fourth and twenty-fifth sections cf an act entitled ao act for the general valuation and assessment cf property in this State and to provide a tax to pay the debts of the State passed ni March session teen hundred and forty-one chapter twenty-three be and the same is hereby guaranteed tc any individual or either in their private associated corporate character who may con- sider himself or
