this week examining major legislative issues ing action next year and how the new Congress is likely to deal with them By DON PHILLIPS WASHINGTON Uf i A more Congress national unrest over the economy and Rep Wilbur Mills political problems back in Arkansas might be the catalysts next year for closing some big loopholes in U.S tax law Although real tax reform probably will remain as illusive as ever in the new Congress a number of tax advantages are likely to be sacrificed to an unhappy torate Also the wealthy could find themselves paving more taxes and the poor less Some reformers goals which escaped Congress seem more easily attainable in the convening in January These include a true minimum lax on the wealthy ending many tax shelters halting abuses of gift and estate taxes and an equitable tax system for business And if oil companies escape a tax crackdown in the dosing days of this Congress they might as well say goodby to the oil depletion allowance and other tax advantages retirements and defeats four conservative Republicans and two liberal Democrats on the committee probably will be replaced by four liberal Democrats and two conservative Republicans Reformers already have forced creation of at least four Ways and Means subcommittees next year which could weaken Chairman Mills firm influence over committee making Much of Mills power in the past has stemmed from his use of the fun committee without delegating any authority to subcommittees In past years Mills could have kept the situation under control and molded the committee to his liking But his personal power has been undercut by his abortive presidential bid in 1972 allegations of questionable campaign contributions ad month absence last year because of an ailing back and finally the celebrated Tidal Basin incident in October by the first serious challenger of his career Political observers believe mat if Mills wants to return to Congress from Arkansas in 1976 he must be able to take a tax reform home with him Pushing Mills from behind will be the Boose Democratic membership which ordered him to allow strengthening amendments to the tightening oil industry taxes Mills outmaneuvered the Democratic caucus by including the oil tax proposals in a separate tax revision bat next year's caucus will be more liberal and more determined You're liable to see the liberalization of Wilbur Mills
