jointly announce Mideast conference JERUSALEM AP The United States and Soviet Union today announced a Middle East peace conference would open Oct 30 in Madrid The road to peace will not be Secretary of State James A Baker said in the dramatic an of the first comprehensive peace ef fort in the Mideast since 1973 Old suspicions will not disappear Baker said Baker made the announcement with Soviet Foreign Minister Boris Pankin at his side The two superpowers have pushed for the peace conference since the Gulf War ended in February Baker said the invitations are being delivered in the name of President Bush and Soviet President Mikhail S Gorbachev The announcement followed the restoration of full diplomatic relations between the Soviet Union and Israel after a lapse and Israeli Prime Minister Yitzhak approval of terms for the talks to be held in the Spanish capital He did not guarantee that all the parties would at tend But Baker said I am hopeful we will re a positive Baker said that hope was based on his conviction that every party we dealt with really wants a peace The conference will be held in three phases There will be a formal opening Baker said to be followed within four days by bilateral negotiations among the parties Two weeks later Baker said there will be regional talks That is the phase Syria so far is boycotting It will with such issues as arms buildups in deaths of 22 people killed in a cafeteria by a suicidal gunman who police say may have been in a violent rage against women Investigators today pieced together clues about why George Hennard drove his pickup truck through a Cafeteria window then opened fire on customers dur ing lunch hour Wednesday killing 22 people and wounding 23 before turning one of his two semi automatic pistols on himself He has an evident problem with women for some reason not all wo Police Chief Giaco said Thursday Were trying to look into that to see if it can lead us to where we need to neighbors in nearby Helton father said he did not know what caused his son to go on a rampage By MARGARET Times Staff Writer KERRVILLE Dietert Claim will gel the funding it expected after Kerr County Commissioners amended their budget Tues day to include 1 for the senior citizens center When the Kerr County budget was approved last month Dietert Claim was not included among the line items In previous years the county previously provided annually jo help pay the Claims electric bills This year however the court sought the advice of its county attor ney who told them that funding to nonprofit organizations needed to be for purposes thai Tit within the scope of the countys responsibilities Assistant county attorney Stan Reid explained that the county does not have the authority by the state le or the constitution u make block grants to individual groups and organizations without ensuring that money will be used for public purposes Dietert Claim representatives re quested reconsideration during the countys budget hearing Sept 16 and special meeting Sept 24 Tuesday Claim program director Glenn Wehmeyer approached the court and said We stated as a mat ter of public record that services to our senior participants are available across the board We do not deny anyone the opportunity to partici pate based on their inability to pay nor conversely do we deny oppor based on the ability to Wehmeyer also pointed out the local government code which allows a commissioners court to establish or recreational facilities and programs An attorney generals opinion says the county also may provide a recreational facility for the use of the public as long as the facil ity is open to the public Another local government code cited by Wehmeyer authorizes the county to contract with a private KERRVILLE A city advisory committee will listen to tape recorded testimony Thursday in a former parks department employee who tost his job for al James Hayes was fired in August as city athletic supervisor for al violating city policy which prohibits fighting However Hayes has testified before the city Person nel Advisory Committee that he de fended himself against aggressive actions from John Bennight says Hayes assaulted him with a stick after he stopped a verbal argument between Hayes and his son Hayes id the youth were reportedly fight about use of a softball field Hayes was charged with meanor assault but has yet to be tried A trial date has been set for Dec 11 in Kerr County Court at Law Dannie a city summer em ployee who witnessed the confronta tion between Hayes and Bennight recorded a statement Tuesday of what he saw happen at the Lytie Street softball field two months ago City Manager Glenn Brown said the tape will be played for the personnel advisory lee They
