Dispute WASHINGTON AP The soft coal industry today was reported framing an appeal to President Truman and Eco nomic Stabilizer Roger Putnam the daily wage hike won by John L Lewis The nation wide soft coal strike now in its fifth day fol lowed a Wage Stabilization j Board ruling last Saturday that only of the negotiated increase could be paid on the grounds that any damage the stabilization program The report that an appeal is under study came from an official who has been in close touch with all phases of the case but who asked not to be identified A substantial portion of the struck industry was described as just as eager as Lewis to settle on the full wage increase and get production going again An appeal to the President and Putnam it was felt would at least serve to remove the peaceful understanding between operators and the union At this point the government stepped in and ordered a reduction of that figure from the agreed to a figure of per day increase Because of the refusal of the Democratic administration to approve the increase agreed upon by the industry and its employes the miners refused to work pending a satisfactory adjustment of their differences or the reinstatement of the Overlook the Shakespearean pronouncements of John L Lewis and face up to the facts of life Miners in the coal fields of Western Pennsylvania and elsewhere work but 180 to 200 days each year The nature of the work they do and the occupational hazards involved justify this work schedule In any case their total wages were adjusted to the increase in the cost of living over which they have no direct control It Avas a commission set up and controlled by the Demo cratic administration which has callously upon increase below what the union and management de was a fair wage adjustment It is the Democrats in power in Washington who have played fast and loose with the nations miners In the last weeks of the Presidential election campaign Truman has seen fit to toy with the wages of a large segment of the nations workers At a time when it is the unscrupulous political campaign methods of the Democrats give reason to assume iHs a present cut can be restored in time to win for the Stevonson cause the livelihood of miners and their families is repre and vicious This is the first time in the nations history dial men and management have gotten together on a adjust ment
