   Naples Daily News (Newspaper) - May 5, 1975, Naples, Florida                                Optimism Follows Dean's Golden Gate Tour By FRANK PETTENGILL Writer Chairman Norman Bacon of the Golden Gate Estates Study Committee is optimistic today that overdrainage of the vast central county area can be corrected after the weekend visit of Florida's top water management legal expert Dean Frank Maloney The dean of the university of Florida's Holland Law Center was briefed Friday by local experts and the study tee and toured the stricken area Saturday He talked Sunday with County ly David re- turning to Gainesville where he will write a report on the legal aspects of the problem was by the Collier County Commission to find a solution to the canal system that is carrying off millions of management consulting firm of Black Crow and Eidsness that suggested a project to erect dams in the existing canals and change or add several canals to control drainage in an area greater than that being studied by Bacon's committee The believes the solution to the problem is to restructure the entire canal system by returning to the tive water courses and land plan as if the canals and roads that have been constructed by GAG Properties the developers of the area did not exist A new canal system based on more advanced planning would then be planned to retain sufficient summer rains within Service Daily Sunday Ky Blames Saigon Fall On Thieu AGANA Guam Former South Vietnamese Vice President Nguyen Cao Ky absolved the United States today of all blame for the fall of the Saigon government and placed it all on ex-President Nguyen Van Thieu He said he would lake physical action if he ever met Thieu on the street The American people have done a lot for Ky said They have sacrificed men and money and I don't think we can ask for anything more Asked who was to blame for the collapse of the South government Ky replied Only Mr Thieu is to blame Only Mr Thieu is at fault Ky the former hopes they will lure tight-fisted consumers into the marketplace once again and help fight the recession The checks will be between and for most taxpayers In the first week the Treasury Department's regional offices plan to send out billion in 13.7 million green checks The first recipients will be those who filed 1974 federal tax returns early Those who mailed returns in January should get rebates in the next week or so Those who filed around the April 15 deadline will not get their checks until June or early July A total of 66.8 million Americans are expected to receive billion in rebates When other benefits of the tax cut package signed in late March by President Ford are added lower holding on 1975 federal taxes and a bonus payment to Social Security recipients about billion
