FLYNT ENGLAND Staff Writer Destroying the American flag took a new and disturbing twist in New Braunfels recently The Court Appoint ed Special Advocates Build a Flag fundraising display was vandalized three times over a period of three weeks CASA Board President Pen nie Koopman said Because of the van CASA had to halt the Build a Flag campaign midstream We actually had people desecrating the American flag which is even more disturbing than the damage done to our fundraising she said People were stealing the stars and Repeated attacks force CAS A to halt annual fundraising campaign turning the actual frame for the flag down Koopman said It takes six to eight adult men to move wasnt just one or two she said CASA trains and maintains teers for abused and neglected chil dren Koopman said Volunteers act as a voice for the child in the court system Fiftysix people had a chance to con tribute to Build a Flag this year before it was stopped CASA Director Cindy Stauffer said Only about half of the money expected had been donated when the exhibit was taken down Stauffer said CASA has two major fundraisers each year Koopman said One is an evening donated by Circle Arts Theatre and the other is Build a Flag We operate off of a small state grant a Victims Of Crime Act grant and the United she said A huge flag is built on a framework each year as people contribute Koop man said As will participate By DEMISE DZIUK Staff Writer Every member of the senior class in the Comal Independent School Dis will be allowed to participate in graduation ceremonies following a change in policy by the schools board of trustees Monday night Jerry Major Superintendent said that according to the new regula tions set by Senate 1 a student who passes all the required courses but did not pass the test could receive a certificate of completion and participate in commencement exercis es Major said the school looked at this new wording in the and came up with four options It goes from the most stringent which is what we previously have to the most said Major Major recommended that the board approve the fourth and most lenient option which would allow everyone to participate with either a diploma a certificate of completion or a certifi cate of membership If everythings completed you get a diploma If all courses are met but not the requirement you get a certificate of completion If you meet neither you get a certificate of mem said Major Several board members felt chang ing the policy would either lower stu dents efforts or devalue the mean ing of the ceremony for those who do meet all the requirements I believe you have to complete something to get something Thats why I have a problem with said board member Lee Ikels I worry about the board lowering its standards But the human side of me feels for said board member Dan Krueger However several board members felt the policy of not allowing the stu dents to participate was not really ben anyone and may have actually been doing harm I dont see what were gaining by standing hard on said Board President Jim Middleton I guess if you have someone involved in it and youre personally involved which I dont you look at it New Braunfels Independent School District Superintendent Charles Brad berry said the NBISD policy has always been to allow within a credit of graduating to participate He said this is because the student can take the class during the summer and meet the requirement He said the district applied the same rationale to the requirement because the student has one more chance to take it during the summer He said most stu dents usually pass it during the sum mer Weve always felt like if theyre that close to graduating and can meet the requirement during the summer they should be allowed to said Bradberry The board approved the change by a four to three vote without any comments from the public The change in policy is effective immedi ately and will apply to the 199596 graduating class In other business the board hired Lance Jonas to replace Mike Reimer as the vocational agriculture teacher at Canyon High School Several parents were on hand and a spokesman for the group said the parents were con cerned that the new teacher would not have enough experience in swine for the CHS program Wesley Odell vocational tor he believes Jonas has plenty of experience because he has held a supervisory DZIUK Staff Writer Comal County Assistant District Attorney Dib Waldrip was named the Texas Narcotic Officers Association 1995 Prosecutor of the Year In a letter informing Waldrip of his award the associations president Mark Wohleking said it was Waldrips efforts to go above and beyond the normal role of prosecutor which earned him the award Your outstanding service and tireless efforts to prosecute those criminals law enforcement officers strive to place in jail have not gone said Wohleking There are good people nominated and sometimes there are great people not nominated We try to get the message out all year to nominate these people because theyre work ing with them and know who they said Helton Allen Helton executive lor the association said the award is a way to recognize people who are working hard to clean up the streets He said prosecutors are recog because theyre a big part of the process Were looking for those that do a little more hard work and get a little more results Were not looking for people doing their regular jobs Were looking for the ones doing something extra Helton said Waldrip was nominated for the award by an individual who was an agent for him during the period of January 1 Waldrip 1993 to August 31 1993 when Waldrip was Assistant Commander for the 81 st Judicial District Narcotic Task Force Waldrip who has been with Comal County since Sept 1 1993 said he is able to continue his efforts here because of the close working relationship he has with the narcotics officers Waldrip said he won the award because he uses a sixth sense to know when there is something more behind a case and to dig deeper He said the people paid to transport the drugs from one location to another are often picked up However these are not the ones the system really needs to be going after he said Whenever you have that kind of money flow youre going to see someone willing to take that Waldrip said He said he believes he won the award because he takes each case and looks at it and tries to get to the source or the owner of the drugs Those are the people Im trying to help the officers build a case said Waldrip Those are the ones that need to be off the District Attorney Reimer said he thinks the choice for the award was a great one He said Waldrip is a dedicated man who makes a huge contribution to Comal County County and city get closer to Eikel Field Faust St Bridge projects By SUSAN FLYNT ENGLAND Staff Writer Eikel Field Park and the Faust Street bridge will get face the city and the county can work out a few key kinks The Comal County Com missioners Court and the New Braunfels City Council held a workshop last night to discuss cooperation on the two projects The county will donate to help improve Eikel Field Park on the basis that it will directly benefit the county as well as the city Casteel said You put up we put up she said We just cant give money to anyone without getting something she said The county will not specify what the city should do with Eikel Field Casteel said Youre just looking for value for your Council ln the final analysis the question is going to be whos going to own it i think the county should continue to own Mayor Paul Fraser woman Brenda Freeman said Town meetings have come up with priorities for Eikel Field Park improvements parks board member Gloria Sasser said 1 a walking track 2 individual picnic sites 3 a Coming to an agreement on the Faust Street bridge will be a harder nut to crack Commis Court has pledged to restore the bridge for pedestrian and bicycle traffic Casteel said The state would pay the balance of the restoration cost I see this as an adjunct to the his toric walking Mayor Paul E Fraser Jr said The bone of contention comes with who owns and maintains the bridge once it is restored In the final analysis the question is going to be whos going to own it I think the county should continue to own Fraser said The commissioners want to turn the restored bridge over to the city and let it become a part of the city parks department Casteel said Its not in our interest to own a bridge in the middle of New Casteel said We want to fix it up and turn it over to you If youre not going to own it we probably wont do the she said 1 think the stumbling block is the mainte Councilman Juan Luis Martinez said Splitting the maintenance costs in half might be a good idea Councilwoman Jan Kennady said Routine maintenance wouldnt be a problem City Manager Mike Shands said Being stuck footing an enormous for a catastrophic repair job concerns city officials he said In the rough est language dont stick us with a Coun cilman Tim Walker said Both groups will have their staffs consider options for restoring the bridge before they meet again 1 think the two staffs have
