Plans Manpower Office Return Payroll Scandal Count Allotted Initially The Highland County Commissioners are in the process of establishing a County Manpower Administration Office that will oversee as of July 1 all Manpower and Comprehensive Em- ployment and Training Act CETA programs in the county A resolution was passed Tuesday by the commissioners declaring that all CETA Programs and Manpower Programs in Highland County will be run by the Highland County Board of Commissioners effective through their Manpower Administrative Office The resolution went on to appoint clerk Doris Edgington as acting director until a permanent director assistant director and secretary can be hired The move will take Manpower Programs away from the Highland County Community Action Organization which has run them for several years Until the establishment of the Clermont County Consortium power funds were administered at the state level and the CAO was the subcontractor for the programs Last year the commissioners at- tempted to wrest control of these programs from the CAO Two power units ruled in favor of the commissioners but a state-level evaluation placed the programs back under the jurisdiction With the coming of the consortium the Manpower funds are administered by the consortium itself rather than the state The governing board is made up of county com- missioners from the member counties Acting CAO Director Bob Orth said last week that the CAO would apply to the consortium for control of the Manpower funds CAO officials earlier met with the commissioners to offer their services in continuing to run these programs When the matter goes to the con- sortium board it is considered unlikely that a decision will be dered against the Highland County Commissioners Orth and CAO Manpower Programs Director William were out of town and unavailable for comment today The commissioners Manpower Administration Office will have an initial programs allocation for fiscal 1976 Board has approved the transfer of from the University of Cincinnati Center to Southern State General and Technical College for the construction and operation of the technical education building In brief this means the new building for the former Tri-County Academic Center which has been functioning at Eastern High School at Macon The building is to be located just south of Fincastle on a tract purchased several months ago It is located near the geographic center of the three counties Southern State however embraces five counties including Clinton and Fayette The Ohio Board of Regents approved the charter for Southern State General and Technical College on Feb 21 1975 Lewis C Chet Miller president of the college has announced that ceremonies for construction of the building on what will be known as the South Campus in Brown County has been set for Friday June 6 at 2 p m The site is along U.S Rt 62 one-half mile south of Fincastle and north of the SR 62 in- Eye On Sky By The Associated Press Ohio's good weather was forecast to last another day before moist air moves into the state bringing with it higher humidity and May showers Partly cloudy tonight with lows in the mid week before last the 50 Bingo Buck prize was inflated to 100 for the purple card game last week The first winning card was brought to the Press Gazette office by Mildred Shaffer Lynchburg Rt 2 from the Hillsboro Dry Goods Store 117 E Main St Saturday William L Vance Rt 5 showed up to claim his share of the prize He played six cards The one that earned him 50 Bingo Bucks was ob- at Fairley's Health Asks Fund Renewal cards have come participating The Highland County Board of Health and the Highland County Home Nursing Advisory Council held meetings Tuesday night The Board of Health approved submitting an application for renewal of in federal funds that the Health Department is now receiving The money is used mainly for en- health purposes and part of it goes toward checking recreational facilities at Rocky Fork Lake and Paint Creek Lake State Parks The renewal would cover a period from July 1 1975 until June 30 1976 Deborah E Smith 23 Rt 6 was hired as the new Home Health She replaces Mrs Beatrice Pence who is retiring from the job Mrs Smith earned her bachelor of science degree in nursing in June 1974 The Home Nursing Program report listed 192 nursing visits last month 139 aide visits and seven visits by physical therapists Health Board members present were Don Edgington Dr Burnss Tom Butler County Health Commissioner Dr Patrick McKibben and Harold Walker administrator New members of the Home Nursing Advisory Council were present at that group's meeting The new members are Mrs Wilma Naylor chairwoman of the Highland County unit of the American Cancer Society Mrs Elizabeth Bullard Director of Family Planning and the Rev Vernon Young Mrs Pence reported the council has received its certification She also reported on changes in record review and program evaluation policies There was also a report on the Easter Seal Drive which netted a total of this year This money pays for various pieces of equipment and also pays for supplies needed by home nursing patients not covered by in- surance The 19 winning from 18 of the 32 chants This week is the seventh week of newspaper bingo marking the halfway point in the Bingo Buck giveaway Blue cards are being distributed