of the Bell Whitley Community Service Agency heard Executive Director L David Stone outline new service grants for the remainder of this year and for the coming year for which applications have been made that will total approximately Chairman of the Board James Taylor of Williamsburg complimented the ad- ministrative staff of for aggressively seeking the new types of funding and the development of new programs for Bell and Whitley Counties Stone described the funds applications as for Title VI II of the Comprehensive Em- ployment Training Act CETA for renewal and in- crease of the existing contract which runs from January IS September 15 for Title VI CETA public service project to create seven positions including two spots given the agency from Bell County Judge Willie Hendrickson's allocation of employment posts The grant will cover the period tember 1 1977 through August 31 1978 for CETA Title I grant for Whitley County in the renewal of a contract from the State for labor to help with the weatherization of the homes of the elderly and the poor It was matched with a local grant of to complete the current year's operating ex- penses in the Bell County COE organization for the period ending Sept 30 and part of a grant The board gave ita approval to seek funding for a proposal titled the Upward Bound Talent Search which will be channeled toward students that come from backgrounds and will be for a period of three years It also approved an application to seek to prepare handicapped children and pre- school age children to enter public school The agency will be applying for for youth en- studies and to provide a more viable summer recreation program in Bell and Whitley Counties by employing youth to coordinate recreation programs and to provide meals for the workers Under the national emergency fuels proposals for million nationwide the Agency has applied for to help with local fuel bills of indigent persons There will also be an plication for to train the teachers to work with the Hearing Today On Assault Harlan Coal Mine Movie Wins Academy Award Charges United Press It's not everyday that Harlan County's coal miners have an Academy Award dedicated to them So it wasn't surprising that residents of the Southeast Kentucky coal mining region were tickled to death about the Oscar award for the documentary film Harlan County U.S.A at the annual Academy Awards presentation Monday night The documentary was by Barbara Kopple a New York filmmaker who spent several months in Harlan County filming incidents related to the controversial Brookside mine strike of 74 Accepting the award in Los Angeles before the Academy and a national television audience Ms Kopple dedicated the Oscar to the miners of Harlan whom she said let her into their homes to share their lives and ces Junior Deaton of Ages Ky who became good friends with Ms Kopple and her film crew said the miners and others in Harlan County particularly appreciated her statement She gave credit to the people who made it possible She mixed with us and I think she really enjoyed it People down here are tickled to death about he added I went downtown to Harlan and started telling people about it and it seemed like everyone was talking about it Deaton owned a grocery store near the Brookside mine during the strike When they first came down here and I first saw the camera crew I wasn't too be told UPI But when we got to know Barbara and the crew we came to like them quite a bit Her intention didn't seem to be to make he explained She would do anything to get a picture and she was right out there on the picket line sticking her neck out The bitter strike by about 200 Uni ted Mine Workers union members at the Brookside mine lasted about 13 months It was settled in August 1974 after a series of violent incidents One miner was killed during the strike The job action at Brookside owned by the Eastover Mining Co was part of a major organizing effort in Eastern Kentucky by the UMW At ore point during the dispute UMW President Arnold Miller visited Kentucky to meet with Gov Wendell Ford about trying to settle the matter Talking about the miners and their families a few months ago Ms Kopple called them incredible people In a society like ours where Vance Awaits Russian Reply in Arms Proposal By NICHOLAS DANILOFF MOSCOW UPI Secretary of Slate Cyrus Vance today awaited a possible reply from Soviet leader Leonid Brezhnev to President Carter's proposals for completing a new term strategic arms accord On the opening day of talks two days ago Vance presented two proposals designed to reduce US and Soviet gic missile and bomber forces In the past the Soviets have objected to both plans and U.S diplomats hope Soviets this time will at least offer flexible reactions American delegation bers said they expected that at today's scheduled round of talks Brezhnev would disclose the ini tial Soviet reaction to the U.S proposals At a reception Tuesday hosted by American news correspondents in Moscow U.S delegation members said they found Brezhnev was cordial displayed an engaging sense of humor and was in complete control of the Soviet side He's the man who decides for the Russians no doubt about said one U.S delegation member Depending on the Soviet response Vance will decide whether to extend his Moscow visit in an effort to reach an agreement on a framework to guide follow-up negotiations in Geneva Vance indicated he was not concerned over Brezhnev's ab- sence from the talks Tuesday In a way I am pleased because it leads me to guess serious announced that In the event of a strike beginning at April 1 the hospital will be able to provide services to emergency cases only The United Steel Workers of America has Informed the Appalachian Regional Hospitals system of which the Middlesboro facility is a member that It intends to strike unless ARH makes a satisfactory contract offer The Union represents about 135 em- ployees at the Middlesboro Hospital mostly licensed practical nurses lab technicians and clerical workers Hospital authorities said that the planned curtailment of services will be reviewed daily Further curtailment may be necessary if demand exceeds the hospital's ability to provide services Garter Facing Partisan Test In Obtaining Tax Rebate By HELEN THOMAS UPI White House Reporter WASHINGTON President Carter facing his first major partisan test on the tax rebate also is preparing some 10 messages to send to Congress over the next month or so Press Secretary Jody Powell said the subject matter would
