LABOR The National Prison congress which is now holding its annual session iu De troit in laboring with the much dis- and most question of convict labor for years has been a hostility against contract labor coming from and with a view to tickle unions and court the port of both political par ties have at one or another ted resolutions favoring the abolition of what ia known as prison con- tract labor Ohio by a by the last legislature tbat state and New York by a constitutional enactment bavo virtually abolished that system of labor in their penitentiaries They are returning to what is called tho piece price plan ot prison labor which in eral effect is not different bnt it goes by another name and that eosms to suit those who are constantly howling against prison labor coining ia contact
