on Page Bounty may help with shelter By CHRISTINA BARNES Staff Frederick County officials are considering whether to contribute about to the city to help pay a state loan for the construction of a new homeless shelter on South Market Street On Thursday Frederick's Board of Aldermen unanimously approved the city's commitment to a state loan that will allow the city to borrow up to to build the transitional shelter for the homeless behind the Frederick Community Center at 100 S Market St said William H duBell city director of Housing and Com- munity Development It's a Mr duBell said Friday This finally will make construction possible Work should begin by March and we expect the shelter will be open seven months later Earlier Thursday Mr duBell asked the to guarantee money to pay the loan at the rate of a month for 30 years to pay off the interest on the loan The majority of the funds for the project will come from a Community Development Block Grant Mr duBell said The city had been expecting a grant from the state But because of the recession the state is now offering the money as a low-interest loan The city would not pay interest on the loan during construction but would afterward Mr duBell said joint participation in such projects as providing for the homeless helps gain approval for grant applications But he said funding for the whole project might not be approved
