last tho day for one of the great races to decide tho ownership of tho Americas cup arrived And what a day I hazy with but little wind four miles an hour from the north There will be no race was an expression heard Tuesday morning on all sides The harbor in the vicinity of Bay Ridge pre sented a lively scene at an early hour Crafts of all descriptions were there assem bled Those propelled by steam darted hither and thither while tho respective crews of the fleet of yachts at anchor made hurried preparations to follow the racers over the course On board the two crafts hi whom the in terest of tho yachting fraternities of two nations waa centered their crews were busily putting everything in shape and adding Bn ishing touches here and there As the morn ing wore on the hago gradually lifted but the wind did not increase Among some yachts men the belief was expressed that the race would not bo started But the start waa made and the course was over the regular course of the New York Yacht club The was from Owls Head Just below Bay Ridge and from thence the course laid through the narrows following the ship chan nel to tho southwest spit thence around the buoys at that point to buoy No 5 off Sandy Hook which tho yachts passed on the out sida The outer mark was Sandy Hook light ship from which the yachts returned over tho same course finishing at buoy No 15 under the bluff olf Fort Wadsworth Following is a description oJ the race given by bulletins gun fired Thistle has crossed the line ahead of Volunteer Volunteer has crossed and ths start is made at last Both yachts are close hauled on tho port tack each carrying main and club topsails small Jib top sails jibs and staysails The Thistles lead is small but she leems to move more rapidly in the light air The wind is light and variable veering to westerly The Thistle is almost motionless and the Volunteer has the lead of a short distance Thistle has now got a little wind and is moving slowly The Volunteer has a slight lead of perhaps three cables lengths and holds it in the very little wind that comes from the west Wind has fallen very light Volunteer has now struck a lit tie streak of wind but the Thistle is almost entirely becalmed The Yankee heels grace fully and is making good time and increas Boston beauty Volunteer is now drawing near the finish and presents a magnificent appearance The bay is well nigh covered with boats of all kinds One enthusiastic skipper just gave her a gun salute and pre parations ore being made on tho ramparts of Kort Wadsworth to fire a salute in her honor as she Sept one of the convicted Anarchists who was sentenced to fifteen years hi prison was taken to Joliet at 9 oclock Monday evening and landed at the penitentiary at oclock This sud den move in case was stretching in aa almost unbroken lino from shore to shore It is the finest picture ever seen in New York bay Volunteer just a mag puff of wind and she started ahead with a great rush the Thistle still waiting behind in a calm She leads the Scotchman by nearly a mile at this moment is approaching the fort and a great cheer has gone up from the throats of the thousands of spectators The took up the refrain and they gave her a rousing sand off She moves very fast The Thistle now has a good full wind but is not moving as lively as her rival The Volunteer passed Fort Wodsworth at 1 oclock and the Thistle passed the same point at The excursion boats are making a break for the front The sails of the teer are drawing finely while the Thistles shake for lack of wind Volunteer hag opened the gap considerably and she is now certainly two miln ahead and still gaining She heels gracefully and her sails seem to draw better than the Thistles Both have the same wind at this time It blows from the west about eight miles an hour There is considerable hate in the lower bay and Sandy Hood is hid from view The fleet of excursionists has passed the fort and ore spread out in the rear The long lead of the Yankee is cred on shore to superior seamanship In bold ing on the first tack toward Staten island At the Volunteer was disappearing in the hate opposite lower quarantine with a lead of at least two miles Both yachts are carrying club topsails of the largest sura mainsails and three yachts are now off West bank on the starbaard tack heading toward the Long island shore The Volunteer has a Sandy Hook At this hour there are gathered on tho bluffs at Fort Wadsworth fully 5000 people waiting to return of the yachts The tops of the bluff are literally black with people and the drives are account of rain During tho morn ing thu heavens ware scanned for some indi cation of a break but the clouds extended in a solid mass and not a single bright spot could be detected through which a ray of hope could penetrate Overhead the rain soaked bunting hung listless and demoralised with scarce enough life to respond to the chilly damp breeze that tried its best to galvanize tho emblems of welcome into soms possible semblance of life and spirit Alto gether the outlook was wretched for the tens of thousands of visitors who bad gath ered from far and near and still worse for the veterans who had proposed to make tbe parade the most Imposing and memorable m the history of the order Throughout the night and early morning trains were arriving almost continually at tbe Union depot and a neverending proces sion poured out of the structure darkness It was close upon midnight whan the Iowa delegation showed up at tbe Laclede Ben James M Tuttle was among them and was instantly besieged by comrades who wanted to know how true was the report that he proposed to otter a resolution censuring the president Gripsack in hand the braced himself against a pillar and waited until the volley of queries had ceased Then he said I wont say what Im going to do I didnt come here to act like a bull in e for I raised enough when I was here before I say this much however that tho people of St Louis ought to be greatly obliged to me for what I did They can see by tbe Wheeling and Omaha incident what the foaling of the Grand Army is toward Cleveland and if he had come here the devil would people will thank me for what I have done An informal but highly important meeting waa held late Monday night at the Southern hotel by a number of post officers and dele gates of the Grand Army for the purpose ol advising with each other as to the desirability of holding the next encampment in June 1883 The fact that many accusations had been made to the effect that the organization was political in its character rendered it in the opinion of many inexpedient to hold the during the fall when a presiden tial canvass was at its height and when there would be an unusually favorable opportunity to distort individual expressions of opinion into official declarations of the Grand Army It was accordingly decided that June U recommended as the date for tho next an encampment When this determination was reached a deputation called upon Gen Fairchild and acquainted him with the result ot their deliberations Gen Fanchild ex pressed hia approval of the proposed change and stated that he would support it in the en A large number of delegates not present at the conference were favorably im pressed with the plan and there is every probability that it will be adopted As early as 7 oclock Tuesday morning the various posts and department divisions began to assemble at their respective head quarters to form for the parade and great masses of people collected on the sidewalks along tho route There was no cessation ot the rain however and shortly before 1C oclock it was decided at a consultation be tween the heads of the various that the parade would have to go one day When the fact of the postpone ment was generally known considerable dis satisfaction was expressed beth by the com rades and the visitors and several of the lo cal and visiting posts with bands playing and colors flying made parades on their own hook to demonstrate their independence ol the weather All the arrangements for the encampment are thrown out of gear by the change in plans Tbe open ing of the Prince Albert before his marriage with Queen Victoria was married morganatically to the countess Reuss in Germany In No vember 1840 Victoria and the coun tess gave birth to female children almost at