by the participating merchants in the Hillsboro area this week and somewhere is probably at least one card worth some Bingo Bucks The cards can be picked up for free and no purchase the blue cards Spell Out Children's Events For July 4 Pair Given Sentences In Robbery Two more men have been sentenced to the Ohio Reformatory for their part in the Jan 23 robbery at the Broadway Grocery Lynchburg Steven Rhinehimer 20 Blanchester and Roy Thomas Dunihue 18 chester Rt 1 were sentenced to terms of years apiece by Judge Darrell Hottle Both earlier pleaded guilty to robbery William Rhinehimer 23 South Lebanon has already been sentenced to a year term and Robert Rhinehimer 22 Blanchester has not been sentenced Entry Reported The sheriff's office received a report Tuesday morning that the cafeteria of the Bell Co W Main St was broken into sometime during the weekend Entry had been gained through a window Nothing was found missing but some vending machines had been tampered Planning Group and five of its bers who were accused of accepting state paychecks while working for the committee Gilligan's deputy campaign manager William J Bannon was named as chairman of the planning group but was not indicted as an in- dividual and faces no criminal liability Bannon is expected to testify in any trials involving other members of the group Smith said They are accused of for Ohioans for Gilligan Asst Prosecutor S Michael Miller who directed the grand jury in- said the 10 youthful defendants had been asked after the November election to help Gilligan forces monitor the state recount of the narrow loss to Gov James A Rhodes Apparently a problem arose as to paying these individuals for their work for Gilligan on the Miller told the court Consequently he said they were placed on the state payroll The monies they received were dearly for work not Miller continued It was a mistake in judgment I don't think these people are evil people The courtroom action was the result of plea bargaining over the past two days in which Miller said the dants assured him they would cooperate in further proceedings He recommended against jail terms after they agreed to restitution totaling Miller also said he would ask the court later this week to grant immunity to two other suspects in anticipation of their future cooperation The two identified only as a man and woman who did not appear before the grand jury have agreed to restitution of more than he said Smith said an additional could be recovered from four other persons through litigation making the gross total of salary money involved in the case Michael Schwartzwalder an at- torney for two of the defendants claimed the press had indicated from that what we have here is a conspiracy Schwartzwalder described the affair instead as bumbling attempt to compensate some people for work they were doing on the recount President Boosts Tariff On Oil WASHINGTON AP The Democrats who control Congress are sharply criticizing President Ford's latest actions to force up petroleum prices but cannot guarantee the votes to substitute their own energy program As a result of the President's action announced in a national broadcast Tuesday night the price of gasoline is expected to increase by at least 1.5 cents a gallon in early summer And if Ford has his way the price would climb another six cents or more over the next 18 to 24 months The President chided Congress for failing to approve a broad energy program as he recommended in his State of the Union message last January Therefore Ford said he a second tariff on imported oil effective June 1 Although the tariff is aimed at reducing consumption of foreign oil the extra dollar like the previous tariff also is likely to be added by oil companies to the price of the 40 per cent of domestic oil production that is exempt from price controls This could mean an extra million a month in oil company profits reflecting both dollar increments Ford also has proposed a windfall profits tax on oil producers Levy a tariff on imported petroleum products such as gasoline and heating oil also effective on June 1 The effects of this increase will be felt most in Hawaii and on the East Coast which are heavily dent on oil refined abroad to Congress next month a plan for removing federal controls from domestic oil prices probably over the next 18 to 24 months Such a move which could be blocked by Congress would raise consumer prices for petroleum products by at least six cents a gallon In addition Ford administration officials say they expect the Organization of Oil Exporting tries to raise the cost of their petroleum products by 10 to 15 per cent this autumn Such a boost would add another 1 to cents to a gallon of gasoline Ford said he had delayed the tariff increases in March and April after congressional leaders had promised to come up with a congressional energy Sent To Prison For Grand Theft Paul White Greenfield has been sentenced to years in the Ohio Reformatory on a charge stemming from a June 26 1974 robbery in Greenfield White pleaded guilty to grand theft and a charge of armed robbery was dropped program better than mine people to give more privately whether they have children enrolled in nonpublic schools or not I do think it is important that persons be advised that it is desirable to preserve alternative forms of
