Mass Media (Newspaper) - February 17, 1976, Boston, Massachusetts VOLUME NUMBER OF QT Priorities for the future The following is the text of a statement by Chancellor at the faculty meeting of February In my letter of January 20 1 alerted you to the need for further implementation of the priorities set by the Trustees for this campus and I also indicated that I would take steps to effect Principally the priorities refer to three main areas 1 diversification of programs recruitment of un students and sup services dev of a graduate pro gram I shall deal with each area separately 1 Diversification of Pro grains The Trustees carefully pointed out that diversification of programs must rest on the further development of College III and College IV since they are departures from the pro grams of Colleges I and II which constitute together our liberal arts curriculum College III is now in its third year of existence and has reached a considerable degree of develop ment and stability and will be provided next year with a increase in resources to reach its first full phase of evol College IV is completing very successfully its first year of life and next year will be provided with the necessary resources to reach a minimum critical mass of faculty to support a four year program in the management area I intend to provide for the continued development and diversification of our program in Professional Studies We can say therefore that our program has begun to be diversified to the extent that we offer in the Liberal Arts in Community and Public and in Professional Studies We are it seema to me on the way to fulfilling the Trustees directive in this area except for the extended day part of our program which is still lagging too far behind I will return to this last point 2 to the policy of recruitment of undergraduate students and further imple mentation of supportive ser vices for here are some of Chancellor Golino relaxes in his office after the faculty meeting the statistics Enrollment in FTE 19714669 19725630 19736160 19747103 19756903 Financial Aid All this has occurred despite one of the most severe fiscal setbacks that any state or university has ever experienced Here too therefore I feel that while I intend to keep pressing for resources to support these activities despite the hard times Moreover we are putting the finishing touches on our Admissions Policy which in creases significantly faculty in put in the admission and recruitment program and we intend to implement this policy for next year Development of Graduate Work In this area the campus has not even begun to fulfill its obligations The rea sons have been many but the moratorium of 1973 was a powerful deterrent After ten years of existence the University of Massachusetts at Boston has only 45 FTE graduate students The time has come when we must accept responsibility as a campus of a major university and begin the gradual development of a graduate program as directed by the Trustees The necessity for definite action in this area has been reemphasized by the decision of the Kennedy Library Corporation to locate the Ken Memorial Library on our campus This is a unique resource adjunct to UMB for which we are obliged to provide a suitable academic and tual atmosphere and a gradu ate dimension is essential for this The clear possibility that the State Archives one of the richest in the nation may also be located on our campus reinforces this obligation even more I should remind you here that if we are serious in our commitment to urban students particularly parttime older students we should realize that for these students the vacuum is at the graduate level and not always in the moat satisfactory academic manner For the high school graduate who wishes to go to college in greater Boston the options are various We now have two community college and several state colleges But for those who wish to return to school after the baccalaureate degree there is no opportunity in greater Boston in public in except through pay ment of fees at a level compara ble to the private institutions And I am talking about stu dents of limited financial means and about our obligation to offer them instruction at the lowest possible cost Finally the possibility of reorganization in higher education in the state or even the possibility of a merger of the University and the State Colleges into a single unit makes it crucial that we retain our university status I know of no better way of achieving this than by developing a graduate dimension Such development must be gradual and its choice of programs selective but it must begin Progress in this direction is currently being assisted bya committee established by the Graduate Council at my sug gestion to develop a long overdue master plan for gradu ate education on this campus I expect we will have the report of this committee before us short ly Professor Safwat has agreed to be Acting Director of Gradu ate Studies I look forward to an early permanent appointment in this area and the submission of a fiveyear program in the near future to the Trustees through proper channels Furthermore we are fortunate in being able to provide solid graduate student support for next fall through our Research Trust Fund This fund is restricted to a limited number of uses of which graduate student support is one I hope to have available as much as from this fund This should help considerably next falls graduate enrollment I trust that by the beginning of the 1980s we will have a number of graduate students on this campus that will adequate ly reflect the recommendations of the New Directions Commit tee and the Assembly It should be obvious from the above that the campus is at a crossroads in its development It must take its proper place as part of a major university and move toward the realization of this goal as directed by the trustees It is inevitable in
