vowed Friday to a policy of detente and strong national defense He said he wanted to put to rest speculation that the dismissal of of Defense James R Schlesinger means a change of direction I want to and billion budget Friday ending months of tumultuous debate over the stale fiscal crisis Gov Michael S Dukakis was to sign the measure Saturday His chief secretary David said he governor may delete
