Ma The shot which was fired by tho Reporter Tuesday night had the ef fect of the rhinoceros or the individuals it was aimed at as it was expected to do and for the first time since his spectacular per of some weeks ago when lie said he didnt do what he had pre certified over his own signa ture he did do Daniel the degenerate namesake of a famous character rushes Into publicity and to a repor ter of himself would wield one of the brushes It was plainly seen that the whole thing would have been a farce just as it would be now If Daniels case was brought up before a body constituted as the councilmanic body now is all tarred with the same slide If Mr waits satisfaction and vindication let hnn apply to the courts damages and let the is unprejudiced pass upon There have been open charges numerous persons who good ces financially would be amply able to stand ordeal are ready and anxious the matter with tho injured it might br worth the while of gentleman to try it An investigation ly a partisan common council will do it no whitewashing matter will suffice and if there is to be a test of the case it should go where it passed up on by an unbiased court There has been many ugly things said about the common council since the traction controversy began ami that body has been the target for the shafts from various newspapers and things have been said has placed the common council in a light which is decidedly nasty The Reporter has no interest in this controversy other than the de sire for a clean city and a council which is above suspicion it cares nothing for Boyd nothing for Mc Culloch and nothing for any ban fight which may be on between these individuals but it does have a live interest in the purity of the city of Logansport and the best interests of the people been offered or wants to know it have been resort the action of mem are chosen car line fully equipped which could have been used the persons asking an entrance into the city had been willing to accept it Again along the center of Toledo street which is a very narrow street at best runs the line of the principal of the Herring sewer system which is to drain the city along that territory Market street nor any other street can not be used for this sewer from fact that the proper fall can o be secured The must have Toledo street because it is the only street along which the proper levels can be secured The common coun cil in spite of this was in such to grant the franchise that it or ignored this fact for it granted to a traction company the to lay its rails squarely through he middle of this narrow street over he very spot where the citys plan how the sewer must run If this is lot a relegating of the people to the ear for the sake of a private corpor ation then what is it Again the council in its precipita ion grants a right of way over which is declared by the Wabash Railway Company to be its private property and this was one without a of investiga ion of whether the city had any whatever to nake a grant over hat territory Again the council granted a right o the traction company to use Canal treet from Berkley street already that street is so narrow that can hardly pass north of the tracks and if the traction uses this street which it de lares it will it will mean the abso ute usurpation of the entire rights o the highway and be the practical of the street and of un old damage to the adjacent property One gentleman who owns property n that street stated today that lie ad purchased property on Canal treet and had intended to erect a ae ies of flats but that the laying of nother track on this street will destroy and render his impossible These and many ther things are cited which show disregard for public or are being ted by the apparently panic stricken Big LAW Amendment to Present Law Will Be Offered to Legislature A that will be offered at tho next session of the legislature will be by E B McDowell a Democrat from Wells county who will submit it at the request of the Township Trustees association If the measure passes in the original form it will materially modify the law regulating the levy and expenditure of tax for maintain ing country roads and will provide that the tax be cash instead of labor The chief purpose of the proposed law is to prevent railroad companies from paying a large part of their tax es at the rate of cents on the dol lar As the law now stands the as sessor can levy any amount up to 30 cents bn each for road purposes and the entire amount may be paid in labor Railroad telegraph telephone and similar corporations have found it cheaper to let the contract for that portion of the tax that can be paid in labor and by this method have been able to get the work done by tors ironi 60 to 95 per cent1 of the amount of the assessed cost There is a firm at Indianapolis that is said to derive a substantial income the firm has let contracts as low as 40 per cent of the assessment It the amendments to the old law go into effect township trustees will save to the townships what the raii loads and others save for themselves The law will also save the fees npw paid to county auditors lor placing detailed tax lists in
