Party Mr Teller having presented to thr committee a proposition for free coin age of silver as a Substitute for the financial plank proposed by the sub committee spoke in part as follows Mr The importance of this question must be my excuse for de the committee a few moments I have given this financial question the most careful attention that any could give it T have given it great study and the best thought of my ma ture years I have been engaged all iny life In service which I think tits me to judge rightly and correctly and draw proper conclusions Under such cir I have formed my tions of the importance and character of this controversy My convictions are of such character that upon me they force conclusions which amount almost to verity J admit I may be wrong In every proposition port by voice and vote in and in tho cam since that it has made either in the States west or east of Rocky Mountains I have been an par I wa one of the first men in Hio Rocky who advocated the Republican of protection and V have advocated U in every cam pan the party has made i believe in it now hut I do not believe you can protection and a gMd blandard A gold standard means low wages and low prices of products and that is by tho conditions In ev country of the world where It nas been I believe the adoption of i sold standard will in the end be de of the interests for which the Republican party has pro stood during all the years ot its FEELING OF Chairman 1 shall break from the party of my youth and the party of my choice and the party of my ser the party that has given me honors as few men have been given honors feeling ns though I were going to my grave as though I were burying tuy best friends and nothing but a supreme conviction of the clanger of the maintenance of this gold standard could induce me to make such a sacri a conviction is upon me that il is a duty not to my people alone not to the people of Colorado alone but a duty which t owe to ymi and the whole world as well that me to this step I came to this Convention little fear ing this would be the result of your and that 1 should have to co away having performed what is to me one of the most disagreeable actions of my whole life And I repent 1 would despise myself believing as I do in the supreme importance of this question if I failed make any sacri fice this cause demands if 1 failed be cause of fear of taunts that will surely come to me when t shall have done my as my tells me to do it I vim going to fight for this principle but I ean no longer tight for it in the Republican ranks with hopes of I had hoped the which had done so much for the race and for whose future so much was hoped would come to the right view upon this question and I stil have a lingering hope that some day will reach a condition when it shall not take its declaration from Wall street or street but from the honest sentiment of the great heart of the American people When lhat is done the Republican party will abandon the platform that is now about to be adopt ed declaring for the gold standard I beg the pardon of this committee for having spoken so long I did not intend o detain you except with a sim ple statement of my earnest belief in the paramount importance of the prin ciples for which T have contended so long in public and private life It is earnest belief that no question is of so importance to the people of J senator Henry M Teller I fader of the Forces under consideration party creed upon the question was in the Minneapolis platform declared in favor nf gold and silver as standard money If the con vention adopts your report U will re the declared faith of the party upon this question and declare for gold standard money I admit the right of majority oT the convention to change the partys creed if it so de sires I also freely admit the right at the nuijority to control and the duty of tho minority to submit to the will of the in the matter of the per of the candidate No man would be justified no minority would be jus in refusing to accede to the will of the majority in tho mere matter of the nomination or of a can but f utterly deny and ate the right nf the majority to con trol or roprce the conscience or indi vidual opinion upon questions of principle entertained by any individual hy the plank contained in the platform you arc to adopt concede that it is to be adopted and that no one can change the edict which gone forth Von propose to commit the Republican ly to L which is in tended r find does depreciate the value of of human toil and you expect to prove and you must prove lo the American people if yoi succeed in receiving support I hat it is to tho Interest of a tion to reduce the value of everything it produces You must also prove thai it is to the interests of a debtor nation whop debts are in its the value of those I argument that can bp advanced will in the slight est degree influence or change the ver dict which is already entered feel ITUS as though I were trying a before a jury who cared nothing for th evidence and whose verdict already pinned against my client Tt is for me to say it is with reelings of the greatest regret that I mn compelled lo take the course I am about to take Init T say to you in all candor and sincerity that I oonld not obtain the consent of my own conscience to stay in the conven tion and passively acquiesce in fasten ing upon people of this country by adopting this platform a system of finance my humble judgment will result in theimpoverishment of classes in defeating the rights and opportunities of labor to receive continuous remunerative employment and to extent deny in to the citizens of this country the rights which they as free men under laws of a free government ought to have Therefore with full knowledge of the importance of my act thorough ly appreciating its magnitude I say here and now that 1 prefer to follow the lend of that splendid combination of heart brain conscience and cour who Pits at your loft Henry M Teller than to follow the leadership or John Sherman and the modern leaders of Republican into the goldstan dard camp of Grover Senators Dubois of and Can non of Utah and Messrs Myers and Mott of North Carolina followed in a similar strain also announcing their determination to bolt the convention in case the o them obnoxious gold standard plank was adopted DEFENDING THE COMMITTEE Darlington of Pennsylvania replied briefly to Teller challenging the Sena tors allusion to the dictation of Lom bard street and saying this was a poor return for the