aid distributed under a complex formula The Reichardt measure already filed in the Senate would require the state to pay each school dis 80 per cent of the state aver age expenditure for each child attending its schools Thus if the stale comptroller found the average ex for the state were per year each district would he entitled to in state aid for each student listed in its average daily attendance report to the state The would limit school dis tax levies to 20 mills requir ing each district to live within the combined total of state aid plus money raised from he levy Districts could appeal for a sin gle year only for state emergen cy funds The obvious question as admit ted by Reichardt and Mrs Conk lin is where would the state funds come from given the depleted stale of Iowa coffers and legisla tive reluctance to challenge Gov Robert Ray on his promise that there will be no increase in state taxes No public suggestions on the source of the new state funds have made by the
