Hawarden Independent (Newspaper) - January 25, 1934, Hawarden, Iowa v VOLUME HAWARDEN SIOUX COUNTY IOWA THURSDAY JANUARY 25 1934 10 PAGES NUMBER 50 CIVIL WORKS PROGRAM AIRPORT PROJECT AMONG THE CASUALTIES Dwindling Funds Necessitates Slow ing Up Until Congress Makes an Additional Appropriation The stop order issued last Thursday night by the civil works administra tion in Washington put a crimp for the present in the airport pro ject for Hawarden as well as to cut in the number of hours of labor per mitted all civil works employees on projects already underway in Sioux county In counties containing cities Graving a population in excess of 2500 the maximum hours permit ted workers was reduced from 30 to 24 each week but in the counties having TLO towns over 2500 population the re duction was from 30 to 15 hours per week The order was sweeping and af the entire country In addition to reducing the work hours the order also cancelled authorisation for the present of all new projects on which work had not actually been commenc ed The order regarding the reduction of hours was put into effect here im mediately and the workers on all pro are now conforming to the new 15hour a week schedule The airport project here barley missed getting under the wire City Clerk Fred A Gefke was in Des Moines last Thursday conferring with the state civil works relief administra tion on the airport project here was given official approval by E H Mulock state administrator about 3 oclock that afternoon It provided for the em ployment of 25 new workers sot here employed on civil works pro and the transfer of 25 others from other projects to the airport work Before the official authorization could reach It chairman however the civil works tion in Washington had wired him the order halting the institution of all new projects The stop order also elimi nates all expenditures for materials on new projects as well as on projects in progress except such materials as may have been specifically contracted for Rapidly dwindling funds and near exhaustion of the available appropria tion to carry on the civil works pro gram is assigned as the reason for the stop order President Roosevelt indicated that be will ask congress for an immediate additional appropriation of to carry on the civil works program until May 1st If this additional appropriation is granted it is considered likely that projects al ready approved may then be en and that other new projects may be authorized It seems probable that the construction of an airport in Ha war den hinges therefore on the action of congress in voting the additional ap propriation At a special meeting of the Hawar den city council Monday afternoon it was voted to authorize entry into the lease agreement with the L G Everist Company for the 100 acres of land for the proposed airport contingent upon authorization from the civil works ad ministration to proceed with the pro ject While in Des Moines last week Mr Gefke also performed some missionary work in connection with a new dam across the Sioux river here for which it is hoped authorization may be ob as a civil works project He states that Dr Carl J Drake state entomologist is endeavoring to obtain authorization for a part of its con struction as a federal project while Secretary of Agriculture Ray Murray is making a similar effort to have a part of the cost approved as a state project Further progress on this pro ject will also be contingent however on an additional appropriation by con gress for the civil works administra tion Ill at Home of business A staff of expert merchandisers will assist Mr Snyder in making a survey of Hawarden and nearby stores and business establishments Mr Snyder claims that the business men of a town can make or break it The prosperity of any town depends largely on the appearance and offerings of local mer chants This survey is made for the purpose of establishing quality prices and diversification of merchandise offered by smaller town merchants in relation to and comparison with the offerings of similar merchandise in larger cities and the mail order or catalog houses This survey promises to be of vital interest to all who live and work in Hawarden and surrounding towns In recent years many thousands of dol lars have been spent by local residents for clothing groceries building ma terial automobiles and all kinds of merchandise purchased from concerns located many miles from this com munity Such out of town purchases undermine the stability of our local commercial structure and eventually lead to less local employment lower real estate values and work hardships on every person living and working in this community Mr Snyder has made an extensive study of this situation in many Amer ican cities and towns He says there is a growing tendency for home town de velopment and that it has been defi proven that 6f the larger cities and industrial areas depend on the prosperity of the smaller towns throughout the land Build American on a solid founda tion by developing the smaller towns and cities by putting the farmer in the class of profit makers and the large cities and
