Worldwide Press Service BOMBAY WPS Information has always been scarce about Tibet a 20th Century island of medievalism with its thousands of monks its wander ing tribes and the Dalai Cama supreme head of the Buddhist faith Even today a half century since a British tion opened the Himalayan kingdom to the the only link between Tibet and the world has been the office of the Indian in Lhasa And Prime Minister Nehru has told his ment that all the Consul could report was what he saw from the consulate Underlying the sharp reaction India is the summary manner in which the Peking regime has de to take over the autonom ous region of Tibet in total dis regard of a treaty with India This has forced even unusually cauti ous Jawaharlal Nehru to ex press sympathy for the Tibetan people and lo hope that the Chi nese would live up their assur ances made at the time of the treaty of 1950 of giv ing Tibet full But Chinese orders have gon forth dissolving the Tibet Local Government and rela tions are if not on the brink of dissolution certainly very taut There have been demonstrations against the Chinese Embassy in New Delhi and boisterous demon against the Chinese Con in Bombay Soviet In Hungary WHS too distant for Indian In Chinese aggres Tibet very close The Lama is in India nnd purr of the Agreement signed in 193S categorically provided for l autonomy in tlie Tibet Re gion of China and 2 the setup in Tibet had become decadent even before the Chinese That was edly one reason why the Chinese i felt ready to attack Tibet jn 194B 1 50 The feudal theocracy had no strength left even to introduce re forms on its own And the in of the Regent the rebel lions of the monks of Sera and monasteries and the re I volts of Central and Eastern Ti bet about the same time were j symptoms of a collapsing system j Tibet desperately needed a new life that religious leadership had failed to provide when the Chi nese walked in wilh machine guns A few wealthy and panicky no bles fled the country under Many led by the Da lai Lama himself stayed on Tibet had been occupied by Chinese mil before the Tibetans were not scared Sape the man w h o was the Prime Minister of Tibet for the longest period and the closest confidante of the thir Dalai Lama said in a let jter to an Indian friend It is un fortunate that the Chinese have occupied our country But in a i way it is good because they would force the changes we ourselves have failed to undertake Tibet cannot remain backward forever It must change Such was the desire for change among many elder Tibetan states men themselves that it was four to five times the 1050 level Unin profiteering again mostly by Indian traders on goods sold to the Tibetans was also halted The Chinese roads encouraged built new improved and provided em Chinese much Tibetan friendship when its main use was by Chinese ar vehicles When they roll jn Indians help but notice that they move towards the In dian Increases in production it was quickly noted were meant mostly for feeding Chinese garri sons sixl immigrants rather than Tibetans In 1R53 the Chinese changed their tactics Under the guise qf getting Tibet ready for auton they recruited large batch es of young Tibetans to be sent to the Institute of National Mi Peking for as leaders of the new be But with train ing in these young men also received good doses of communism ProChinese personalities like Jigme now the secretary general of the Prepar atory Committee of the Tibetan Autonomous Region camo to the forefront to assume local com mand New schools blossomed in Tibet under new teachers of refer ing a new education so differ ent from the ancient monastic education that the Tibetan aris once knew Chinese intel lectual infiltration had begun About this time the Chinese took their second step in tight ening heir grip over Tibet Teams of all kinds were sent from Peking lo Tibet and forc ibly billeted on Tibetan fami lies in Chinese fra Lhasa and surround ing areas were almost Infested the Chinese Communists among them women In the evenings it was not strange to bear organizers teaching children or drivers he songs of Mao and Che fang liberation on roadsides This was the situation for the development of what Indias Ja Nehru described as the clash of will between the old and the new the revolutionary and the reactionary the nation alist and the foreigner Finally in 1954 the Chinese in the Dalai Lama to attend the Chinese National Peoples Congress in Peking This appar ently was viewed with suspicion by most Tibetans even those friendly towards the Chinese Fears were expressed that if the Dalai Lama left Lhasa the Chin ese in his absence might rush land reforms through But the Dulai Lama had little choice resistance he knew would only harden the Chinese attitude towards him And so he went II is reported that on the day of his going the people of Lhasa were almost hysterical and that a few in desperation jump ed into the River In all monasteries prayers were offer ed for his safe return Chinese Act The Chinese acted according to pattern While the Dalai Lama was away they launched their attack against the old leadership through the mouths of Tibetan Old Lu Kang wa Tibets premier under the Chin ese himself fled to in India All large houses in Lha sawere requisitioned by the Chin ese Many elders were denounced as reactionaries in league with Imperialists Nobles and officials who formerly used to visit Bud shrines in India now were stopped from doing so The secular authority of the Dalai Lama was pruned to one fourth of its original size