to admit Utah as a State into the This ought to have done years ago It is a long delayed act of merited justice not to say a word of generosity or Thia is well as far as it goes but the Church party never sees any aide but their own and in this they are lite some of the extremists on the op position It is time that all parties con cerned should learn that the course and direction of Utah affairs belong not merely to one division of her citizens no matter how large or small that divis ion might be but to every division and to all collectively The Gentiles who in time will doubtless become the equal of the Mormons in numbers must to be just consider the interests of the old settlers and heartily accord to them their rights indeed must help to main tain them On the other hand the Mormons amsi be willing to consult the interests of all parties of their Church and to ask them what is also their will and purpose concerning Utah Until this the case there will be juet reason found why she should not be admitted into the Union crowned with the dignity of Statehood But all ers Mormons themselves ex cept a few apostate Gentiles are entirely left out of the consideration and this the editor of the Juries shows every time he writes on this subject Utah still belongs exclusively to the Saints they alone have a right in shaping its affairs and a voice in pronouncing upon its issues Thus it stands in this edi tors mind and evening as usual having marked this exclusive Mormon right to possess Utah he enumerated their virtues and shows why become a State Now we again most emphatically insist upon the policy of not admitting Utah to Statehood until all parties can be rep resented in it and their interests se cured their fite and affairs in their own hands and not in the hands of Brigham Young and his priestly orders which are ramified throughout the Territory embracing both sexes even to the youth Utah must be redeemed from priestly rule and before it will be safe to admit her to State independency Abstractly we are as ranch for this consummation as the church withstanding their charges that cru saders and the opposition press of Utah are moved to their counter course and action by a spirit The Mormons want their rights and guar antees but the THE SIGNAL SERVICE BUREAU The value of the Signal Service Bu reau has recently been very clearly demonstrated in California where the storm predictions issued by the Cen tral Bureau in Washington have proved correct in every instance The tion of the great storm on the Pacific coast which was telegraphed from the War Department was fulfilled to the letter as our late reports from Califor nia Oregon and Nevada show A sec ond storm foretold by the observer in San Francisco although not on was experienced a day or two later and its arrival indicated the correctness of the deductions of the local weather re porter which were questioned and even ridiculed by the wiseacres of the Cali fornia press The poor observer was overhauled and denounced in ured terms by the San Francisco press for daring to express the opinion founded on careful observation of the indications of his instruments and his knowledge of the well settled laws of storms that the coast was again to be visited by a heavy storm of rain and wind But before the papers had fairly been read the storm began and on Sat evening in Sacramento the wind blew a fierce gale and rain fell in incessantly and the weather was more severe and terrifying than during the previous storm which did so damage Since the last proof of the correctness of the general predictions of the weather observer has been vouchsafed to the Californians that personage has become an object of admiration if not of worship He is greater in the eyes of the nation than the ancient the oracles of old who indulged in predictions couched in language so ambiguous that they never failed to come true pne way or another Gen Myers is more explicit and clear and is also more special meeting oj miners of Valley mining held at Stockton Tooele county Utah Terri tory oa the 20th day of December 871 pursuant to notice J M Murphy was called to the lair and J C Reynolds recorder of le district was appointed secretary On follow ng was adopted WHEREAS by the bylaws of Ophir mining district as organized in 1870 nd cut off from Rush Valley mining the northern boundary of said phir district was declared to begin at a point on the western boundary me of west mountain known as Red Bluffs intersects Ime of Rush Valley to HOME OK SOX AT HOME There IB z rumor in the city tha Sam as recently surveyed and mark ed by the Recorder of this district in with a department States Surveyor and with transit in On motion the following and resolutions were unanimously adopted WHEREAS The northern boundary line of Ophir mining district in bylaws adopted August 6 1870 de ciares that the said northern boundary should run due east from a point on the western boundary line of West Moun known as Red Bluffs and said line as surveyed by and the ion of the Recorder of Rush Valley min ing district actually cuts across Dry Canyon below the point known as Sif ver Gap and next the point known as Porcupine That this meeting of min ers of Rush Valley mining district de clare that the dividing boundary on the north of mining district is and should be proper ly established on an east and west line running between said Silver Gap anc said Porcupine Gap as run and marked by the recorder of this district and thai all miners and persons interested in mining locations situated