American Party it was disclosed Friday Daniel Hansen IAP governor candidate said the change in the Nevada Constitution would require signatures before a recall election could be held for Justices David Zenoff don Thompson and John bray He said This is beyond our ability to accomplish When the recall movement was started in the spring slightly less than names were on the petition and the party has gathered more than signatures Hansen said The petition was started after the three justices voted to give convicted killer Thomas Lee Bean a new penalty hearing in February The second hearing completed earlier this week in Reno ended with the same tence for Bean death in the Nevada gas chamber The constitutional change proved by the voters in ber requires that a recall tion must have 25 per cent of the signatures of the total ber of persons who voted in the last election instead of those who voted for a Supreme Court justice Usually more people vote for a senator or governor than mark the ballot for a Su- Court justice Out of Reach Hansen said The people in have voted away a con- right Difficult as it was their recall was an tive tool to keep politicians to the voters Now it is out of reach When the recall petition was Started the signatures were based on the returns of the 1968 election Now any re- call movement would have to base its numbers on the vote in the 1970 election where more people cast ballots than in 1968 FOR TEMPERATURES AND TATION DATA AROUND THE NATION AND SKI CONDITIONS SEE PAGE 2 Observation Point High Low Prec RENO 52 34 02 Sparks 52 37 01
