New York Times, The (Newspaper) - October 15, 1884, New York, New York VOL POSTSCRIPT NEW-YORK WEDNESDAY OCTOBER 15 1884 Wednesday Oct 15 A M f A REPUBLICAN MAJORITY THE BLAINE MEN WIN TEE FIGHT IN OHIO FROM ONE-THIRD OP THE SHOWING A REPUBLICAN PLURALITY OF PROM TO BLAINE SCHEME TO HOLD BACK HAMILTON IN DOUBT Secretary of S Judge of Supreme W Jf ember Board of Public A COLUMBUS Oct o'clock A While the Republicans of Columbus are making the night a sleepless ouo to its people the they are making and the bonfires thoy ore ing to celebrate their victory the Democrats havo not yet given up the State as absolutely lost The Republicans have long stopped listening to tho re- turns and gone to shouting They claim anywhere from to majority Tho Democratic Committee through Mr the tary say that tho Republicans mny have majority but that the later returns indicate that the Democratic counties have done well and that tho Re- publicans hare not gained so much as thoy bad confidently expected While it teems likely that tho Republicans will have majority there is n chance that it Trill be reduced Congressman W M of Illinois who has studied the returns at the Democratic headquarters says the Republican majority will not rench The Democrats nay they have surely elected 12 including Hurd Saney Foran and Geddes Thoy concede tho election of Butterworth and Brown in Cincinnati DETAILS OF THE VOTING COLUMBUS Oct has gone Re- publican by according to the Re- publican calculations upon tho returns and by to in the estimation of tho Democratic State Committee Although it Is nearly midnight only a little more than one-third of tho State lias been heard from The Democrats point out the fact that a year ago in tho same manner the claimed tho State by Most of tho returns so far received have come from Republican counties But in most of the counties the reports are of lican gains The Democrats expected to hear unfavorable reports early but are not being favored with the late dis- patches that they expected would reduce tho average gains of the Republicans The Associated Press under the direction of Mr William Henry Smith is comparing tho returns of 1883 those of this year The Democrats had gained enormously in 1883 so tnat they reversed the State from its position of 1880 and tha comparison is more favorable to the Re- publicans than one would have been with tho October vote of The city is in a roar of excitement letins are shown in front of the newspaper offices and the Republicans after having themselves with cheering the frequent reports of gains for their side are up and down the streets singing Blaine as they tramp The Democrats are not dismayed and break in upon the shouts with cheers for Cleveland The Republican State Committee is ing the returns in the City Hall which is thronged with a crowd that yells at the announcement of precinct re- tum Tho Democrats are receiving the returns at the county headquarters and at the rooms of tho State Com- ut tho north end of the city At tho county headquarters it has apparent that the Republicans have gained upon their vote of 1883 It not yet seem plain that they have recovered the ground they have lost Chairman Bargar and tary McConville of the State Committee while not absolutely giving the State up admit thut if the returns continue to come in as they have up to midnight the lican State ticket will have or majority Mr McConville says there are many Democratic to hear from that must reduce tho average lican gains shown by the earlier turns Tho losses in Hamilton havo boon were expected While Reserve the Republicans Grama and flsh horns firing Roman and guns and ing at the top of voices The procession Is not made up of clubs but of hastily formed crowds of men who have been cheering for hours before the bulletin boards and are shouting themselves hoarse over the tory of tho CINCINNATI Oct Blaine people's ia to forward all tho returns that can be got favorable to their ticket Democratic gains or favorable news will receive no show till after midnight Bargar telegraphs to the Enquirer that tho Democrats have made largo gains in will be close outside of Cuyahoga and Hamilton Counties No official figures have been received from either as yet The Republicans claim to have carried the whole county ticket and to have elected Robinson over Newman besides their two Congressmen Their claims however are made on returns of less than 50 of the 107 precincts Tho Democrats insist that Newman has carried the county Follett concedes his defeat by worth but will contest his election on the ground of the pistol policy practiced by tho United States Marshals Kramer is running close upon Gen Brown and may possibly bo elected Newman's chances are improving with every precinct return ON THE WESTERN RESERVE CLEVELAND Oct returns able at this hour midnight show that Ohio has probably gone Republican that Foran the Democratic candidate for Congress In the Cleveland district is ahead by a small majority and that the Republicans have carried their county ticket These sies however are liable to bo revised be- fore morning