this sense China maintains that the action of these officers is a violation of the neutrality laws It is not considered by OUT Government and has not been considered by other civilized nations that the participation as citizens in the wars of other countries is a violation of international law During OUT late war nearly all the European powers had officers engaged either on one side or the other and neither the United Stateanor the European powers mado any strance against such action It will be the purpose of our Government however to pre- vent anv breach of good feeling if possible be- tween China and this country and to protect to the extent possible the growing in- tereat of our commerce in China waters It is feared that the difficulty between China and Japan will not be easily settled
