Passes the Resolutions Which Can Result in Nothing Less Than a Bloody Conflict WASHINGTON April a long I bitter struggle in congress over the joint tion for the recognition of the independence of Cuba the agement of our trustworthy marshal and captain and the present force is tainly commendable The saving in this department has been over past year I have a few recommendations to still better serve the interests of this department I believe it would be wise to increase the force to 14 men being an addition of two which will make the iry to be patrolled by each much smaller I also recommend the of four or five coops with telephone connection for the out- lying wards so that the officers will have at all horn's of the night access to the same and will not be compelled to annoy people by the use of their private telephones and if anything of ance occurs it will in this manner be kept within the department FIRE DEPARTMENT This department compares favorably I am very much pleased to say with any city in the state There have been no serious fires for the past year the very prompt action of the in several instances averting this The expense for the maintenance of this department has not been as high as last year for supplies and other tures actually incurred HEALTH The health of onr population is of vital importance and I hope that you will as you have in the past hnd your assistance to the board of health There has been for some time a move on foot JOT the erection of a pest house and I t year There has bem square yards ot ing done the past year all of brick I will I did a year ago that brick pavement is to be looked up with caution as I t here are better materials for paving than brick I would rt commend in case Wayne street is use of some other material I also recommend that paving be deferred for a time to give the people a little breathing spell and also to some extent replenish the paving fund The streets that are already paved are as a rule in a filthy condition I will recommend the sweeping of these streets in the business portion every night and the outside streets three times each week I would recommend that the street committee of the council in connection with the street commissioner make a di- vision of this work and that some of onr unemployed labor be set to work with brooms sweeping the paved streets which in my judgment would cost but a few dollars more but would give more universal satisfaction The letting of contracts for the streets dated April 1st instead of May 1st as the people suffer more during the month of April than poor
