City By Next Week Special Meeting Set Thursday at Highway Building A State Highway Depart ment urban survey covering proposed highway changes in Jefferson City has been com and will be formally presented to the city on Dec 27 according to Mayor Ar thur W Ellis 1022 Holly Dr The big report will be con to the mayor by Rex M Whitton 323 Washington St chief engineer for the highway de who will explain and discuss the report at a specia meeting called for pm Dec 27 Mayor Ellis announced today This session he said will be con ducted in the hearing room at the main highway department build ing Mayor Ellis said he has ask ed each member of the City Coun cil to be present along with his special Committee on Parking and Traf fic which is headed by N R Beagle He said the meeting will be open and he encouraged any interested resident to feel free to hear Whit tons explanation and remarks Mayor Ellis said he has not seen the report and has no idea as to its contents and proposals The report he said is expected to be brought up at the next reg ular session of the council set for Jan 7 But no definite action is expected The reason he explained is that the council may formally accept the study then turn it over to the Greater Jefferson City Committee for thorough study and probable recommendations Mayor Ellis id now in the pro cess of reforming this big commit tee that successfully put over two bond issues to modernize the Me Airport and build traffic Vays and approaches to the new Missouri River bridge The committee that was head ed by Paul N Doll 933 Moreau Dr has been dormant for more than three years and the Mayor is now trying to fill vacancies tnat have been created by deaths and removals from the city When the committee is revamp ed an executive committee must be elected and a chairman select ed to steer the huge program that could result in a multimillion dol lar bond issue Such a program could cover the citys for for highway proposals through the city rebuilding the present sewer system a sewerage treatment plant a new library building and parking facilities Troop F Traffic Toll Rises to 73 The Troop F highway death toll stood at 73 today with the death early this morning near Columbia of Paul J Lindsay 36 Paris Tenn Lindsay died according to the State Highway Patrol when the car he was driving collided head on with a truck driven by Richard A Rennie 28 of Kansas City The accident occurred at 2 am six miles west of Columbia Troopers said the dead man ap fell asleep His car ran across the center line into the path of the truck Patrol officials said Rennie drove into the ditch but could not avoid the oncoming passenger car Rennie was unin jured The present Troop F total is 17 more than that for the same date in 1955 The Weather a complaint from a Webb City banker Earlier this week State Treas irer Bates put out about 856 mil ion of the states surplus funds on 30day time deposit in 273 Mis souri banks That way Bates said Missouri can start earning some money on its extra cash in accordance with a new section of the Constitution that the people voted for Because its only on 30day de osit however the interest is just per cent Had the deposit per od been longer the interest rate could have ranged up to 3 per cent The Constitution also per mits investment in government securities which pay higher in erest But Bates Revealed by Survey If state employees not now cov ered are provided retirement bene fits by the next legislature the legislation should be drawn so that it will permit establishment of a single retirement system for em ployes throughout state govern ment as soon as feasible Missouri Public Expenditure Survey said in a study released today The Survey also asserted that any plan adopted for employes not now covered should avoid the weaknesses contained in a plan for those employes which failed in the last legislature Under that pro posal the Survey said employes meeting certain conditions could have retired on combined state and social security benefits nearly equaling their salaries and in some instances exceeding them This would have gone beyond any con purpose of a sound plan the Survey added It estimated that at the start the plan would have increased the states per costs by nearly 14 per cent of the payroll of covered employes In Last Legislature The last legislature established a retirement plan for Highway and Highway Patrol employes Legislation providing for other employes will be consid ered by the next legislature The Survey said it may not be immedi ately practical to combine a pro posal covering other employes with the plan now covering and Patrol employes but that if single state plan is established early as possible it will offer these
