to create an urban development bank lo provide low interest loans for financially troubled cities and businesses willing to locate in cities UPI learned today Administration sources said the concept of an Urbank is still under study and could be scrapped if President Carter deckles it is not needed But they called it unlikely that planning would have advanced to this point without active interest at the White House proposals the sources said probably will include provisions for a rural development bank to gain the widest possible support in the administration and Congress UPI learned the Urbank would provide loans to cities at 1 per cent above the federal government's borrowing costs now less than 5 per cent It also would provide guarantees to enable shaky cities lo raise money in bond markets without paying premium prices loans to businesses willing to locate and provide jobs in depressed cities Federal backing of pal bonds to free a city to raise more money in public markets