as the vote ia mixed and re- turns are slow in coming in A most nest and active effort was made by the ers on both sides to capture the tion of the polls this the threats charges and on both showed that this might prove a most important factor in the conduct of the election and In the vote it was lv expected that many repeaters would be on hand and all new voters would have to bo watched and investigated The very heavy vote cast has perhaps verified that suspicion Tho victory of organization was about evenly balanced the Democrats securing one or two words that by right belonged to the Republicans One element of disturbance arose from the fact this was the first State election the new which gives 15 wards in place of the old 18 The majority of business places were closed and the day was given up to the election was faultless which is always hailed as a factor in Republican success Contrary to the usual custom the forenoon vote very heavy In some respects the was the hottest ever seen in this county arising from the fact that it was the Hrst Presidential year since the war in which the Democrats renlly felt as though they would carry tho State election In the First Ward an immense amount of challenging was indulged in and several small fights occurred at various times during tho day The Hebrews cut Burnett Republican candidate for Congress because of charges preferred in tho Hebrew club of the ward showing that he had once overreached one of their number in a business transaction in Ward Three which Includes part of tho river front the Seaman's Union was very Democratic candidate for Con- gress because of his labor record In the Fourth Fifth and Sixth Wards the r eater part of tho vote was polled before o'clock an unprecedented thing and there was very little scratching The Republicans of Ward Seven were disheartened because Burnett had failed to provide funds promised nnd some charged him with having grown scared confessed defeat in advance The PRICE TWO CENTS the gain at where ha is not re- strong personally will probably beat David R Paige against whom there is feeling because of his open use of Standard Oil money It is a matter of universal comment in Cleveland and all through the State that never has there been such openness In the use of money and such oven admissions ing it as there bos been this year on both sides Paige only gets 400 majority m Wayne County which is one of tho Democratic strongholds of the State and at that rate he is certainly beaten with Medina Stark and Summit yet to hear from Republican gains are reported from Youngstown and County Gen Robinson bos run well ahead in his homo at Kenton William W Armstrong editor of the tion I concede Ohio to the Republicans by or Thov have also ried Cuyahoga County by We have on the other hand elected Foran to Congress He bos majority in the city and leaving 700 as the majority against him in the country not yet heard from he etill has I hold him as safe for a thousand at least beyond any question Mr Foran who standing near by I believe those figures to be cor- rect I behove that I am elected The Leader claims the State by to The Hon M A Banna of the Herald puts it at or Ho concedes election by only JOO He has received the following from Judge CINCINNATI Ohio Oct 14 Forty precincts in this county a Republican gain of This indicates a Republican majority of in Hamilton County J B The excitement at headquarters still continues the Republicans growing more noisy and tho Democrats moro subdued with each return that is read Tho returns from the wards and pre- In the county and especially in tho Twenty-first District were well in at mid- A great had been mode nil along the line on Foran Democrat for Congress and while the Democrats were willing to concede the county ticket they felt confident that Foran would be able to pull through As tho returns came In from different points of tho Stato and tho Republican gams were shown to be large doubts began to be felt regarding chances Tho following are the returns on the for Congress as received and aside from a few slight mistakes they are Burnett R Foran D First 50 Second 450 Third Fourth Fifth Sixth Seventh m Ninth Tenth Twelfth Thirteenth Fourteenth Fifteenth Eighteenth 490 Twentieth Twenty-first 280 Twenty-second Twenty-fourth Haj 270 573 313 85 219 and re- Cuyahoga and greater than in the Western have not made the gains report that 39 precincts of Hamilton gave a of more than indicates to tho Democrats a for the Republicans In ilton of about This was a to the Democrats and they ore vet disposed to believe that the later reports will cut down or perhaps wipe out altogether the threatened lican lead Col Dudley's figures given last night gave the Republicans majority In Hamilton In view of tho gains already reported for tho Republicans from nati it is plain that he little about the prospect there and that the ans were getting back moro tne vote they held in 1880 than they An enormous vote has been polled It will come up to the estimates made by both committees The Republicans to have won as they hoped to win