forward on a second phase The developer of Seaside Resorts this month got the planning commissions approval of for the second phase The resort is being developed by Resorts which owns or operates 22 resorts across the country 8 first phase planning second S ales are going exceptionally Kathy Thomas Barr Seaside Resorts But construction of the new section will not begin until late 2002 said Kathy Thomas Barr a spokeswoman for the Galveston resort The construction evident from FM 3005 is of the resorts first phase Two buildings con 24 units already are open Barr said new buildings will be constructed as the re maining 126 units in phase one are sold Sales are going exceptionally she said We are offering this to our existing members as an upgrade We have more than members The estimated value of the resorts first phase is million and the second phase which consists of 136 condominiums is valued at million Barr said The time share arrival in town invited a fair share of controversy discrimination in Texas City A local union chairman claims the city has allowed workers to be passed over for promotions on a regular basis a charge the mayor denies By GOODEN The Daily News TEXAS CITY union workers in Texas City say they are the vic tims of systematic discrimination In April several police officers also claimed they were being dis criminated against in the police depart ment Were not feeling very AllAmerican right said James Daniels chairman of PACE Union Local 4449 Our rights have been Mayor Carlos Garza said the claims were unfounded I can tell you that we do not nate against anyone he said Dis crimination is not Daniels said that the city which was named an AllAmerican City by the Na tional Civic League in 1997 had allowed workers to be passed over for promotions on a regular basis They also claim that supervisors have referred to them using racial slurs that they had to fight to get a Confederate flag removed from a city and that they have been unfairly punished and fired Were not publicizing this to hurt any Daniels said All were asking is that we get treated The workers believe their white counter parts receive larger salaries for the same work Leon Harper works for the citys sanitation department He said the department has specific pay discrepancies For instance he said black heavy equipment operators make an hour White workers he said make Garza said the differences in pay had nothing to do with discrimination The pay scales are different because some workers advance to higher positions Its the same way if in a private he said Some people will al ways get paid more when others are not as accomplished The same is true in every city depart ment Not all firefighters and policeman are paid the Joe Mose said he hadnt been allowed to advance Mose works as a laborer for the city He applied for a job as a heavy equip ment operator However when no openings were avail able in that position he said the city hired him as a laborer and
