panel of the Fifth Circuit Court of Appeals here found the Official Abuse not limited to Galveston The Dally News GALVESTON Child abuse knows no county lines Gene Daniels said Thursday in response to a controversy involving the use of Galveston County caseworkers to meet shortages in Harris Coun ty Daniels regional director of family and children services in a 13county area said he had tem reassigned caseworkers from Galveston to help meet 15 vacant caseloads in Har ris County He said he did so by no more than two workers at a time and that all were working in Gal veston County by this week We have 350 caseworkers in a Daniels said To put it into perspective we moved of those handle vacant V Both Galveston County Judge Ray Holbrook and Dr Ben Rainier suggested that Childrens Protective Services a state agen cy refrain from taking Galveston County workers to meet referrals in Harris County Raimer chairman of the Gal veston County CPS board said he was concerned about having ade quate staff to meet this countys needs Raimer said he knew the solu tion to providing adequate protec tion against child abuse was a fi one Leaving Galveston and Brazoria counties with less than optimal staff is not an ac Mrs Beverly Nussbaumer who is in charge of CPS in the south east region of District 11 said it was her understanding that two caseworkers were assigned to Harris County then came back and two more were assigned to go there All are back at work in Galveston County The area supervised by Nussbaumer includes Galves ton Fort Bend Liberty and Chambers counties Holbrook wrote a letter to Daniels after learning about the reassignments In the letter he said he understood CPS has seri ous staffing problems in Harris County but that the transfer was devastating to the the ruling means was not known by Galveston of late Thursday Ben Powel attorney for Galves ton Wharves expressed doubt that the ruling will invalidate the sale of the railroad or mean that the 85orso brought by an organiza tion representing 19 unions whose members lost their jobs in 1987 when trustees of Galveston Wharves turned over its railroad operations to a new company known as Galveston Railway Inc Accordingly we reverse the district court order denying a pre liminary injunction and remand the case to determine whether Galveston Wharves has violated the Railway Labor Act Clowning Residents want street repair but no tax hike The Dally News DICKINSON The City Council has mapped out an ambitious plan to repave and in some instances rebuild Dickinsons ailing streets and roads There is one drawback the project will require more tax dollars from the residents of Dick inson The tax increase in question will add 13 cents per valuation to the citys tax rate now mately 25 cents per valuation City officials have stressed in council and civic meetings that the 13 cents will be added to the tax rate for six years and then dropped They also want the voters who the fate of increase vote tc that revenues collected from the rate increase will go solely for street repairs Officials estimate million will be raised by the tax hike On paper the proposal looks good But for whatever noble pur pose any tax increase raises the caution flags with voters and in this instance skeptics are wary in Dickinson There are no skeptics when it comes to the condition of the citys streets however On that every one agrees But the size and use of the tax money has many worried and others simply are opposed to the move I dont think they need to in crease taxes What they need to do is better utilize the funds they said Robbins I think they can do better with what theyve Robbins also questioned the citys pledge to withdraw the 13 cents from the tax rate after the timetable has Several mem bers of the Galveston County Golf Association attended the City Council meeting Thursday to voice opposition to a proposal to lease golf course Albert Choate association president said the proposal would open the course to more tourists limiting playing time residents could schedule on the course Clint Landrum association board member said increased time demands could make golf carts mandatory which he said would be too expensive for older residents on fixed incomes Pat Hurley proposed that a committee composed of associa tion members and City Council members try to improve the