with the whole of Tibet being divided up into regions respectively un der the Panchen Lama a body of abbots and aristocrats and a straight Chinese body for the Chamdo area And with whole sale planting of Chinese commun in the midst of Tibetans the stage was set for a national upsurge There is no evidence here of who actually organized the re volt against the Chinese Cer tainly all the incendiary elements were present for Tibetan resent ment to flare up Tibetans an trek to Lhasa for losar their New Year and festivities run a month or more in February and March Another ten day period in late March is a relig ious focal point bringing Tibetans to the capital to mark the anni of the fifth Dalai Lama highest of them all Certainly these visitors includ ing the fiercely loyal and inde pendent would have found Lhasa irritating cations were unobtainable be cause of the Chinese occupation Rumor would have told them the Dalai Lama was in trouble Two Chinese Generals Chang Kuo hua and Chang Ching wu were dropping hints around he capital that reforms were not moving fast enough And the already wor ried monks neither understood them nor wanted to Landlords both those who stayed in Tibet and those who had fled to India were equally against change In such a seething atmo sphere compounded by Jack of elementary communications re volt could COHIB from spon combustion it lies happened before hi this part of the world It may be taken for granted that with the liquidation of trai torous elements a new way of life will be imposed on Tibet De scribing the situation the Indian leader Narayan who is often described as a pos sible successor to Nehru re marked In Tibet we see at this moment the working of a new Im which is far more dan gerous Man the old because it marches under the banner of a so called revolutionary ideology Tibet may be a theocratic rather than a secular state and back ward economically and socially But no nation has right to impose progress whatever that may mean upon another na But this is not likely to impress the practical Chinese who are now out in Tibet and are reported to have made some excellent strikes Whether his rebellion will scare the Chinese into going slow with land reforms remains to be seen Small Business Assn is Formed In Penna HARRISBURG Formation of the Pennsylvania Small Business Association with ters here was announced Albert Chandler of Ken tucky is a chunky smiling ex trovert whose stable name Happy For the information of the set a is a familiar form of address It usually demies affection arid es is common to the the Kentucky tracks and elsewhere The great race horse Man of War for example was familiarly by as Red or Big Red Red was the of his coat Man of Wars stable name therefore was fitting No more so however than is Happy for governor The governor read in this space on April 1 a piece about the finan cial troubles of the state of Mich igan where payless paydays and like calamities are just around the corner This situation Is reaping much bad publicity for Gov G Mermen Williams whose stable name is Soapy Williams Problem story is so unhappy that it darkly clouds Soapy Wil liams future Williams la serving a sixth term as governor With that record and Walter P big auto union behind him it was reasonable and in evitable that he would be think ing in terms of the Demo cratic presidential nomination financial troubles are giving Williams something else about which to think These troubles set Happy Chand ler to thinking too In the mail today from Happy was a letter I was very much interested in reading your article with respect to financial difficulties I wonder if you would be interest ed in a state that has a balanced budget is Jiving within its income and was the only state in the United States to have a general tax cut last year May Be Subversive As you know 1 have been governor of this Commonwealth for onethird of the time during the last 25 years During all of that time we have lived within our income and each of the eight years we have underspent our general budget During both of my administrations we have had general tax cuts It just occurred to me that if you have some extra space to de vote to governments in debt you might have some space to devote to a government going along fair ly well living within its income and enjoying tax reductions This may be letter need not be read upside down to persuade the read er to suspect that the Governor of Kentucky hopes its record will arouse among Democrats an in vincible determination to nominate him next year for President of the United States He was a candi date for the nomination in 1956 Be A Genius If the Governors letter does not warrant belief that Happy is a candidate again then consider the material which accompanied his letter There was a slick paper brochure of 8 pages designated as special progress report on the state gov A slighter U pages is devoted to Kentucky on the There is space however for personal references to the Gov ernor none of them calculated to demean him in the public estima tion For example from page one Ha Happy is an Episcopalian and a Mason of exceptional intel sober and responsible and destined early to make his im print on public affairs as a great On page 14 it is related that The story of Albert B Chandler is one of unfolding genius his was the heritage of Jefferson and Taxpayers in other state might say By goliy maybe he is a emus Processing J 78 For Home And GS Hospital NEWS Bureau HARRISBURG April 8 A total of in state aid is now being processed for
