Salina Journal, The (Newspaper) - August 9, 1979, Salina, Kansas A letter home from the governor Forging China links will fake Related picture on Page 10 Editors note Kansas John Carlin and his 19member en tourage arrived in Hong Kong Wednesday en route to a 10day trade and cultural mission in Here are his opening thoughts on the China and what he feels the trip will mean to By JOHN CARLIN For United Press International I was enthused about Kansas trade mission to China from the first time I learned the trip might be come exchanges with China started under the previous The trip came about this year be cause of a mutual interest in developing a working trade China needs some of the resources we have to Kansas has specific interests in China because of our agri cultural resources and petroleum aircraft industry and other The trip can benefit Kansas in terms of cul ture and And in small I think we can con tribute to better relations between our country and The first and foremost goal is to lay a foundation for fu ture development of the relationship between China and We want to set up a specific perhaps working with one of their provinces that has interests simi lar to The key is to make sure we think that we dont swoop in with the idea we are going to sell a tre mendous amount of wheat on this one Chances are very good China will buy some but I do not want to stir false hopes of coming home with some fantastic wheat The Chinese recognize we are the top They also recognize we are number one in grain This is an area they would like to They have a tremendous need if they are going to change their They cannot go out and buy it We need to help them then there will be a demand for some of our It is going to take time to take full advantage of this The Chinese people are They are not going to make the switch from where they are now to our type of economy It is going to take a considerable amount of time and pa And we are going to be far better off if we are willing to be We must work with understand their culture and interests and also remember trade is a twoway We hope they are going to be interested in some of our But I do not intend to zero in on coming home with a lot of announcements to If we fall into some Our real goal is to make sure that when we come back we will have made the contacts that will enable us to follow There might be some agreements that could bear fruit within the first year for student exchanges and visits to Kansas schools and seminars by some Chinese of Some specific trade deals could come relatively Some will take I think the real productive results will take On our we are taking delegates representing a crosssection of the Kansas The Chinese were clear in limiting the size of the We are taking agriculturalists involved in production as well as tech manufacturers and representatives of pe and other Importers too We also recognize trade is a twoway so we have a couple of importers with They are but will be interested in Chinese potentially petrole We also are taking a a writer and a broad caster to cover both radio and Because this is a special we felt to succeed we needed to com what we were doing during and after as well as In deciding to accept Chinas I was concerned about leaving state government behind for three But I intend to be in touch daily with my Leaving my family behind also was a Although it would have been nice to have them it was made very clear from the outset that China wanted this to be strictly The trip has great potential and is a real But it is going to be hard not a pleasure We will be going into a country that does not have the modern conven we are accustomed to And we are going at Chinas hottest time of the The temperature rises into the hundreds and its very Of coming out of Kansas now we should be well The delegation has been putting in a lot of extra hours getting ready for the But the preparations are defi worth I do not know whether one ever feels he has prepared enough to take on something like but in gen eral I feel confident we are 5 CENTS 1 HOME The Salina Journal AUGUST 1979 108th YEAR 221 28 Pages
