Sadat To Visit Israel In Spite Of Opposition By GEORGE KRIMSKY Associated Press Writer DAMASCUS Syria AP Presidents Anwar Sadat of Egypt and Hafez Assad of Syrian openly disagreed today over the Egyptians planned visit to Israel and Sadat declared still I will go Assad called the idea a source of deep sorrow The two presidents allies in the 1973 ArabIsraeli war spoke to reporters after discussing dramatic plan to address the Israeli parliament in Jerusalem He would be the first Arab leader to visit Israel since its birth in 1948 When reporters persisted in asking whether he really would go Sadat became exasperated and declared Yes yes I am going I dont say anything that I dont mean He later returned to Egypt Assad said It is really painful to me that I was unable to dissuade and to convince him of the seriousness of this trip to Israel and its reflection on the Arab cause and on the Arab situation as I see it Despite the open disagreement Sadat denied there was any rift bet ween himself and Assad The Syrian leader greeted Sadat Wednesday with all the gun salutes and diplomatic fanfare proper to his rank although informed sources said photographers were ordered not to take pictures of the two leaders when they made their customary embrace Assad and Sadat last clashed in public after Sadat reached a separate Sinai agreement with Israel after the Page 2 Fire Sweeps Through Canyon A brush fire whipped by desert winds sweeps down canyon slopes near Pacific Palisades an exclusive suberb about 20 miles west of downtown Los Angeles on Monday night The fire which started Monday afternoon destroyed six homes and burned over 600 acres causing hundreds to be evacuated from their expensive canyon homes The fire was halted near Malibu AP Calif Brush Fire Is Halted LOS ANGELES AP A brush fire that charred 1350 acres in the Santa Monica mountains has been halted three miles from expensive coastal homes near Malibu The fire is almost dead said Barry Helsel of the county Fire Department Wednesday night Exhausted firefighters put in three days of efforts to battle two separate blazes The first was contained Tuesday after burning 1200 acres about two square miles in Topanga Canyon about 15 miles to the east That fire burned down six buildings and forced evacuation of hundreds of residents The weather is on our side said Helsel Today was fairly warm but the humidity came up The humidity had been an ex tremely low 18 percent during the second fires first day when 200 acres an hour were blackened by a wall of flames and sparks leaped from ridge to ridge and ignited the tinder dry brush Most of the 700 firefighters who stopped the blaze had gone home by Wednesday night leaving fewer than 200 manning the fire camp and patrolling the hills to watch for SCHWEID Associated Press Writer WASHINGTON AP Prospects for full restoration of diplomatic relations and business ties with Cuba appear dimmed following a secret Carter administration study showing that Havana is stepping up its military intervention in Africa The study based on intelligence estimates does not quarrel with the steps taken by the administration so far to end 16 years of hostility between Washington and Havana But its judgment is that the pace should be slowed Sources here said an estimated 23000 Cubans 19000 of them military are now in Angola where the Marxist government is fighting to suppress insurgents who keep a civil war flaring The New York Times in todays editions quoted administration of as saying that Cuba has a military presence in 11 other African countries as well and has suffered hundreds of combat deaths in Angola The Times said one administration Page 2 Shah Shifts Oil Stance Favors No Price Hikes By GEORGE GEDDA Associated Press Writer WASHINGTON AP The Shaft of Iran who earlier this week said his country would remain silent on the question of raising oil prices now says the oil export cartel should give a break to consumer countries and forego any increase for at least a year The shah said President Carter talked him into changing his position from one of neutrality to openly opposing a price hike After perusing the world economic situation we have come to this conclusion to give you a break the shah told reporters Iran wields considerable influence in the 13 nation Organization of Petroleum Exporting Countries which meets Dec 20 in Caracas Venezuela to discuss proposed price hikes Most other producing countries favor some price increase Iraq has proposed raising the current world oil price of about a barrel by 23 percent Experts calculate that the price of gasoline in the United States rises one cent for every 8 percent increase in the OPEC price The shah said eventual increases are inevitable unless the consuming nations begin strong conservation measures and new sources of energy are discovered The Iranian monarch outlined his position during a news conference as he ended his state visit here On Monday the shah told interviewers that Iran would let other OPEC members carry the ball at the Caracas conference He noted in that interview that Iran has been called a hawk on past price hike proposals Last year the country backed a 10 percent in crease The monarchs visit here took place amid marathon demonstrations in support and in op position to his regime but there was no repetition Wednesday of the outbursts of violence that marked the first day of his visit In one incident Wednesday afternoon an angry crowd of militants charged anti shah demonstrators near Capitol Hill but police kept the rival groups A conference com is ready to reject dent Carters request that the federal government oversee how electric rates are set leav ing that power entirely to the states Conferees were expected to formally replace the adminis tration plan today with a mild substitute setting guidelines for electric rate structures but not requiring states to follow them Carters plan now aban by its House defenders would have forced utilities to charge lower electric rates during periods of low demand It also would have ended most discounts to big industries House negotiators gave up their fight for the mandatory federal standards on day yielding to Senate de mands to leave the authority with state regulatory agencies The House negotiators sacri the section to break an impasse that threatened to deadlock the committee which is trying to resolve differences in energy bills passed by the two chambers Their retreat was a setback to Carters hopes of salvaging in the conference committee those parts of his energy pro gram that were rejected by the Senate Weve clearly made a major concession said Rep Philip R Sharp DInd an administration ally Con ference Chairman Rep Harley Staggers called the move almost capitulation Carters plan which he said would conserve electric energy by making rates more accu rately reflect the cost of pro ducing power would have af the nations 200 largest electric at least for one day and possibly support of the Great American Smoke Out sponsored by the Ameri can Cancer Society and some local government and health organizations A spokesman for the society said the group hoped to get 10 million of the 54 mil lion smokers to give up their cigarettes for the day He said that in a similar program in California 10 percent of those who quit for a day stopped percent Southern Illinois Town Unaware Of UFO Attack CHESTER m AP The 5300 residents of this quiet Southern Illinois community must have been busy at other pursuits last Aug 2 because not one can be found who remembers the attack by flying saucers that destroyed the town According to a magazine called Official UFO the town was attacked by a fleet of alien invaders Chesters Luke Said he called Chanute Air Force Base at Rantoul to get Strategic Air Command jet fighters to repel the Invaders but was unsuccessful The story recalls that Channel 8 television went blank on Chester sets and all TV
