County school board approved a motion Tuesday night to hire a con to assess how to transfer the systems payroll duties from payroll administration to the Personnel De Robert Boyd a retired director of the Division of Personnel for the state Board of Education will look at central office salary schedules and all procedures and policies re lated to personnel The system will pay Boyd His work should be completed by March 1 The decision to move the payroll duties was one of nine tions by S Preston Douglas Asso in order to avoid problems that were discovered in an audit last year All the recommendations were approved Tuesday night We feel this is a good plan and gets to the heart of what we needed to address said interim dent Barry Harding who suggested that the plan was a starting point for improving system policies includ ing overtime guidelines The following changes will be made The finance officer will pre audit all contracts agreements and purchase orders before obligating spend money that is not appropriated All positions will be evaluated to determine which are exempt from overtime pay and employees and su will be informed of this Approval and documentation of overtime pay will be strictly en forced All overtime will be properly documented and approved by the salary administrator within the Per Department It will also be approved by the superintendent and the finance officer before payments are made Any payments to the superin tendent in excess of the employment contract will be approved by the board before payments are made and the superintendent will not au payment of an obligation without being certain the money has been properly appropriated The salary administrator will scrutinize requests for salary pay Calling for volunteers Mclntyre possible presidential candidates to speak at summit From staff and wire reports GREENSBORO US Rep Mike Mclntyre of Lumberton along with two possible presidential con tenders will be in Greensboro today as part of a sum mit to foster volunteerism Former New Jersey Sen Bradley was sched uled to give the keynote address at this mornings opening session of the Governors Summit on Amer icas Promise and Volunteerism Elizabeth Dole president of the American Red Cross was set to address an expected 1000 dele gates at lunch Bradley has been mentioned as a possible Demo cratic presidential candidate while Mrs Doles name has been floated in Republican circles Mclntyre will lead a work shop on children and The tation begins at today A longtime volunteer teacher in the public schools Mclntyre was one of 10 congressman chosen last April to par in the Presidents Summit for Americas Fu ture held at Independence Hall in Philadelphia I applaud Gov Hunt for organizing this important event and I am man was injured Dead is William Maurice Smith 25 of 707 McDougal Drive Police Capt Benson Phillips said Smith was shot in a leg He died at South eastern Regional Medical Center according to Ann Stephens a spokesman there William Lorenzo Purdy 32 was arrested and charged with gree murder and assault with a dead ly weapon with intent to kill and in serious injury Phillips did not have Purdys address but said he is from Lumberton Purdy is also accused of shooting Albert Moore 44 of 1056 Snake Road in the chest Moore was in fair condition this morning at Southeast ern Regional Medical in ditch off Regan Church Road about two miles from B laden County Sheriff Glenn Maynor said the woman appears to have been mur dered Maynor said authorities think they may know who the woman is but are waiting for the results of an autopsy to make a determination The results are expected to be released today Maynor said the body appears to have been in the ditch for at least 30 days He said it appears that the wom an was killed elsewhere and that her body was then dumped into the ditch Duck hunters found the body about Tuesday morning The body was taken to Chapel Hill that afternoon for the
