Discussed by the Council Franchise Carefully Gone Over by Sections the City Solicitor City Clerk and Repre sentative of the Gas Company Being Pres Action Expected Monday Night POLICE OFFICER IS SUSPENDED Mayor Wise Has a Difference With Thomas An Arrect Made for Disorderly Con duct man Refutes to Without Bail on Mayors Refugee to Quit An Informal meeting of the city council together with the solicitor and city clerk and repre the East Ohio Gas was last night to consider the fran ise for the furnishing of natural gas the city of Massillon by the Eist Gas GJ Mr occupied the chair It was decided to take the ordinance bisection and dispose of each before proceeding to the next It was dis posed of in this manner some sections elicited more or less discus sion no material changes were made in the ordinance as read at the last regu lar meeting of the council The dis cussions however brought out some interesting information in regard to the manner of laying pipes The gas will be conducted from the fields in a ten inch steel main Mr McDowell stated that the company was furnishing gas through an eight inch main at as great a distance as this namely 100 miles He stated that a ten inch main would carry from to feet of gas a distance of 120 twentyfour hours A town the size of Massillon will use from two to two and onehalf million feet of gas in that time The main distributing the gas through the city will be of four inch pipe It is not proposed to lay the main in the middle of the street but the sides either between the sidewalk and curb line or between the sidewalk and property line The pipes do not require a big ditch being only eighteen to twentyfour inches below The best results are ob where the service pipes that i the pipe from the main into the premi ses is short Hence the placing of the mains as near the property line as pos sible A main is laid in each side of the Mr McDowell stated that it is cheaper for the company to lay a main on both sides of the street than it is to cross arid recross the streets with the service pipes which would be the case if mains were put in one side of the Street only or in the middle of the street In addition to this consumers would get much more satisfaction on account of the short service pipe Property owners as a rule would rather have a pipe laid inside the curb line than have the road torn up The 11 or 2foot large enough to in jure the sidewalk The ordinance provides that the charge for the first five years shall not exceed 25 and 1 cents per feet and 30 and 32 cents per feet for second five years This raising of the price was explained by Mr McDowell thus After the first five years the flow of gas from the original well is liable to weaken It will be necessary ro drill nearly twice as many welb or possibly to pump the gas in order to maintain the pressure One important amendment accepted list was that providing that all the labor not requiring special skill which is to be employed in laying the pipes in this city shall be home labor There was no material objection offered to this proposition and it will be incor into the franchise It involves a great deal of employment for Massil lon labor and in itself will bring a large amount of money into town member 01 the council speak ng of the probability of the passage of the natural gas ordinance said he thought that it should be given very careful consideration before being passed A thing of that sort needed very close study An ordinance of the length of that one was liable to contain many points that needed changing He thought the matter of pressure should be looked after The fact that so many cities where gas was used had very low pressure when much gas was needed should be a warning to us If possible we should have a guarantee from the gaa company that a certain pressure be If the company refused this guarantee it would show that they did not the confidence a the field that they would lead us to believe On the other hand if the gas could be furnished in sufficient quanti ties it was a cheap cleanly and very desirable fuel and we should not be behind tte neighboring towns in mod ern conveniences The Canal Dover council last night passed the ordinance which was before that body admitting the natural gas to that city This action together with a like one by the New council on the night before not only emphasizes the fact that the line is coming this way whether Massillon is is to share in its or not bui also that if Massillon should not be in it there will be towns 01 all sides that will possess the superior fuel tages There is no question that Ak ron will take it as well as the towns to the south of this city The ordinance will in all probability came up at the next regular meeting of the council for final action Police Officer Thomas McGuire was suspended last night by Mayor Wise The trouble grew out of the arrest of Joseph Greaves by Officer McGuire Wednesday night Greaves with a number of friends a disturbance near the Hote Conrad and was arrested by Officer McGuire Mayor Wise was called by some friends and ordered the officer to release him This Mc Guire refused to do until bail was fur A warm and prolonged dis pute followed The mayor sent to the city solicitor for his opinion on this was told that the man should give bond for his appearance if he wal to be released This Greaves did and was allowed to go When McGuire reported for duty last night the discussion was renewed between him and Mayor Wise It was at this time that the mayor notified him of his suspension Officer McGuire is serving his fifth year the force having been appoint ed Mayor Reed Immediately previous to his entering the police force he for two years a guard in the annex at He it known br everbody in and is universally liked Mayor Wise was asked this morning regarding the suspension of Policeman and he stated that McGuire Suspended for abusing him and not for tlie trouble about the arrest of Jo seph Greaves It appears that Greaves who hails from Cleveland was arrest ed by Officer McGuire late Wednesday night and placed in the city prison charged with misdemeanor He was however released on bail and at his hearing before Mayor Wise last night pleaded not guilty and his trial was set for Monday September 26 Officer McGuire when asked for a statement regarding the Greaves affair which lead to his suspension furnished the following which he had written out oclock Wednesday night I was informed by two of my brother officers that there was considerable noise on my beat in the neighborhood of the Conrad Hotel I went in that direction and found that the noise came from a crowd in a saloon nearby I remained near by and about the crowd and congregated in front of the Hotel Conrad talking and laugh ing and some of them swearing in a goodnatured way among themselves but in too loud a manner to be in front of any house where people were sleep WEYBRECHT WINS ON 223 which will be nex Thursday the Canton and Akron E Ik are coming in a body each lodge head ed by a band and this will be one of the big days of the Fair The business men of Canton have ap fallen in with the idea that that city should be fully represented on Canton Day at the Massillon Street Fair Many have decided to close their places of business and come over with the crowd The only thing that bothers those in in the fair now is the allim portant question of weather It being about the time for equinoxial storms some fear rain Everyone hopes for the best however and poor mortals can do no Columbiana coun ty delegates are hustling for Rickenberger of Columbiana and think he will win out in the long run There is an exceedingly friendly feel ing manifest between the contestants and who
