representatives sounded off Tuesday in the latest debate on how to bring a new com City attorney recommends impact fee exclusions BY MARSHA Northwest Arkansas Times Churches and schools will not have to pay impact fees if the Fayetteville City Coun cil accepts the city attorneys advice We cannot charge for a development that is not commercial residential or industrial City Attorney Kit Williams told the council on Tuesday at its agenda setting session Road impact fees are charges applied to new developments in a city to be used for street and road con struction and improvement Earlier this month the Fayetteville council passed an ordinance to enact a road impact fee then referred that ordinance to voters to accept or reject An election on the issue is expected in the spring The ordinance includ ed fees of per 1000 square feet for churches nursing homes and schools Williams told the council on Tuesday that state stat ute has a specific defini tion for development that only allows impact fees on commercial residential and industrial development He said the city cannot place impact fees on other kinds of development such as churches and schools In a memo to the coun See FEES page AS into television programing mar ket The forum took place at Fayetteville City Hall and focused on the proposed agreement with the city about a local launch of the Internet based television service U verse Among the questions raised were how the city is going to regulate the new technology and how is going to go about providing that service to the city Cathy Foraker director of external affairs for the Fayetteville office said the looking for a chance to open up its ser vices to people before it can get all the financial details in order Were fortunate the com pany has decided to come here Foraker said Lets let the consumers decide The problem is that because service is not a cable service but a new technology through its Internet service there is no clear guidelines for the meeting BY IRISH Northwest Arkansas Times Green features of the Fayetteville Public Library were discussed Tuesday night during the first meet ing of the western branch of the Arkansas chapter of the US Green Building Coun cil Green building is a movement right now said Sam Palmer facilities man ager of the library It is something that is moving at a very rapid pace Palmer is also a member of the new branch chap ter which was recently formed by a group of resi dents concerned about environmental sustain ability The library which opened in October 2004 received a Leadership in Energy Environmental Design LEED Silver certi by the US Green Building Council LEED certified buildings rate designs that make them more energy efficient Among the features of the library that Palmer discussed were an under ground cistern that captures an average of 48000 gal lons of water a year to use for watering the grounds a system and shades on windows in the summertime He also noted the library was built on a site to allow bikers and walkers access Palmer also mentioned the waterless urinals in the bathrooms that save up to 45000 gallons of water per year per urinal The average cost to operate the library is per square foot he said compared to for the nongreen library in Ft Smith Being green makes it less expensive to operate by a long shot Palmer said One of the displays he showed during the tation was a quote from Kermit the Frog Its not easy being green But you know in a lot of ways being green is a lot easier than not being green Palmer said The first meeting of the local branch of the Arkan sas chapter of the national council also featured dis cussion of established com and ways to become members and participate in the activities Tahar Messadi branch chairman Fayetteville Public Library on Tuesday afternoon in Fayetteville The buildings energy efficiency was the topic discussed Tuesday in a meeting of a local US Green Building Council group The large window on the main floor is High E rated which reflects UV rays and keeps the temperature of the library down City joins US Green Building Council Northwest Times Fayetteville Mayor Dan Goody wants city build ings to be designed with energy efficiency in mind though not necessarily to LEED standards The city is now a mem ber of the US Green Building Council which runs the Leadership in Energy Investigations Unit talks Tuesday to parents of Woodland Junior High students about Internet safety against online predators BENNETT Times As the NBC program Dateline aired its latest To Catch a Predator special some Fayetteville police cers were busy giving their own presentation about dan gers on the Internet Sgt Phelan and Detec tive Mike Parks spoke to parents of Woodland Junior High students during a Tues day evening Internet Safety program at the school Statistically they noted about one in five children online has received a sexual solicitation In terms of where these children were using a com puter about 70 percent of the time it occurred at home and 22 percent of the time at someone elses house Parks said School counselor Melinda Jewell who helped arrange the visit said the timing with the Dateline special was a coincidence On that program Date line confronts men who had surfed the Internet looking to have sex with underage girls The presentation comes days after Fayetteville police arrested a local woman Ale sha Marie Carr accused of posing as a boy to seduce a teenage girl she met online Carr allegedly drove to Joplin Mo picked up the old victim brought her interpreter in the case Abon Tili 26 is charged with capital mur der and rape in the death of Fred dy Springdale He has pleaded inno cent to both charg es A trial had been set for Tuesday but an interpreter was unavailable He was charged Jan 5 by the Fourth Judicial District Prosecutors Office accused of strangling the girl either while or right after he raped her according to information filed in Wash ington County Circuit Court He is being held with bond in the Washington County Detention Center Freddy was found dead on the morning of Oct 21 inside a apartment at 580 Randall Wobbe
