received specific assurances from Hanoi that an al halt of American air raids on North Vietnam was a ry and sufficient step towards the opening of Vietnamese peace negotiations The government in an official declaration issued after today's cabinet meeting led by ident Charles de Gaulle said it fully endorsed the warning by United Nations Secretary Ge- neral Thant that unless peace talks open soon the war risks escalation into a threat to world peace The statement read to newsmen by Information ter Georges Gorse was the first official word from Prance that she had sought explanations of stood by while a Cuban cattle freighter rammed a lifeboat carrying three refugees said Tuesday he didn't intervene for rear of causing an international Incident I wasn't prepared to go out there and freighter of July said they were picked up safely after the drama eight miles off the Virginia But one witness said they apparently died The master of the Cuban ship had been held at gunpoint by foil mutineers who wanted political asylum in the States when he brought the Point Brown to the scene the of July was steaming toward territorial waters and he turned to guide it hoping to bring it inside