north of said line belong to Rush Valley mining dis On motion of John Frank the re corder of this district was requested to obtain from the recorder of Ophir min district transfers of all notices of mining locations made in Ophir records of mines north of line as reported and established at this meeting On motion of E J Butler the fol lowing preamble and resolutions after a free and full discussion were adopted Jumping or relocating mines as sometimes done for the pur pose of getting up controversies on old doubtful and pretended prior claims or for driving a bargain and levying black mail on recent purchasers or for hold ing possession and intimidation only so long as jumper may work the mine profitably or opportunity to sell out may offer are practices highly injurious and should be everywhere de and discouraged Whenever an honest dispute or con about mining locations or working mining claims arises a resort to injunctions fostering vexatious lawsuits is detrimental to the entire dis retarding development of the lor hindering or keeping away capi tal from investment and in the end generally enriches lawyers and court officers at the expense and sometimes at the ruin of parties litigant and should be deprecated and avoided Therefore That in discovering locating and holding mining claims we will mu tually maintain require on the part of every person i strict compliance with the pining laws of the district to be carried out in good faith and honest in tent That an habitual jumper oi mining claims we hold in contempt and we equally denounce the practice of set ting up old and defunct pre tended prior claims long after new and genuine discoveries and actual develop ments have demonstrated the value of mines and against all such we pledge to each other our united opposition anJ warfare that in ease of an honest difference as to priority of claims or genuineness of vein or lode ive advise and recommend a submission of matters in controversy to an arbitration or com selected from miners in the dis or mutual agreement on n mise believing that if any mine is worth going to law about it will pay far more to claimants holding honest rights o adjust the controversy in good faith and work the mine without going to law It was moved and carried that a com of three the recorder one be appointed to present the proceed ings ot this meeting to the recorder of Ophir district and to request a confer ence and concurrence on the part o said district in making and establishing the line between the two districts S B McCall E J and J C Reynolds were appointed said commit tee On motion tiie chairman of meeting was added to the committee The committee was then empowered and instructed to unite with any com of the same number from Ophir district in surveying and making the boundry line as designated by thi meeting The secretary was instructed to fur nish copies of the proceedings of this meeting to the Review and TRIBUNE of Salt Lake City and the Corinne Reporter Adjourned sine die 3 M Chairman J C REYNOLDS Recorder and FROM OPHIR Correspondence Dally CITY Dec For the last two or three days a se vere snow storm has been raging in Canyon more particularly was its force felt on Lion Hill where the snow is ga thered to the depth of about two feet on a level and in drifts from four to five feet impeding transportation and out door business On the tafl peaks that surround the extreme head of the Can yon the snow is still deeper in fact the snow has gathered there to such a depth that it is for the dangerous getting out logs for the mill snow slide suddenly came down upon them one man and sight head of cattle and partially bury ng the other two men but as they were not badly hurt they soon dug out and went for assistance to get out the re maining man and cattle As soon as DUT citizens heard of the accident they out in force but a two days ef brt has failed to find the body of the deadman The cattle were all killed md the wagon to which they were hitched was torn to atoms There is some appearance now of an abate mentin the but not with standing the condition of the weather this morning paid a visit to the May lower tunnel the location of which is some two hundred and fifty feet below he Silver Exchange and Simay Side mines The object of this tunnel is to prospect for blind leads that may belying between the starting point oi the tunnel and tie top In its course thd Sunny Side Silver Exchange Mountain Lion and Defiance mines will be tapped Two men have in four months time driven ther May flower tunnel through main shaft has depth of 42 feed From here a drift is run on a level 82 feet to the bouth shaft and striking that shaft at a depth of about 25 feet from the surface The South shaft has a depth of fiftythree feet from here a drift is run sixty feet to the Sac At the bottom of the mam shaft I found a body of ore about six feet wide It is reputed to be firstclass ore the several shafts and levels I found a good mine from the extent of its tracings il is evident that it is a living vein I belongs to a rich English company whict is represented here by Mr Ed ward Agent Some sixty tons of good ore is now lying on the dump and towards Spring doubtless works will be erected for the reduction of this ore The Defiance is located just above the northern prolongation of the Mountain Lion mine about five hundred feet from the Webster shaft and about one thousand feet southerly from the mine The Mountain Lion mine Silver Exchange and Sianny Side are continu ally being worked especially is the Lion