by getting out the vote depending on tendency of tho State In former tial years to fall into the Republican line have got our vote said Col Dudley as ho ivu about returning to Washington at 8 o'clock and we win Mr Dudley said ho did not believe there bad boen much illegal voting Tho had been full of stories all dny of gangs of repeaters in different parts of thu State but the stories were laughed at as campaign lies on both Ai the wean ou the streets are full lone of men 1 fact was cited that he had even laid beta against his own election in order to get even on the cost of tho In Ward Eight which is always solidly Democratic Foran ran well ahead all day and the Republicans were busy challenging Ward Nino was ened by several and a number of arrests for disturbance were ninde In Ward Eleven appeared wilh a figure printed on them and tho Democrats denounced it as a Republican trick Charges or bribery were made in Ward Fourteen and the scene was ono of uproar and con- fusion all duy long The Standard Oil Works and some or the rolling mills are in this ward and the vote is very heavy Some ers were present watching their men aud a groat deal of bad blood witli some threats resulted In Ward Fifteen a small Republican politician persuaded a Gorman to vote on his first papers and both were arrested taken before United States Commissioner White and bound over in In Ward Seventeen son the head of tho State ticket was cut somewhat In Ward Eighteen tho scenes of Ward Fourteen were re- peated tho mills being closed and all tho ward giving itself up to politics In Ward Twenty-one several men with St John badges worked all day for the State Prohibition ticket A Franciscan monk was challenged and threatened with arrest for trying to vote when ho has been in the country only eight months In Ward three Robinson on tbo State ticket was scratched by the Germans because of his record in the crusade of 1873 The day was one of the greatest ment from dawn until lute at It was noticed that the Scott law and issue was not as potent to change votes and cause discussion as It was a year ago Tho German Democrats generally voted the Democratic ticket and the German Republicans the lican ticket The promise of an Irish dus to the State ticket was not kept good only a few going over to the Republicans here and there Close watching by the Democratic leaders and friendship to Foran held them close It is probable that no great addition to vote will be received from that direction in November The city armory was packed at an early hour this evening the Democrats holding tho room and the ans the lower while crowds gravitated from ono floor to the other The uncertainty kept both sides from being hilarious although every piece of good news was taken up and loudly cheered At 8 o'clock the Democrats con- the county but claimed tho dis- by At 9 they gave Foran At 10 after hearing from some of tho strong wards they agreed that unless he could bring from tho west i and south ho would bo beaten At 11 all waa doubt and tainty and at this hour midnight ing moro definite is known News from the now that in case the present Republican gain keeps up the Republicans will win by or 11.000 but it must bo considered that the Northern Ohio precincts are heard from nnd that the slower and more widely scattered precincts of tho part the State aud the cities will como to the aid of the Democracy It Is difficult to learn of the Teledo district but Hurd Dem is training In precincts as are in and will almost certainly go through Hedges is in the lead in the district and will undoubtedly beat Geddes Of course Taylor of tho Nineteenth is sure while the two other Taylors all Republicans In the Seventeenth and Eighteenth are in good shape BO far an heard from indicated In The townships which show uniform Re- publican gains may cut down this ity to about A TURBULENT DAY IN CINCINNATI PISTOLS AND CLUBS FREELY USED BY BULLIES BLOODSHED AT SEVERAL PRECINCTS DISGRACEFUL ENCOUNTERS CINCINNATI Oct has been throughout tho most turbulent election day ever known in Cincinnati Tho scenes at the voting precincts havo been riotous and bloody Bullets have been flying clubs have been used and men have been carried to tho maimed and half dead One murder has been committed out- right by a United States Deputy Marshal Tho conduct of these Federal defenders of the ballot box has been d ul in the extreme and has provoked the indignant criticisms of Republicans as well as crats The ignorance and recklessness of this class of officials aro demonstrated by numerous incidents which have come un- der the eye of THE correspondent and by others whoso occurrence Is vouched for by reputable persons In the Nineteenth Ward the chief of the United States Deputies massed at Precinct B was John Believing that An- thony Davitt was exceeding his authority as a Democratic challenger Gleason dered Deputy Duchman to place him un- der arrest Duchman drew one of the bulldog pistols with which the ment's local managers have seen fit to nish these Deputies and leveled it at his head The latter ducked and ball furrowed