Territory of Utah praying for an Act of Congress to make provision and afford protection in the matter of municipal and other elections in said city and Territory Your petitioners loyal citizens of lie Government of the United States respectfully submit Ip your honorable bodies the consideration of certain in upon our rights and tions in the exercise of our privileges and pray you to adopt such measures as will protect us against unconstitutional authority and accord tons the full benefit of our citizenship The exceptional circumstances of the first settlement of Utah by a peculiar religious sect are too much matters of history to need recapitulation It is no less notorious that for a number of years they were the sole inhabitants of this country that they formed a gov own and ignored the existence of any authority except of own making It is the assumption of civil authority by the leaders of this sect or assumption backed by the ignorance and blind devotion of about of the of which we the minority complain and against whoso arbitrary acts we de sire the protection of the Federal arm For although thanks to the wisdom of he have here an Executive and a Judiciary who ably and conscientiously discharge the func tions of their respective offices they are well nigh powerless Against the opera tion of legislative anji municipal And we find ourselves standing our condition as American citizens a nonentity in the body politic We complain not 61 being a minority We hare no right to 2nd fault with hc Dg outvoted It is the genius of our Constitution that the majority shall govern but our elections here ire conducted in a manner which is an outrage upon our political existence community is made up of foreigners n a greater proportion than any other n the United States and many vet iliens exercise the rights of franchise with unquestioned freedom so long as they vote the ticket of the dominant power Women who have no other right than the being duplicate or tripli cate and consequently illegal wives of some man attend the polls in numbers Wives are allowed to vote by proxy for heir absent husbands and children for their mothers While nonage or non among our opponents is no jar to the privilege of a vote ur Territory is prosperous The wealth of our mountains is at people and capital from all arts of the country Already the cap tal employed by us in mercantile pur suits in this city and in mining opera Jons in the surrounding districts exceeds n amount that employed by the ruling das irom this increase in our nnm ers and growing prominence of our interests it may be seriously appre lended that a time will come when the of our rights as at present practised will be productive of bitter ends which not unlikely will lead to and bloodshed To prevent such and to insure to us justice and the equitable rights American citi zens we pray you to devise such meas ires as your wisdom may dictate And for this end your petitioners would suggest and pray that an Act of Congress ue framed providing 1 st A clear and welldefined status on which the exercise of onr franchise s based 2d An obligation to register all votes i certain length of time previous to any election with a suitable provision for officers to conduct such registration id For the judges inspectors and clerks of elections to be chosen equally the ranks of both political nr op posing parties That the general conduct of elections shall be placed under the con trol of the Federal authorities it shall be incumbent on all public elective bodies to make a periodical exhibit of their receipts and disbursements The first of these provisions is sary to put an end to the indiscriminate voting ns at present practised The second would ensure the exercise of their rights to those who were en titled to vote The third would place both parties on in equal footing in sillier vision The fourth would ensure order egality and protection in the conduct of elections The fifth would be a provision of ice to taxpayers who in this city and Territory have seen little or nothing in return for the heavy taxes imposed upon them and who are utterly it a loss to know what becomes of their money We anticipate the objection that his would be an unprecedented inter ference with by ray ing that the condition of Utah is in the history of Territories The Mormon rulers for rulers they are only loyal to the United States as inspired by fear and governed by diplo matic considerations How can it be otherwise The very foundation sup and amplifications of their system are but the carrying out of one government independent of all other governments With this settled the Territory with this idea they once took up arms against the United States and with this idea as the inspiration they hate the present Federal functionaries with a malignant more intense as the may be loyal upright and conscientious It is with these rulers we have to con who are utterly lous when their interest or power is at stake and who cart and do bring forward their thousands of who are utterly uneducated in and who like puppets are acted upon and made to act against us and to pur utter abnegation It is under these then that we pray your honorable bodies for protection against injustice against oppression and against whatever is illegal or contrary to the spirit of a republican institutions And we ask yon first to make impartial inquiry as truth of our statements and then 10 provide such a remedy for our griev ances as you in your wisdom msy de termine And your petitioners will ever loyal
