Northwest Journal (Newspaper) - December 6, 1967, Chicago, Illinois Police Arrest Three in Death Who's Kidding Editorial NORTHWEST JOURNAL SEE BELOW MTV WANT and Sunday Ook Park VI NO 4047 W NORTH AVE AR DECEASE A O V O Two Pages o 3 Ar tic a Failure of Courts to Clamp Down on Juvenile Gangs Results in Vacant Streets There is an odd feeling that gnaws at you when you drive the streets of the Northwest Side at night You can't put your finger on it right away But then it dons on you The streets are ly empty Even on warm clear nights sidewalks in the quiet neighborhoods are cant except for an occasional man oat walking his then he doesn't tarry outside any longer than possible The well lighted business areas after stores have closed for the night are almost as deserted The few trians you do see travel out of necessity in pairs or larger groups V At one time a man had no second thoughts about taking an evening stroll either alone or with his girl friend But today man fears the streets after dark Founded or not he is scared to death to venture out- side the safe confines of his own home I'm a pretty good sized one area resident said and I managed to take care of myself and survive two wars But let me tell yon I wouldn't walk the streets of any other area in the night for love nor money I might be able to defend myself against one strong armed robber But these punk kids that travel in packs are something else again They're like But about tion the West Sider was asked Sure we've got ones for the most part And they do their job But ly there are just not enough of them or their hands are tied Let me tell you a story about what happened about a month ago A neighbor of mine just up the street came home about 11 one night He parked his car in front of the house and as he and his wife started to walk to the front door another car pulls up and four kids jump out happened so fast the poor guy didn't have a chance They hit him over the head with something and two of the punks grabbed his wife's purse and then proceeded to slap her around quite a bit He wound up in the hospital for a couple of days and the wife is still a vous wreck We had them over for ner a few days back and they were talking about moving be- cause of that they've been here longer than we have But they decided against it because where in heck would they go It's the same every place But that's not the best part of the story The police were on the scene shortly after because a neighbor had called them when he saw the attack The cops were able to round up two of the years because of their age they were turned over to the juvenile The kids came from well-to-do families and I don't know whether it was because of their old man's Influence or because the courts were too lax but all they got was a slap on the wrist and they are out on the streets again I hear all this talk about lice brutality and the like and while I don't condone going back to the rubber hose I times think that if the cops had a freer hand things might be different Civic Group and Businessmen Meet to Map Joint Clean-up The Blackhawk Park Civic has offered his services to 01 uie u attack still carrying evidence of the beating was equally ter about the mugging and bery and ensuing court action I'll talk to you but don't bring my name into it I saw one of the kids who beat me a few weeks after the attack He was in a car with three or four others but I couldn't tell if they were the ones with him that night or not They were ing and living it up like nothing had happened I suppose it was all a great big joke to that punk It's true like my friend told yon that my wife and I considered getting out of the area after that but where would we The situation is the same all over the city and the suburbs sure aren't the answer I don't blame the you can't They're doing the best job possible They were most kind to my wife and me after the attack and they went right to work and caught two of the kids Its what happens after the police do their work that the rub comes I think I remember reading in your paper a week or so back what Richard B Ogilvie said in that speech to some service clubs He said something like the courts judges are living in a world of their own It must be er world if they release punks like those to run wild These kids know that be- cause they are juveniles the court is going to overlook an awfully lot They steal a car strong arm some guy snatch a purse and then when they're caught scream at the top of their a juvenile You can't do anything to me Well they better do thing to him or one of these days he's going to kill body Then it's too late Monday night agreed to work in unison in an effort to spruce up the neighborhood by correcting some of the poor housekeeping habits of some stores and factories in the area Mrs Paul man for the newly formed civic group said the club was more than pleased by the action taken at Monday's meeting held at Blackhawk park 2318 N Lavergne We agreed to form a com- to meet with these businessmen sometime after the holidays in the hopes that we can get together to solve the problems that con- cern all of us The businessmen who at- tended Monday's she went on were more than ing to cooperate with us and Aid John Aiello's office The alderman too was pleased with the reaction The civic club formed a few weeks ago to give the area true community had invited all businesses of the Northwest Side to attend Monday's parley Mrs said prior to the meeting that the response was tremendous and shows that the business people of the community are just as ed as the residents in ing our neighborhood as one of the finest in the city We asked these businessmen to come to the meeting because many of our people have grown concerned about the poor tions and housekeeping habits of some stores in our area That so many showed up at the Mrs borski said gives as hope that they are truly taking an in the community
