Canal Zone Sovereignty By LUIS NOLI PANAMA AP Panamas new electoral assembly called Monday for a treaty with the United States restoring Pan sovereignty over the Canal Zone and recommended that the government demon strate opposition to the US control of the canal by reject ing the million annual rent The Assembly of Community Representatives has no tive powers but its action was an expression of popular will designed to strengthen the gov hand in negotiation of a new treaty with the United States to replace the 1903 Canal Pact The US State Department had no immediate comment The 1903 treaty gave the United States perpetual sover and jurisdiction over the zone Talks have been going on since June 1971 on a new treaty but they have been suspended until after the US presidential election Brig Gen Omar Torrijos the National Guard chief who came to power four years ago has made recovering jurisdiction over the zone his major objec tive The United States says it is prepared to negotiate the transfer of control over certain services in the zone but will continue maintaining military forces in the vicinity The United States also seeks an op tion either to expand the exist ing canal or to build a sealevel canal elsewhere in Panama The assembly was Aug 6 in the first elections since Torrijos took over It met to elect a new president and vice president and to approve a constitution Driver of the car Dorothy Ward of Lenoir told in officer state Trooper T R Thomas that the child ran across the road in front of her and she couldnt avoid hitting her The accident occurred on heavily more or less from recked Forty Fort Cemetery Its a tragedy said Harry B Schooley Jr cemetery pres ident But for still shocked residents who live near the Susquehanna miles from the burial ground in northeastern a horror to find parts of bodies 12 weeks after the flooding caused by tropical storm Agnes The bodies were gouged out of their graves when the river swelled to record heights and tore record time Monday night finishing the nights work in less than an hour There were no hitches as the council gave final approval to the West Lumberton Neigh Development Project a multimillion dollar develop ment plan which is tied into the controversial Glenn Street Bridge Gerry Hill Executive Director of the Redevelopment Com mission had hardly settled into his chair when the council gave final approval to the project which includes a public housing project to be built near the Glenn Street Bridge The required public hearings on the West Lumberton Project were held earlier and nothing came up to impede the progress on the projects second year However Mayor Earl Musselwhite suggested that the council meet jointly with the Redevelopment Commission Thursday night at pm in council chambers No subject for the meeting was announced Ingram Hedgepeth attorney for Twin States Builders won council approval for a 91 acre housing subdivision to be built just outside the city limits on 7th Street Road Hedgepeth told the council that his firm would run the water line up to the point where the citys water and sewer con end just inside the city limits The tract will be broken into 210 lots according to the plans submitted to the council The project is to be called CEMETERY City Attorney Luther Britt told the council he had been unable to establish the ownership of the old Hollywood Cemetery located on East 2nd Street Council agreed to have the city work crews take over the task of cleaning up the cemetery which at one time was used for burial of poor people who died while living at the old county home which at the time was located nearby However the council chose to make the action a af See W LUMBERTON Page 2 Garbage Battle Erupts Again Over Terminology By DELORES BRIGGS Robesonian Staff Writer The second skirmish of Robesons garbage franchise battle fought out briefly in Superior Court yesterday once again centered around the meaning of the word garbage and the legality of the franchise The two lawsuits heard concurrently by Judge Henry McKinnon in civil session Monday afternoon were brought by the holders of the countys garbage franchises against those collectors still picking up trash and garbage in the county The attorneys for both sides relied heavily on facts in at the July lawsuit involving Lafayette Tran Service After hearing additional testimony from Wayne Rabon of Suburban Sanitation Service and Cooper Logan of Logan Disposal Service Judge McKinnon gave the attorneys until Monday to present their arguments to him in writing He Attend Kickoff Community Concert Membership Campaign Gets Under Way Here By LEE HAMILTON Entertainment Editor More than 90 workers and officials of the Lumberton Community Concert Association gathered Monday night at he Restaurant here to give a resounding kickoff to the 197273 membership campaign which will be under way al week Headlining the concert season this year will be a per by Fred Waring and the Pennsylvanians on January 30 1973 The other two presentations will be the Ronnie Kole Trio on Nov 17 the opener and the National Ballet of Washington D C on March Is 1973 President James Cheek pointed out that the goal for this years membership campaign is 1300 a number chosen because of the seating capacity of the Lumberton Senior High School auditorium where the Community Con cert presentations are held MEMBERSHIP COST Adult memberships this year as for the 197172 season are each and for students There is a special family plan by which for a total of two adults and all students living in the home are entitled to tickets Mrs Eve Lauder Columbia Concerts representative and a resident of Albemarle pointed out to the workers that in the past period the concert associations budget has increased by nearly 50 per cent The entire budget she said for the Lumberton association two years ago was and a year ago it was budget for the upcoming season Mrs Lauder explained is a whopping indicative of even higher quality presentations to come AREA CANVASS Workers will not only be canvassing Lumberton but all other communities in Robeson County and several towns outside Robeson All members of the association for the 1971 72 series will be contacted for renewals and nonmembers and new residents of the city and surrounding areas will be called upon by workers wherever Koreans Visit Seoul SEOUL AP The first del of North Koreans to visit South Korea in 27 yean arrived in Seoul today for the second round of Red Cross talks seeking to arrange the re union of 10 million Korean fam ilies separated since the end of World War II Observers expect the meeting Wednesday to be largely ceremonial like the opening session in Pyongyang last month More than a million South Koreans lined the streets wav ing and cheering to welcome the visitors from the North A newsman from the North Ko rean government paper said it was a heartwarming and emotional sight to see so many South Korean citizens welcom ing us with such enthusiastic applause There were no crowds when the South Koreans visited Pyongyang last month Tots Drowning Is Believed To Be Murder The death of Latina Carol Scott early Sunday night was actually a drowning but investigating officers have also concluded it was murder A girl neighbor of the Scott family is being given a hearing today before Judge Samuel E Britt in the case She is believed mentally deranged Deputy Sheriff Luther San derson said he was called to the Scott home after the father Kenneth Scott missed the child and began a search Sanderson and Deputy Bobby Sessoms went to the scene and the child was found in a small pond on the Sammy Cox property Deputy Sanderson said he believed the child had been In the water about an hour An autopsy revealed that death was due to drowing The deputy was concerned that such a young child could wander that far and continued investigation until the girl ad mitted she had thrown the baby into the pond Funeral services will be conducted Wednesday at 4 pm at Oak Grove Church by the Rev Grover Oxendine and the Rev Melvin Bell Burial will be in Oxendine Cemetery Surviving besides the
