B1- B4 INSIDE F OLLOW U S O N : Disappearance ruled suspicious BY JARRAD HEDES Times Staff Writer Eastern Adams Regional Police are still searching for an Oxford Township woman who was reported missing at 5 p. m. on Friday. Susan L. Ketcham, of Shank Road, was last seen near her residence at 10 p. m. on Thursday sitting in her vehicle while talking on her cell phone. “ The circumstances surrounding Ketcham’s disappearance are suspicious,” according to a press release issued by EARP. “ All of Ketcham’s personal belongings that she would never leave her residence without were left there. Approximately 15 minutes after she was seen in her vehicle, she was no longer inside even though the interior light was left on.” Ketcham was missing, but her purse and bankcards were found in her vehicle and her cell phone was located 14 hours later several hundred yards from the house along a small creek. “ She is still missing,” EARP Chief Robert Then said Monday afternoon. “ We had the blood hounds and cadaver dogs out on Sunday around the residence and they did pick up a scent leading us to a wooded area but with the two feet of snow that fell it is just ( See KETCHAM on Page A5) M ELISSA K EEFER / G ETTYSBURG T IMES MISSING — Susan L. Ketcham J OHN A RMSTRONG / G ETTYSBURG T IMES CLEAN UP BEFORE THE NEXT STORM — Although it appears as if this person is getting caught in the snow being blown into a pile at Gettysburg College Monday, he is actually ahead of the large white mass. The college’s maintenance crews were among many other groundskeepers in Adams County who worked quickly to remove the more than two feet of snow that fell Friday and Saturday so today’s expected snow can fall on clean sidewalks and parking lots. The National Weather Service has issued a Winter Weather Advisory that will go into effect at 1 p. m. today and end at 7 p. m. Wednesday. Meteorologists predict another 6 to 12 inches will blanket the county. Gettysburg repeals gun permit fee BY SCOT ANDREW PITZER Times Staff Writer Twenty veterans left Gettysburg Borough Hall seemingly pleased Monday night, after Borough Council voted unanimously to rescind a $ 20 fee associated with discharging blank firearms. Councilman Bob Krummerich, chairman of the board’s finance committee, explained that the eight- month- old gun law is remaining in the books, although council is waiving the permit fee for military and re- enactor groups. Under the borough’s modernized gun law of June 2009, the code prohibits the firing of blank- cartridge rifles in Gettysburg, except during military funerals and Civil War re- enactments. Veteran’s organizations have taken umbrage with the fee, arguing that it is unconstitutional, since deceased veterans are entitled by federal code to receive military honors. Krummerich noted during the board’s monthly business meeting that the fee was put into place for liability reasons, and that it was never the borough’s intent to regulate military funerals. John Murtha, the tall, gruffmannered former Marine who became the de facto voice of veterans on Capitol Hill and later an outspoken and influential critic of the Iraq War, died Monday. He was 77. “ This past Saturday, Congressman Murtha became Pennsylvania’s longest serving Member of Congress,” Cong. Todd Platts, R- 19, noted. Adams County Coroner Patricia Felix stated that 20- year- old Shane Schmidt died of blunt force head trauma at the scene of the accident. According to police, Schmidt’s vehicle collided with a dump truck around 2 p. m. at the intersection of Edge Grove and Oxford roads. Conewago Township Police are continuing to investigate the accident. One dies in Conewago Twp. crash Rendell expected to present narrow budget BY MARC LEVY Associated Press Writer HARRISBURG, Pa. ( AP) — When Ed Rendell delivers his annual budget speech for the last time Tuesday, the governor known for bringing a kitchen- sink full of priorities is expected to outline a narrower set of goals. For one, the second- term Democrat has a short time to coax a politically divided Legislature. Also, Pennsylvania’s recessionravaged tax collections are likely to leave little room for an ambitious agenda. Then there’s the approaching November general election that many say will deter legislators from taking up controversial issues. “ Self- preservation will trump everything else,” predicted David W. Patti, president and CEO of Pennsylvanians for Effective Government, a Harrisburg- based business advocacy group that calls for an anti- tax philosophy in state government. And so, with massive financial problems looming for Pennsylvania after Rendell leaves office, legislators from both parties expect the governor to announce an approximately $ 29 billion spending plan for the 2010- 11 fiscal year that begins July 1.
