Newark Daily Advocate (Newspaper) - September 25, 1885, Newark, Ohio NEWARK ILY VOLUME III FRIDAY SEPTEMBER 25 1885 43 SWINDLERS ONE MILLION DOLLAR SCHOOL TURE DEAL IN INDIANA business just such a man to deceive them all and he most Keuben Benson Pollard aud Bis Son Frank Aided by Several Dupes Succeed In sive In Canada Eut lud Sept Indiana bond swindles of R B Polland and his gang have excited brokers and capitalists all over the country and each batch of new creates fresh interest The swindle already involves nearly th of a million dollars This amount in Indiana township bonds is known to be on the market and how much more may be in- is only a matter of guess work and the full extent of the swindle will probably never be known Eleven trustees have either escaped to Canada or been and their e of bonds will average over each REUBEN BENSON POLLARD Pollard is uo doubt the rascal that ever operated in Indiana He was borD somewhere in Vermont and as a sharper through his dealings as a agent He was constantly en- gaged in lawsuits and was engaged in BO many difficulties that he led a precarious existence He drifted out into the west and about four or five years ago up in Mitchell where he pursued the rod business but tried to organiza an ance company In this ha His forts to enlist the people of Mitchell in tha enterprise were not successful as his schema was too vapory and not ally Pollard organized a tellurian company of some of the leading citizens of Mitchell A tellurian is a atus or machine for showing in what ner the causes operate which pro luje tha succession of day and night and the ges of ths seasons Banker Moors of ell was treasurer of the company and H L Kimberlin president while Pollard was general manager and Pollard's law C W Campbell secretary The in- sold at about thirty dollars each and although the company made money it was too slow a coach for Pollard and his brother-in-law and they abandoned tho business anJ selling school and school supplies Pollard's first idea on the bond swindle evolved from a supreme court decision cited on page 575 voL 81 Indiana in which Judge W A Woods In- diana supreme court holds that a ship trustee has authority to buy school furniture for the school township and to give the promissory note of the corporation therefor and cannot ba resisted oa the ground that the goods were not needed and the price too high unless fraud is shown not then without an offer duly made to return the goods The title of the case is Johnson School Township vs Citizens Bank of Greenfield appeal from Clinton circuit court Another case bearing on the validity of township bonds Pollard cited was that of Henry ler administrator vs White River chip Gibson county not yet published ex- cept in the Indiana Law Magazine vol 5 Nc 1 page 27 in which Judge Howks holtis that the two sections of the statute and have no application to the dinary debts 1 by trustees for ture apparatus and other supplies tor Pollard carried this law with him and compelled hii dupes to believe evary word he preached and he had no trouble in con- vincing bankers brokers mers and statesmen that his bonds were as good as gold and as marketable as dia- monds He and his son and brother-in-law Campbell started out and traveled all over the state They made their business boom lined their pocKets with greenbacks ing on the meanwhile a wholesale bribing and conspiracy business and defrauding people at every crook and turn Pollard met Brown the trustee at ington and after a few friedly games at the poker table the trustee in and soon had him so deeply involved that Brown turned rascal and bond speculator too They would miss no opportunity to make a trade and bonds flew thick and fast for diamonds gold watches property of various descriptions etc ad infinitum During his trading and scheming Pollard hired W 0 Chilton an estimable young man of ell to work for him He offered Chilton a big commission for his services anl Chilton went into the business hot and heavy thinking ths whole scheme perfectly mate and honest Chilton worked for eral months in fact over a year for lard negotiated many notes for him and even endorsed some of them himself lard even paid Chilton in bonds for services and Chilton thought he was growing rich and when the crash came about thirty days ago was stuck ali in a heap with amazement and is tbe most cen in Southern Indiana He holds or of the bonds lard gave him for bis work but thay are considered valueless Pollard however tried to beat out of them is left without a dollar with a family on his hands tha winter gradually coming on a pace Chilton would no doubt put a sore head on Pollard if he should meet him Tho sympathies of the ere with Chilton as all who knew him feel that ha has been Straightforward in all his dealings but has been a dupe and victim of a sharper and public plunderer who swindled him as he did hundreds of others Wm Bolaud proprietor of the Solace loon Mitchell has known Pollard and his gang for a long time Mr Boland said lard always seemed extremely busy full of life and running ovar with money Hj was an expert gambler and never got left unless drunk intoxicated ha lost heavily Boland be never suspected anything wrong with Poulard and thought he was an shrewd citizen up to bis eyes ir Frank Pollard the only male offspring ol Benson Pollard was fully as shrewd BS father and just as much of a schemer Frank was a great favorite with the ladies very lavish and extravagant with his money spending it with a frea hand wherever he went and none of tha country boys stood a chince while he was around He spread himself at all the parties and bails and threw in dollars at the church col- lections when others would throw in cents He would drive a four-in-hand with a ba- rouche and spread himself generally as a duds and a and all this tima he was aiding his father to swindle tha people He is twenty-six years of age a good looking young man with an eye to business He now resides in with his pa It is related that at one time Polland junior was courting a dashing w oman of grace and beauty when tha old learned of it and slipping in married ths woman himself Frank did not like joke the parent had played on him but stood it like a dutiful son and is looking in fresh pastures on Canada soil for a new mash Eleven trustees thus far have been disgraced by tha Polland gang Ten have decamped to Canada leaving their school furniture behind by tha car load Polland sou and brother-in-law are keeping them company Every in tbe state would like to see them a minutes but tha festive scoundrels themsalvas are in business across the St and will bo heard of no more in this of liberty independence It remains for tbe supreme court to tangle the horrible mess In part ble for the swindle by its delusion of giving trustees the pretext for running ships in debt that supreme legal body must now on the momentous question as to who shall pay the in this gigantic and stupendous honest toiling taxpayer or the man who has in- vested his money in bonds that a lame law allowed a dishonest scoundrel to issue than a million dollars is involved and more than a thousand men will fight for that million dollars The rest in peace and seclusion within sight of the shore and gloat over their gotten gains while their American dupss chew their cud in bitterness helpless in their woa and defenseless in their beaten robbed and not a lieu law that will bring the wretches back to their homes and communities they have