a path along his scalp in- stead of burying itself in the man's skull as the Deputy intended The excitement attending the Incident had barely subsided when Gleason pointed his own at another man who only saved himself by clutching its barrel and preventing BOU from pulling the trigger Several Re- publicans who witnessed this man's course declared that they would seek to have him removed from his temporary office or seat out of the In the Eighteenth Ward at the avenue and a colored United States Deputy named Bates en- countered a colored Democrat named who was wearing a uty Sheriff's bodge An old feud had existed between them They quarreled and Bates lodged a bullet In left side killing him almost Instantly He then made hia escape The only tion of crime that Is offered is that Russell Intended to shoot him and that It was a case in which thing depended on the draw These Deputies carried bulldog pistols either in their belts or shirt bosoms and a hard wood club afoot In length aud nearly throo pounds The clubs weio fresh from the lathe A blow from one them would a In the Bloody Eighth a protest up the exhibition of ft rlv was not heeded and within an hour of men were carrying hickory billets and the scenes about the engine house were exceedingly awkward to peaceable strangers Somebody was challenged and ordered to step off the gangplank A dozen bulldogs were flourished in tho air and hickory clubs were swinging before the owners of these ugly affairs realized whether the man was a Republican or a crat Truth compels the admission that they didn't Beam to care There waa a con- fused mass of white and colored deputy Marshals policemen and Deputy Sheriffs A pistol shot was heard and those who had heels that were not being trod upon made excellent use of them More pistol shots followed The women and children nt tho neighboring windows shrieked and the men who had not fled outright up in a heap close to thp pavement A tableau concluded this spirited performance nnd during tho full minute which It lasted the combatants regained their senses and hostilities ceased by common consent In the Cincinnati was nothing nobody having been lugged away with a bullet in his body A may lose an ear get both eyes bruised and mias a piece of bfs scalp and that ho has been engaged In nothing but a scrap Anything moro serious comes under tho head of a bloody row and if one's relatives take him homo for burial it is proof con- elusive that be has boon participating in a which did not co his way Collisions between the police woro noted though the brunt of the scrimmaging was borne by the United States Deputies resenting the party of moral ideas and the Deputy Sheriffs followers of tho Democracy Police w aeons wore stationed at the in tho roughest hoods ready to carry off the prisoners the dead and the wounded Jt was an un- derstood that tho prisoners arrested by the municipal and county officers Probasco and Harper Patrol No 4 had been summoned to Sixth and Freeman streets to carry away a man who had been detected in an attempt to cast a lent vote The police had hardly helped him into tho wagon when the United States Deputies rallied and with pistols leveled demanded his release The tion was critical enough for prompt action Tho policemen dropped tho man and ho was escorted by Marshals to the United States court room and as it is alleged liberated Instances were noted where Marshal Wright's Deputies were electioneering with Republican ballots in ono hand and the Government club in the other An bv Congress would DO likely to show a number of nets on the Marshal's own part which would subject him to tho keenest criticism and perhaps punishment for a violation of the law One provision of this law requires the of Deputies to duty in the pre- in which they live and vote at the Sixth Precinct and recognized as the leader of the United States Deputies waa a stalwart fellow in a light-colored suit of clothes whom no- body was able to identify as either a citizen of Ohio or a resident of the city The corridors and stairs leading to Marshal Wright's office and to the United States court room on the second floor of the Post Office building were thronged with active men from morning till night One of the first duties performed by the shal in the morning the swearing in as deputies of States er John I Davenport of and of the notorious Powell Clayton Scores of men mostly colored were added to the force given bulldogs and clubs and assigned for duty A moro disreputable looking body of men probably could not be furnished even by the dregs of Cincinnati Democracy When Deputies rushed in tho news of scraps and fights in certain localities Marshal Wright addressed them You've got to stand up to the racket that's what there for Don't allow yourselves to be driven out Stand right up to the racket and use all the needful force to maintain your position Postmaster who by his encouragement of the shals and extraordinary assumption of Federal authority is equally responsible remarked of the dav's They are the most I have over Been Commissioner Probasco was on tho
