DECEMBER 26 1968 Accused child Iowa surrenders in Pamela Powers still missing DAVENPORT Iowa AP Anthony Erthell Williams charged with abducting blonde Pamela Powers on Christmas Eve turned himself in to police today but the girl remained missing Desk Sgt Ernest Lester said a young Negro walked into the police station and said Im Anthony Erthell Williams I un youre looking for me Detective Lt John Ackerman said there was no doubt the man was Williams a claimed minister with an arrest record including four sex charges Police charged Williams with child stealing after Pamela the daughter of Mr and Mrs Mer lin Powers of Des Moines dis appeared from a junior high school wrestling tournament at the Des Moines YMCA Hes very calm and cool said Ackerman of Williams Hes very polite and well dressed and clean And hes a gentleman to us anyway He knows his rights and has decid ed to remain silent Meanwhile about 50 officers resumed the search in snow covered countryside near Grin nell Iowa 40 miles east of Des Moines where orange stretch pants and white bobby sox were found in a roadside waste re distraught father identified Wednesday the arti cles of clothing as those of his daughter Davenport police said Wil liams had four cents in his pock et when he turned himself in and police paid a SI taxi for his trip from Rock Island HI across the Mississippi River to the police station The search for Williams had centered in Davenport where his car was found abandoned Christmas Day Williams told officers he had telephoned a lawyer in Des Moines Henry T McKnight who advised him to Ceasefire ends fighting resumes SAIGON AP Resuming offensive operations after a 24 hour Christmas ceasefire US forces caught more than 200 en emy troops on the move north west of Saigon and killed at least 53 with bombs rockets and the US ported There were no American cas The enemy soldiers ted in two groups Wednesday night and this morning by scouts from the US 1st Air Cavalry Division leapfrogging in helicopters near the jungled borders of Cambodia US and artillery went into action in an area 63 miles northwest of Saigon and only two miles from the Cambodian frontier In addition to the 53 men killed numerous second ary were a US communique said indi cating direct hits on tion stores The 24hour allied ceasefire for Christina ended at 6 pm Wednesday The Viet Cong had proclaimed a ceasefire until 1 am Friday but as soon as the allied truce ended American ambush patrols moved out into night positions and US bombers swung back into action with four raids during the night At dawn today larger allied units resumed sweeping operations north of Saigon and in the lowlands south of Da Nang A US spokesman said 15 major Amer ican offensive operations were under way from the Mekong Delta to the demilitarized zone The US Command an that American combat deaths last week dropped to their lowest total in five weeks with 838 spite intensive allied operations to stave off the Viet Cong offen sive allied intelligence officers say may be shaping up A total of 202 South Viet troops were reported killed 12 more than the week before while 2118 enemy dead were reported an average fig ure US headquarters said that during the 24hour allied Christ mas ceasefire 133 incidents of enemy activity were reported and 47 were considered signifi cant because casualties oc curred Spokesmen said two Ameri cans 34 enemy soldiers and 15 South Vietnamese were killed during ceasefire The wounded included 36 Americans and 35 South Viet One of the two Ameri cans killed was a crewman aboard a light reconnaissance plane that was hit by ground fire Christmas morning Meanwhile the US Com mand awaited another Commu nist radio broadcast proposing further meetings to negotiate the release of three American prisoners whose return was of last weekl Everyone hopes for another meeting but we have no indica tion of when or where it will be a US spokesman said We hope to get our nen back The only way well get word is over a radio broadcast An unprecedented 2V2hour meeting Christmas afternoon between five US and five North Vietnamese representa tives collapsed apparently in a wrangle over arms and go with them as prisoners Their treatment to you will be the same as ours was lenient and humane The communique also quoted the captives as saying We now all clearly see this war as aggressive and brutal A similar statement was broadcast by the Viet Cong ra dio It gave no hint of when the three would be freed SPACE CENTER Houston AP Eager to return home after their historic orbit of the moon the Apollo 8 explorers streaked faster and faster to ward the earth today on a per fect course that is to land them in the Pacific Ocean Friday morning Were happy to report the earth is ATHENS AP Two Arab terrorists attacked an Israel jet liner with machine guns and hand grenades today as the plane moved to take off from Athens Airport An Israeli pas senger was killed by bullets that poured in through the windows and the plane caught fire Greek airport police rushed out on the landing strip clubbed one of the terrorists on the head and seized the other as he tried to flee Each of the Arabs a hand grenade before opening fire at the El Al Boeing 707 as it moved for take off on a flight to Paris and New York with 37 passengers and 10 crew mem bers It was the terror ist attack against the national Israeli airline in six months Last July 23 a group of Pales tine commandos hijacked an El Al Boeing out of Rome and took it to Algiers No one was killed in that incident The Johnson presidency Democratic admin are feeding farewell doses of federal funds to pet programs The objective says one de parting Democrat is to create plenty of momentum to pro pel the programs past possible budget slashes in the early months of Richard M Nixons Republican administration The latest example came this week and involved one of the Johnson administrations favor ite urban Cit ies Officials disclosed that Seat tle Wash is receiving a million bundle of federal grants tp move its Model Cities pro gram off the drawing boards id into action This was the first time the fund for sup Model Cities grants had been tapped but Robert C Wood acting secretary of Hous ing and Urban Development said other cities with plans un der review can expect a deci sion shortly V Before Nixon moves into the White House on Jan 20 officials said its possible that nearly a score of other cities will receive similar grants These include Atlanta Baltimore Boston and Cambridge Mass Charlotte NC Denver Colo Detroit and Highland Park Mich Ala Philadelphia Portland Maine Portland Ore Reading Pa St Louis Mo Tenn Tampa Fla and Waco Tex Funds for preliminary plan ning of Model Cities projects were exhausted a month ago when 22 cities were added to the 125 communities already chart ing federally sponsored attacks on urban blight While Great Society planners say the surge of grants was motivated by their belief that the Model Cities approach is the best way to upgrade city slums they concede it will have the ef fect of firmly entrenching the program before the change in administrations They believe Nixon and his lieutenants will feel compelled to continue allo cations under standards set by the Democrats The momentum theory is being applied to other Great So ciety programs too Take the Concentrated Em ployment Program On Dec 6 Secretary of Labor Willard Wirtz announced that his de and the Pentagon had agreed to expand this program to train 5600 hardcore jobless for government jobs at defense installations in 41 cities Re of the trainees will be underway before Nixon takes of fice At the same time the Labor Department is renewing individ ual CEP contracts While some of the departments news re leases say the projects are being continued for another year investigation revealed that in most instances contract funds will run out next summer when any decision not to refund the projects would generate po heat on the Nixon admin Theres no indication the White House is the moving force behind the recent developments Two weeks before Nixons elec tion Budget Director Charles Zwick had sent a memo to all department heads urging them to be considerate of possible needs of the incoming adminis tration in January leaving to them decisions on moves pur chases and other actions that can be that such ac tion can be tailored as closely as possible to the new adminis trations policies and pro grams Although Nixon himself has not publicly complained lican governors said they were acting with his blessings earlier when they adopted a resolution accusing the Democratic admin of rushing through politically motivated changes in government policy that would hamstring and inquiry will be open to the public except when classified information is being discussed Christmas day fire damages city home A Christmas tree exploded and caught fire Wednesday night at the residence of Alex ander Bell Jr 710 Lafayette St Bell told firemen that the Christmas tree exploded and the fire spread so rapidly that I had to go next door to a neighbors to call the fire de Firemen arrived
