Roosevelt adminis trations defense program was hopelessly inadequate delayed and improperly organized and challenged President Roosevelt to debate this subject at the scene of some great national defense work The republican presidential nominee renewed the challenge for joint debates despite Mr Hyde Park N Y press conference statement yesterday that his position as president and the pressure of domestic and for eign events precluded an active campaign which would result from acceptance of chal lenge Willkie said the third term is sue and the challenge of the total itarian forces to the democratic processes made it essential that Mr Roosevelt engage in public discussion of the campaign ques tions He said he offered the sug gestion for a defense debate at the scene of a presidential government which has shown a consistently realistic capacity for judgment during the present war allows its ers to declare that Germany is geting nowhere in attacking Brit ain from the air That frank com ment will be unpalatable to Hit ler but will be an additional spur if any be needed to more inten sive German activity The present problem in Europe thus is how Hitler will try to strike afresh to save his prestige which the Russian criticism indi cates is beginning to wane on the continent He has declared total blockade of Great Britain but that is an empty gesture which is not getting him anywhere He must engage in some more con form of action An at tempt at invasion seems a lading nazi dream unless Hitler has lost all selfcontrol Renewal of the air attacks on Britain with largely augmented squadrons may come but by this time the German high command must be aware of the highly speculative character of an air blitzkrieg The halt in cation is significant of the ex hausting nature Admit Several Air Raids On Their Positions In Ethiopia By ELEANOR PACKARD United Press Staff Correspondent Rome Aug admitted an intensification of British air raids on Italian posi tions throughout Ethiopia today War communique No 74 issu ed from general said that the British had raided Mega and Dire Dawa in Ethiopia Neutral shipping had been warned that vessels approaching within 3Q miles of the coasts of the Mediterranean Red Sea Gulf of Aden Egypt and British Af rican colonies henceforth were in danger of destruction by mines or other means of war The communique said that Ital ian bombing formations had at tacked successfully and hit air bases on Malta It claimed that all Italian planes returned safe ly despite violent enemy reac tion At Malta the communique said British pursuit planes were counterattacked by Italian fight ers and forced to withdraw and one British plane probably was shot down In British Somaliland ered to the Italians by the Brit ish native populations were mak ing acts of submission according to the communique which said that Askaris of the camel corps and bands of surrender ed their arms and asked to be en rolled in the Italian army It said An earlier communique had car ried the warning to neutral ship REVIEW OF THE EVENTS OF THE WAR NATIONS British And German Claims Are Contradictory As Usual By German bombers today ted a series of bulls eye attacks on key objectives in the British midlands and southeast sections as Britain girded her forces for re of largescale air war Berlin claimed that the attacks caused damage and destruction to important units of the British war and industrial machine in the populated midlands area But British reports were that damage was small and that at least eight German planes were shot down in scattered battles British reports told of several instances in which German planes turned their machine guns on streets and houses causing civil ian casualties The German account said that fires were caused in a motor works vital to British aviation and huge damage caused at Derby and Sheffield steel industry cen ter Fresh reports came in of Ger man air activity around Ireland indicating an attempt to inter fere with the stream of supplies arriving at Britains back her important western ports The latest report told of the bombing and machine gunning of the Norwegian Jarl off Tory steamer Svein Island on the ping The communique said that Italy would not hinder the pass age of neutral ships through im plying that the international character of the Suez canal would be
