Revenue Bureau Under Fire Change Wanted In Selection Of Collectors to Provide Department Funds Goes to Congress WASHINGTON March 9 The internal revenue bureau came under sharp fire of the house committee today The committee said the political tronage system of picking federal tax collectors should be abolished The recommendation was made in a providing funds for the treasury and ments for the year starting July 1 CUT IS SLIGHT But the committee made only a 1.7 per cent cut in the 200 President Truman had asked for the two departments It posed a total of in cash appropriations Of this the treasury would re- or a 5.6 per cent cut and the postoffice or a 1.1 per cent re- duction The president had asked for the treasury and for the postoffice department Left completely out of the was the customary appropriation for tax refunds The committee decided to put off action on that until pending tax legislation is out of the way In addition to the new cash the committee recommended in trust fund tions and in general and special fund appropriations This boosted the gross total to SI The trust eral and special funds include such items as interest on the national debt and the old-age fund Over these congress has only nominal control FIRE IS LEVELLED The committee levelled most of its fire at the internal revenue bureau It made public its own in- reports complaining of inefficiency and citing a case where no action was taken to prosecute an individual alleged to owe in taxes and ties The most serious defect in the organization and operations of the the committee said is the fact that the men who are charged with the actual collection of the revenue the collectors are political appointees The commissioner who the entire bureau does not have effective control over the collectors throughout the country Whether collectors of internal revenue actively attend to the fairs of their offices or merely bask in their patronage appears to be largely a matter of their own volition Collectors ought to be under civil service the report said LAX ADMINISTRATION The committee said there was lax and inefficient tion in the Boston office it cited the indictment of two officials of the Hartford Conn office for Hatch act violations and it re- called that two employes of the Newark office flushed several bundles of income tax records down a drain This testimony by George J Schoeneman head of the bureau was called to congress Equitable tax collections is pure fiction without adequate en- forcement We do not have quate enforcement today Indirectly the committee also criticized President Truman It recalled that the president last year said a cut in enue bureau funds for this year might result in a loss of 000 in tax money through im- proper enforcement But the committee added the president himself cut from the bureau's budget requests before they reached congress Using the same arithmetic the committee said the president caused a loss of in revenues by his own action For the coming year the dent asked for the bureau the same amount it re- this year The committee cut that by but said the cut should not apply to field forces handling enforcement to atomic energy far greater than that produced by the atom bomb were produced in the University of California's cyclotron Dr Lawrence said laboratory mesons will give scientists their best tool for finding out just what particles there are in the nuclei of atoms However there will be no immediate practical tion he added Despite the atom bomb little is known about the insides of atoms Dr Lawrence giving credit to his staff and to British ers termed the accomplishment one of the great milestones of all time in fundamental atomic research Mesons are important because they are the most powerful cles known to science and because they have something to do with nuclei which researchers must learn about before they can solve any remaining atomic mysteries In nature they come from the upper air Presumably they are Born when the nucleus of a ing hydrogen atom hits an atom of oxygen or some other matter in the air and explodes it Mesons are products of these explosions Some have been as having energies of hundreds of billions of volts The energy produced in uranium atom explosions is only 200 million volts The cyclotron mesons are feeble about 4 million volts Bigger atom smashers will be needed to produce the more ones Dr Lawrence said He added that the atomic energy commission was interested in plans for building still larger atom busting machines MERGER IS URGED BY WHITNEY DENVER
