the effects of the new tariff law upon the customs revenues our trade and up on prices The figures as given are full of surprises They show that many pre conceived about the tariff have no foundation in fact It is to be remem bered that these figures are from their very nature nonpartisan These are official statistics of a bureau of the gov and ban be fully verified by any one to do We give the salient points shown by this report here with First the revenue has been reduced The official reports of the sums received in payment of duties for the ten months from October 1890 when the new tariff law went to 1891 in when compared with the corre months one year previous show a decrease in the customs revenues of well to remind the reader here that the duty on sugar was not removed until April of this year A comparison of the figures for the four months from April 1 to August 1 with those of the corresponding period of the previous year shows a reduction of 327051 The reduction of revenue per be fully equal to the claims made by the friends of the new tariff law when it was before Congress hence the free trade assertion that law would not reduce the revenue is plainly shown to be false Secondly the report considers the effect of the Jaw upon imports Free traders denounced it bitterly on the ground that it would trade and lessen our imports and claimed traders are shown to be utterly theae claims to be false Our total imports for the ten months mentioned above show an increase of as compared with the cor responding period of the previous year Tbe value of the free merchandise im ported has been increased from 3409 per cent under the old tariff to 4723 uni This per cent has been much increased since the sugar schedule went into operation For the four months since April 1 5623 per the total value of our imports was free of duty For the corresponding four months of the previous year only 326SNper cent was free The third point is the the new tariff law upon our exports The theor ies of the free traders here again meet with crushing refutation For the ten months under the new tariff above men the increase id value of our ex ports over the corresponding ten months of the previous year was which is much larger than the average annual increase of exports for twenty years which been only a frac tion over increase annually The net increase in our exports is entire ly matter of fact The rec ords at every county seat will show pre what Mr Sovereign wanted to know and wanted to exhibit It is al most incredible that any man could be so ignorant of of as to take the course he did He had 1015 Iowa farmers guess what per cent of farmers in their respective counties had lost their farms by mortgage foreclosure in the last ten years and his ninetynine tables uf statistics are these guesses Take Lee county Eight farmers guess that 10 per cent of Lee farmers have lost their farms by foreclosure in the last ten years twelve guess 5 per cent three guess 4 per cent six guess 3 per cent five guess 2 per cent And Mr Sovereign averages all these guesses and reports that 6 per cent ofthe farmers of Lee county have lost their farms by foreclosure Not a man that guessed had any knowledge of the facts nor did he pretend to And yet the state of Io wa ana Mr Sovereign as its could have got from the county the precise that would have made his statistics about portion of the last fiscal year was under the old tariff law it is plain that the annual in crease under the new tariff will be larger especially when one considers that the will soon become an additional factor The fourth point in the report refers to the prices of the necessaries of life under the new tariff They show that the free trade bowl that prices would be higher is entirely false By a comparison of the wholesale prices of the satue period for the two years it is shown that there has been a substantial decrease in place of an increase The decrease has been iu stable articles