to many millions of had been invested in the West by the men of the East in building railroads and other enterprises We have given you our money he said and are surprised you should now want to pay us in money worth only cents on the responded Mr Teller has always paid her debts and will continue to pay we object to is paying two for one dollar Lodge spoke briefly in a way personal to Teller He spoke of the esteem in which the Colorado Senator was held and the respect for him but said notwithstanding this im possible a finan cial policy To do so would be ruinous to the great commercial interests of the country That the Colorado Senator was honest in his convictions noman could doubt but that he right did not follow He regretted they had come to the parting of the ways but the parting was not the seeking of the men and if it could not be prevented it would have to be en dured Senator Cannon of Utah said there was no use in the party making an effort in his State this year under the millstone of a single gold standard platform He in his charges against the money power and i ts dominance over this conven tion He described the depressed con dition of the country especially his State and gave notice that he and others would stand by Teller who them Cannons speech was impressive nd Tie pic tured the raised in Ui of the people of and of u West by the nf tlv Republican party told how the Stale had been redeemed from tho ic ranks and xn overwhelming majority overcome and all Merely to have all the promises made in behalf of the Republicans ruthlessly trodden in mire and ignored at the time of their greatest need for a sustaining hand This course was to them a sub ject of amazement and sorrow He had hoped up ts latest moment this catastrophe should be averted but if it could not be he too the course pained him must discontinue to act with his party His and interest and the convictions of his peo jile demanded this course Lemmon of California advocated the Teller amendment strongly He insist ed that with the majority report MS a of the parly their plurality of in his Plate would not only be wiped out but the masses would be come alienated from the party and were as as could be in protesting against the pressure of the Kold standard they did not state in then speeches they would go out of the con vention with Teller They did state however ttr the members of the com they would all stand by and if defeated in the con vention would declare themselves out of the party and do the best they could for their people hereafter of the committee out of the rooms said they never wit such touching scenes in poli tics Some of the TEARS while speaking Senator Cannon wept crying aloud as he pleaded lor could be so sad to him They loved the party that was about to smite them and cast them out Senator Dubois most vehement in his utterances as to the result He showed no emotion but way de fid n t After tho Teller amendment was de by a vote of 10 the tinan plank of the majority was taken up the discussion resumed the gold men having the floor The silver mem bers said they would proceed as cour and regularly as possible and not leave the party until they had ap pealed to the court of last resort They justified their course by saying the par ty had left them and they were not leaving the principles of the party said Secretary Carlisle represent Cleveland Administration in his Nashville speech was the first to come out for a standard The Republican party had come to the Democratic Administration in its new departure Cannon and Dubois severe ly criticised the inconsistency of the indictment against president Cleveland while adopting the cardinal principles of Clevelands Administration DECLARATION Dubois dwelt especially upon the ser vice the West hnd been to the lican party showing that that section the hour of the partys need had been found untrue to the party call He dwelt especially upon the strength of the West inthe Senate and showed that to the votes of that section in the Senate the Republican party owed the maintenance of its pro policy and all other policies often when their own sectional were not involved Me asserted the Stages had been regular in supplying support for these lines of policy while New York with not one Republican Senator and Illinois with only one and the Southern Stales with almost none Wisconsin and other Northern which had not been for years represented in the Senate by a lican nve inaugurating a contest which is not only ruinous to the West but as he believed the entire only ruinous hut unpatriotic and con trary to of the party TIT view of these facts he too felt con strained to announce of convention in case of the adoption of a gold OF NORTH CAROLINA Mott of North Carolina much the same strain as the silver Sen ators but touched upon the effects of of a gold standard upon the country at large He declared however McKinley was not a gold standard advocate and if the proposed gold standard war adopted it would be done contrary the Governors wishes and convictions He referred to the is suance of bonds by the Cleveland Ad ministration which he said aroused the indignation but he the Republican party was in such a position it would be ble for it to take this the Democratic party He did not say in so many words he would leave the convention but he left the impression that Senator Carter came out of the com and conferred with the silver delegates in waiting He would say nothing but left his friends for conference The States voting for the Teller amendment were California Allen B Lemmon Colorado H M Teller Idaho Fred T Dubois Montana Charles Hartman Nevada A C Cleveland North M Mott Utah F J Cannon B F Fowler Also the members from Arizona and New Mexico At the full committee adopted the platform as a whole and decided to re port it to the convention at S oclock tonight The silver members hadi re tired for conference and the platform was therefore adopted as a on a vote COLORADO Unanimous Determination to Bolt the Convention St Louis June Colorado del held a meeting tonight and de in positive terms to leave the convention in a body upon the sharp thunder shower swept across the city about the dinner and then resolved itself into a drenching rain which kept up throughout the evening and made marching an exceedingly dis agreeable and slippery experiment The elements were discouraging but nevertheless the managers of the af fair determined to carry out their pro gramme and they did so although sev eral organizations which had been
