Reno Evening Gazette (Newspaper) - August 4, 1924, Reno, Nevada EVENING GAZETTE fa Aug After tKe matter of the proposed adjudication of Carson river water rights this afternoon the board of directors of the irrigation district took the position that such imt should be the United not by the local board of this place Members of tKe board such ad- judication is a federal and and they will make such a recommendation to the interior department To the Board 61 Directors Irrigation District Nevada Dear in response to your request for an opinion as to the advisability of curing an adjudication of the Various river rights and tie say that ining the records of the reclamation bureau at and particularly the John F Richardson report on tions existing upon the Carson river as of 1913 that 26 1903 the United States filed a notice the present Lahontan reservoir Site appropriating 5000 cubic feet second lor the purpose of ir- rigation apd ather uses on lands within trie basin of the Carson river in in the state of Nevada it being the in- tention to impound the said waters when the same is not required for the above in a storage reservoir to be formed by the construction of a clam at this point Some eleven twelve small have been constructed for age purposes upon the of tiro Carson river having an estimated of 9000 acre feet in the aggregate A number of other smail reservoir sites in Alpine county have we understand been filed Upon but have not its yet been made available or In addition the above mentioned small reservoir storage now available two are being constructed one upon the cast Lake by the Dangberg interests and one upon the west Lake by Dressier interests aggregate storage by approximately acre feet more or less questionable feasibility remain able on the of the river as No Acre Feet Long Horse Shoe Cannon Hope Valley Queen galley The Horse Shoe canyon site above mentioned was at one by tht reclamation A filing was made about 1923 upon the reservoir site By the district We understand that construction oi a to sfore approximately feet in the Diamond valley reservoir hast and is der the Carson Valley Subsequent to the by the United States government on May 26 1903 at Lahontan voir and up to the time of the son report in approximately 2310 acres of lands had in Carson valley arid it from 1915 and up to an additional acreage rof 2700 acres has been brought into cultivation making a total of 5010 acres estimated as having been brought into cultivation of the United States for the project approximately lands in Carson ley not cultivation During part of last week p Kent and W A F Mr Snow Mr Dent and ourselves ed the r of the stream in Alpine county rin to get first hand information oi the actual reser voir work being done at time and found that the Dangberg interests were a dam ait Lake upon Bast river to impound the Monitor t ion purposes Work under way in the construction of a five foot clam to be completed late in the present yean weather The estimated maximum storage capacity is 3009 acre feet In view of the small watershed available to fill this particular voir actual 2000 acre feet The party also visited a small depression Red lake upon fork i where Mr Dressier R fl chief of the Reno fire department is uled for the presidency of the Coast Fire Chiefs according to word earning from Pasadena where the annual gathering of the association ed today HaWcroft isi of the association During the convention a ment will be undertaken to have fire boards authority to condemn public buildings those used for school purposes when in the opinion of the board they artt not safe LEAGUE Of NATIONS S DEFENDED BY has during the past few years stored water amounting to approximately 400 acre feet per season Mr Dressier is commencing Work with teams to enlarge in order to secure ad- storage of -100 acre feet No construction work of any kind was be- ing carried on in either or Silver King meadows nor so far as we are aware is any contemplated at in the immediate future Several adjudications have been had as to water rights between the various interests upon the upper portion of the Carson river but no adjudication has been made between the water users on the portion of and the users upon the lower portion of the stream in and about Dayton and Fallen It is our opinion that the rights of the respective water users of the son river should be adjudicated This should include not Only an tion between The Carson valley lands Alpine county lands and the Churchill county lands but all of the water users upon the river as Well in order to determine the respective of the vested lands in the Irrigation District at which were subsequently conveyed to the States government We reach this conclusion for teh following 1 That it appears that junior have irrigated and placed in cultivation 5000 acres of land in the valley since May 1903 and when present agricultural is re- moved continued encroachments will probably be made If tion is delayed it will we think be difficult to persuade a court to de- prive a junior appropriator having his lands in and producing of the use of waters for the irrigation of his lands in order that the same waters may be ed to a water right applicant in the Newlands project in order to reclaim the same area of desert kinds This situation already exists as to what Is estimated as being 6000 acres The longer the delay in rights the river the more difficult it will be to establish the facts by satisfactory evidence ing to the passing on each year of oltl time residents and their removal from the state 3 It js essential that the Truckee Carson Irrigation and th United States government be inform ed by a decree of a court of compe tent jurisdiction as to exact limit an extent of their rights to store water in Lahontan reservoir from the Car son river as well as the Truckee river This is particularly desirable in view of contemplated additional storage up on both rivers in of Nav and California In conversation had with some o the water users of Carson valley th opinion seemed to prevail that ah ad judication would be welcome if it couk be brought about in a friendly manne after a thorough investigation of al the facts in order to avoid the heavy expense and long delay which has oc curred in similar adjudications of Truckee river Such a disposa of the matter would of course be ve I In view however of th parties may b difficult to secure an amicable settle ment and adjudication as some of sary to re-educate the American ple from the false propaganda spread four years The League of Nations is four and one-half years old the population is already Jn it and those nations not included with the one exception of the United States are nations which have not yet demonstrated that they have a stable government other nations jaf th world have joined the league and not one has withdrawn and I ask you now can it be possible that fifty-four tions of the world made such a terrible mistake and that this nation is the only right one on this question All these nations recognize that the league is a good thing to to During its existence it has handled six controversies in which was threatened or actually begun namely Sweden vs Finland Poland vs Poland vs Germany Albania vs am Bulgaria and lastly it the terms in the threatened war vs Greece in which the er of Italian officers followed by the invasion of the Ionian Islands These were major accomplishments the league and it is now directing itrs forces to control and regulate the traffic in opium and other noxious drugs and to stamp out traffic in men and children It no ways interfere with the Monroe doctrine and during four and one-half years not one soldier boy has called one country to an- other to fight and help settle a dis- which was the great cry against it here It does not give England to one for France and as a unanimous voters required on practically all questions it is untrue that if the ed States went in she would be out voted three to one Naturally the question arises why these false ideas the in this It is solely of propaganda Here the was mixed up with politics We did not have a referendum on the When the question came up here one party was for the league and the other was not against it but was for an Association of Nations Other questions in that campaign on which the voters expressed themselves were the high cost of living management of the railroads war taxation etc and these questions mixed with the league befogged the issue together with the propaganda spread against it by en men audiences I have been ing votes on the question of the ed States entering the league and I have yet to find an audience to register less than ninety per cent in favor of this country joining The speaker went into considerable detail of the workings of the league explained the international court of justice and asserted that such were just as essential to make war obsolete as a fire department was necessary in a city to prevent He emphasized that the League of Nations san Association under which he
