentials to join the regular White House press corps in covering the visit Two chartered jets will carry the press behind Teng when he visits Atlanta Houston and Seattle after his summit at the White House with President Carter The issuance of credentials for broad media coverage of the visit is intended by the White House to display Carter as a leading actor on the world stage one who is capable of rearranging the balance of global forces into an alignment more favorable to the United States But according to administration officials the coverage also is im portant for Teng His visits to an automobile factory near Atlanta airplane factories near Seattle and to the space center in Houston will be telecast to China The telecasts will loss of the licenses means loss of that will hurt considerably A random survey of area liquor license owners and managers um under canopy situations showed businessmen have little im mediate concern over Attorney General Jeff court ac tion Bingaman filed 30 lawsuits in 1st District Court here Thursday challenging the canopy system as being illegal The canopy refers to situations where more than one business operates under the same liquor license Bingaman contends the multiple use of the licenses is con trary to state law and legislative intent If the attorney generals challenge is successful it will doom the canopy practice But King said he intends to help businesses which already exist within the system by grand fathering them into the new system lawsuits include five liquor licenses in Khomeini as a wise leader with a huge popular following Khomeini had originally planned a triumphant return to Iran on Friday but his plans were blocked when the military shut down the airports His
