flag should be worn In many in stances this order was complied with The Cuban general has arriv ed at Havana from Puerto Principe and is preaching in the Havana cafes and the insurgent camps near the city a holy war against the Americans He has interviewed many Cuban lead ers and has urged the carrying war against Americans if ence is not at once granted to Cuba The Cuban colonel Torriente has also arrived at Havana from the east and is carrying on a strong campaign against the Americans and Calixto Garcia whom he professes to look upon as a traitor to the Cubans and as bribed by American gold A secret circular has been sent to the presidents of all the Cuban pat committees denouncing a large number of Cubans who are looked upon as traitors to the cause of Cuban independence and are charged with being attached to the Americans The circular recommends a vigorous con test against not only Spanish resi but against Americans as well who to steal the Cubans The Cervera mili tary Marianao pays daily visits to the camps in his district advising the Cubans not to surrender their arms and to make re until the independence of the island is declared Col Cervera is an intimate friend of Gen Parrado pres ident of the Spanish evacuation com mission During the last two weeks several hundred Remington carbines and large quantities of ammunition have been sent from Havana it is presumed by some of the Spanish chiefs The Spanish residents manufacturers merchants and planters are somewhat alarmed and criticize in very severe terms the behavior of some of the Spanish chiefs who it is alleged are acting suspiciously in many places and are working in Cuban in dependence advising the Cubans to persist in their revolutionary attitude For this reason many Spanish resi dents here have written long letters to friends in Madrid in order that the home government may be made ac quainted with what is happening on the island and have requested that on behalf of Spains interests and those of the Spanish residents on the island the evacuation may be completed as soon as possible so as to avoid pro longing the existing dangerous con dition of affairs Camp Meade Middletown Oct riot and art and a great military parade of the men whose endurance and prowess made possible this festival The decorations throughput the city are lavish and beautiful Broad street from end to end of the route wears a wooden aspect Her stately residences are hidden behind huge stacks of lumber the pathway left open under the lines of stands seem ing to the pedestrian like a long ar cade Scarcely a flank the court of on either side will make the whole scheme of decoration one of splendor and brilliancy The trees in the immediate neighborhood of the honor will blossom with the national light The city hall the largest municipal in America will wear on all columns and over its archways but here too the chief effect be one of illumination From the William Penn statue which surmounts the great tower will stretch slanting lines of incandescent lights in row after of others completely encircle which covers four acres of ground At night the searchlights ofr the ships in the river will rest upon the statue while the ships will be elaborately illuminated The visitors have taxed railroads and hotels to the limited vt their efforts and the down town streets are literally jammed It is
